Caldwell City Police Station Bond Committee Meeting Minutes
November 22, 1999
Present: Bob Sobba, Christopher Green, Bill Norman, Edison Child, Casey Crookham, Jim Hitt,
Sami Schmitt, Mayor Garrett Nancolas, Katie Roach, Margaret �angan, Allan Laird, Gary
Maybon, Estella Zamora, Elaine Carpenter, Rod Endow, Wayne Eisenbrandt, Amy Stahl,
Dr. Rich Bauscher and Dr. Glen Basey.
Absent: Dale Peterson, Patty Mickelsen, Tony Ozuna, Thelma Carpenter, Mary Ann Grimm, Dr.
Will Black, Danny Ozuna, Dr. Kevin Learned, Gilbert Hafen, Jesus deLeon, Vaughn
Heinrich, Fred Cornforth, Ryan Beuler, Valinda Gabbard, Bob Larson, Bud Way and
Chuck Randolph.
No Review of the meeting minutes from the previous board meeting on October 12, 1999.
Moved, Seconded and Passed (M/S/P).
Mayor Nancolas provided a brief explanation of the extensive research and development of the newly
proposed Caldwell Police Station. Areas of concern included location and expense, Police and Ciiy Hall
projects.
COMMITTEE REPORTS
Chairman's The deadline to pre-register by mail is January 7, 2000. Absentee Ballot registration
Report ends at 5 p.m. on January 31, 2000. Pre-registration at the Courthouse must be done by
� January 7, 2000. At this date, the Bond Election will be held in four (4) polling locations;
The 7 Day Adventist Church, The Caldwell Chamber of Commerce Building, the Canyon
Hill Church of the Nazarene Church and the Canyon County Courthouse during the hours
of Noon to 8 p.m. on February 1, 2000.
Sub-Committee officers were selected and a secretary was assigned to take minutes. We were reminded
that Telephone Campaign is one key to a successful Bond Election. A list of duties for each sub-
committee chair was announced and will be given to each committee officer. Estella Zamora agreed to
work on translation of materials from English into Spanish.
A discussion of polling sites and their effectiveness in the last bond election was transferred onto
transparencies for overhead projection. Regions of voter result percentages indicated two areas of door
to door canvassing needs. The lack of more or varied polling stations was discussed with Estella Zamora
offering to talk to the County Voter Registrations Office to find out reasons for their restrictions. A
discussion about lack of concentration on hispanic area voters in the last election noted that we did not
have the time or perhaps enough spanish speaking members on the committee to enable the door to
door canvassing that was needed. It was noted that we had a large yes vote percentage in the hispanic
residential area and we might not need to be concerned about door to door canvassing, but rather voter
registration and spanish language fo�rns and posters. We do need a spanish speaking telephone
campaign committee.
Our goal is 2,757 Yes Votes. We have 8,752 Registered Voters with only 1769 Votes cast in the last
Bond Election. The Police Station has 60 employees who are targeting 10 Yes Votes per employee for a
total of 600 Yes Votes!
We need to recruit additional committee members for this issue. It will lessen the work load and get the
message out to more 'Yes voters than in the last election. The Mayor is speaking to all Civic groups for

� their support as well as speaking to all City Departments, the High Schools and the College.

The pamphlet handed out last time with an image of what the building could look like actually hurt the
election and will be revised to look more realistic and within a normal budget. A drawing cost of $5,000
now is more feasible than the suggested cost of $125,000 in the last bond. It was suggested that an
aerial (top) view and front view both be submitted.
The Dare Officers and Neighborhood Watch Program members will help with canvassing to tell voters
what we need for the community, not what v� don't have now.
The location of the new Police Station building will be on the Caldwell Lighting Store block. The cost of
demolition is about $125,000; about half of what was first estimated. The purchase cost is about
$627,000, down from prior cost estimates due from a parcel donated. The size will be approximately
31,000 square feet, with loan costs being reduced with equipment leasing options rather than including
equipment purchases in the long term building loan. A local architect will be used as the lead rather than
council which will reduce costs as well. In thorough investigations into the use of the existing city-owned
Jefferson School property, it was discovered that due to the location of Senior Citizen Housing, Library
Facilities, two public schools and a Ciiy Park, the City of Caldwell would be breaking every ordinance and
city code on record in building there. If we change the codes for this building, then we would face having
to change the codes for every other person who wants to build in Caldwell. We can't set the precident for
that reason. The Sears Building has been suggested, but the costs are the same to remodel an old
building as to build a new one and the Sears Building has limited parking. The 30 people who telephoned
in after the last bond election to complain about the proposed site, have all been called and understand
the legal complications now.

same location.
