Caldwell City Police Station Bond Committee Meeting Minutes
January 24, 2000

The Meeting was caltecf to order by Dr. Basey at 6:30 p.m.
The minutes from the previous committee meeting on the 17�' of January 2000 were approved as read
and dispersed. Moved, Seconded, Approved. (M/S/A)
AD HOC COMMITTEE REPORTS
Door to Door K.0 Crookham reported that canvassing has gone very wetl. The 8reas by 12` 8�
Cl�eland, Linden 8� Washington, Fairoaks to Shapiro, Sylvan Street, Kimball 8� Linden,
Hibbard Subdivision by the Mormon Church and the subdivision off Airport by Linden
have been canvassed. Even though residents are in their beddothes, they are willing to
discuss the issue with the Youth Coalition. Everyone has received very positive
responses. Most of the no responses came from the area by the 7�' Day Adventist
Church and Highway 55 to 45. Sami was thanked for all she and the High School
volunteers have done to help us.
Reminde� Cards will be stamped on Wednesday evening at 306 Hilldrop in Caldwell. Everyone wil) meet
at Patty Mickelsons home at 7 p.m. Sami has 10 Youth Coalition members going with
her to Patty's home. Patty anticipated that she will have plenty of Melp.
Promo�ons Allan Laircl has completed all of the promotion activities this week. Yard signs have been
passed out and distributed to various locations in the Ci�y. Calling of helpers and making
sure all letters were sent in were completed by he and Estella Zamora. Roll cafl was
taken of names she had on file for Letters to the Editor. The Youth Coalition wants to
keep helping in some respect even though they are not able to vote. They will work in
the schools to help promote the issues. Channel 12 has been corrtacted and wrill be at
the school tonight to hear the report to the pubiic on the bond issue. Channel7 reported
the issue at 5 p.m. Ali letters to the editor wilt not be printed after Thursday at 4 p.m. Dr.
Basey was disappointed with his letter to the editor and not feeling like he had the
papers' support. Estella passed out inforrnation during the Martin Luth�r King Rally. KC
Crookham has only heard that $'s are the complaint now. Chiefi Sobba pulled out photos
af books for matching size to doNars on the cost issue. Three property owners have
donated land to allow this sale. The question, ts anyone getting rich on this deal? was
raised and answered. This answered the issue on the difference between the assessed
value and sales value. The $121 per square foot building cost does not include the cost
di the purchase of the land. The cAst of $142 per square foot cos# at the Jwenile
Detention Centers project was used as a camparable. Is the rerrter going to be used as
a dual-purpose faality with youth after schrx�l projects there and if so, what is the
difference befinreen building near a school and having school age youths in the facility?
There was some discussion of the 6uilding being a well built- state of the art 40 year
constructed building. A program for youth offenders regarding youth acxourrtability was
described as a differerrt venue for the police station than an after school youth program.
The issue of Poulsen Architects and their lack of photo or building description was

brought up and it was expiained that Caldwell just does not have the $125,000 to hire an
architect for a drawing before a vate has even decided it's fate. The description of an
average business applying for a loan needing a business plan and the ciiy af Caldwell
encouraging voters was discussed and the differences v�nere explained. As a City, first
you must get approval to apply from the City voters and then you can apply for the grant
with drawings from an archited and take those to the City for approval before you build.
Each step has a phase to go through, but the first one requires approval to even start.
The land acquisition cost is 640,000. The equipment lease cost is 220,000.
Police Dep�
Bond Activities Allan Laird has election eve calters lined up. 20 volunteers have signed up to make
calls to potential yes voters reminding them to vote. They will be using the council rooms
in the upstairs of City H�II. They will be supplied with a list of names and numbers to call.
Faxes ftom the chamber need to go out that evening and a week before the eledion as
w�ll. The�e wilt be beiween 500 and 800 names of endorsements that will go ir�to the
newspaper. It will be a full page and wiN be run twice. The cost is estimated at $2100.
with color. Carpenter Screen-Printing will look at the layout once this comes back from
the news department and will proof the names. Carpenters have donated complimentary
signs. Do not go near polling places with signage. Right of ways were discussed with
respect to placement of signs on public property easements. Reader Boards throughout
the city will display their affirmation for the bond issue on the weekend before the
election. Everyone on the Caldwell Chamber of Commerce Readerboard list has been
contacted for their help.
It was moved and seconded to adjourn at 6:55 p.m.
The next meeting will be held at 5:00 p.m. on January 25th, 2000 in the Council
Meeting Room Upstairs City Hall.
