A meeting was held on August 4, 1993, at 10:00 a.m. with
representatives from the City of Caldwell and from the City of
Middleton to discuss Areas of Impact for the respective
communities. Those present: Dennis Crooks, Planning and Zoning
Director from the City of Caldwell; Vern Brewer, City of Middleton
Engineering Department; Mona Mack, City Attorney for the City of
Middleton; Merle Smith, Chairman of the Middleton Planning and
Zoning Commission; Lee Swigert, the Mayor of the City of Middleton;
James R. Dakan, Mayor of the City of Caldwell; William F. Gigray,
III, City Attorney for the City of Caldwell; and Gordon Law, City
Engineer for the City of Caldwell.
Mr. Crooks presented the map of proposed Area of Impact for
the City of Caldwell. He explained that it was accepted by Canyon
County and that the City had attempted to receive as much input
from the public as possible.
Vern Brewer, Middleton Engineering Department, pointed out the
Middleton Area of Impact explaining that the exit or interchange
was important to Middleton and that the people were indicating that
they want to be in the Middleton Area of Impact rather than
Caldwell's Impact Area. He stated that he would welcome discussion
on this because both cities share the same problems.
The Caldwell City Engineer said that Caldwell would like some
input as to where roads go and etc. Mr. Gigray explained the
possibility of having a Joint Exercise of Power Agreement. This
would allow the County to deal with one entity rather than the two.
Planning and Zoning Director from Caldwell, Dennis Crooks,
explained that when there is a new subdivision within one mile of
the City Limits, the Caldwell City Ordinance applies and the
Planning and Zoning Commission has the authority to review. This
is critical to the growth of Caldwell due to new roads and other
public improvements.
The Middleton Mayor, Lee Swigert, discussed the possibility of
having a separate entity to deal with both cities. They would be
a recommending body only. It was agreed that something needed to
be done soon since the area was growing so rapidly. The City
Engineer from Middleton agreed that they should get down to
specifics and suggested that both communities write up specific
concerns. With that information, they could determine how close
they were to working together.
Mr. Gigray commented on the possibility of getting ISTEA
monies particularly near Curtis Park. As Boise grows, so will the
residential areas in both Caldwell and Middleton. Mr. Law agreed

that Caldwell was not prepared at this time to talk about
specifics.
There was considerable discussion regarding the Impact Areas.
Mr. Law indicated that he would like to talk to Mayor Swigert
regarding the Interstate and the Middleton Road Interchange.
It was agreed that another meeting would be set. The goal
would be for each city to identify concerns and what they would
like to do about them. Also, they could check with the County to
see if they recognize Caldwell's Area of Impact.
The Meeting was adjourned at 11:00 a.m.
