HomeMy WebLinkAbout10-08-1992 MAYOR'S YOUTH COUNCIL � � Caidweli Mayor's Committee for the Employment of Persons with Disabilities and Older Workers ;, MINUTES Meeting of October 8, 1992 Present: Claudette Vail, Kevin Dawkins, Leland VanSlyke, Joan Brown, Claire Roper, George Ferney, Janice Goff & Teri Ottens. Guest Speaker: Ken Jones The meeting was called to order by Teri Ottens in the absence of both the Chairman and the Vice-Chairman at 12:00 noon at the Elks Lodge in Caldwell. The first item of business was a press release prepared by Larry Mitchell. Teri stated that this press release had been sent to the local media to help in the getting information to the public regarding National Handicap Awareness Month. The next item of business was the recruitment of new members from major employers. Teri distributed a list of the top employers in our area. She also stated that she has a list of the majority of the service clubs in the area and the committes could begin speaking at these service club meetings to solicit for members, donations, etc. Leland VanSlyke stated that he felt the committee should more clearty define their goals and objectives before soliciting for new members. By having some well defined goals/projects it would be easier to talk to groups and employers about the past, present and future of the committee. He also stated that he felt the Mayor should more clearly define what he wishes the committee to accomplish. Ken Jones, guest speaker, stated that their committee in Boise recognizes either a student, employee, or employer every month. They also have guest speakers quite often regarding specific handicaps. They also have a newsletter and a calendar of events that goes to every member each month. And they have a yearly luncheon with a guest speaker in which they invite other area committee members. He stated that they have a Program Chairman, and Awards Chairman, etc. and this executive committee meets once a month outside of the regular meeting. Teri asked that the Committee members give some thought to goals and objectives for the coming year and come to the next meeting with some clearly defined ideas. . • � � The next item of business was regarding handicap parking. Teri stated that she had contact with the Police Department and they do not actively enforce the parking issue. If they are on private property and notice someone illegally parked, they will issue a citation. However, they do not drive into a parking lot to actively look for violations. Teri also stated that there is no City Code regarding this issue, only State laws. Teri introduced Ken Jones, guest speaker from the Boise Mayor's Committee. Ken is on a sub-committee regarding handicap parking in Boise and explained some of the things that Boise has been doing regarding this issue. Ken stated that he highly recommends that the City consider adopting a local Code to deal with this issue. One of the things that Boise is working on is deputizing some local handicapped individuals to enable them to issue citations when they observe someone illegally parked in a handicap space. Also he stated that the Fire Department employees are able to give citations. There was discussion regarding the ability of individuals to get handicapped license plates when they should not be considered handicapped. Ken stated that they are attempting to work on this issue with the State. Leland asked if there were any regulation on the size of the sign located at a parking space. Ken stated that there is no regulation regarding the size of the sign, only how far off the ground it must be. There was further informal discussion regarding parking spaces.
