February 23, 1995
Present: Co-Chair Charlie Chadwick, Co-Chair Elroy Huff, Co-
Chair Sue Brown, Jim Hitt, Mark Wendelsdorf, Dave Garcia, Dave
Marston, Robert Lerma & Terry Martin.
The meeting was called to order in the City Hall Conference Room
at 9:00 a.m.
The first item discussed was regarding the MSDS Stations to be
placed in each department. Elroy reported that the signs are ,
completed by Gordon Reed of the Street Department. Each department
can pick up a sign (or more than one if needed) and place it in the
department, on the wall, high enough to be seen from anywhere in
the room. Gordon made 20 signs and there are enough for some
departments to have 2 or 3 areas posted. The departments should
now begin to get the MSDS sheets in order, making sure they have a
sheet for all chemicals that they house in their department. Mark
stated that there is a sheet on any item that you can purchase but
the law only requires you to keep a sheet on household items if you
purchase or store large quantities. Example: If you only purchase
a small quantity of glass cleaner, such as Windex, you don't need
to post an MSDS sheet • Wo ld eed a o post an MSDS r sheet e S If e any
cases of it, then you
department have any questions as to the requirements, they can
contact Elroy or Mark for clarification.
Elroy stated that approximately April ist, he and Charlie will be
inspecting each department to make sure they have the MSDS Station
identified and their binder up to date. w to be housed at the
complete, they will be making a master copy
Fire Department. He also stated that posters from OSHA are coming
to post along with the MSDS Stations.
Elroy reported to the committee that the law also states that if
some chemicals are carried he t and/oraadlabel in t it to
the vehicle must have an
anyone that asks what is being used.
The next item of business discussed was regarding some overnment
that Elroy has attended recently. He reported that g into
employers will soon be required to comply with new laws going
affect regarding chemicals. Currentl io can under his
licensed for application. Other emp y
license, but they need proper training. He stated that duringThis
of his seminars, he received a"trainingro er of certain
e n a b l e s h i m to train employees in the p p
chemicals.
The next item of discussion was regarding the Drug and lace h by
Policy that is being drafted and need ev ous mee t ngs, it
January, 1996. Sue reported that at p
. ,
was discussed to have the policy written to cover all City
employees, not just CDL drivers. She reported that an opinion was
received from the City Attorney and in his statement, it appeared
that all employees can be covered under the policy, especially if
they are working with safety equipment and dealing with sensitive
issues. Sue further reported that she had a conversation with the
Mayor just prior to the meeting and he does not want the policy to
cover all employees.
There was discussion regarding the pro's and cons of including all
employees in the random testing section of the policy. After short
discussion, Mark wendelsdorf, Fire Department, made a motion to
draft a policy for Council's review to include all employees and
draft another that only includes CDL drivers. The Council could
then choose to adopt whichever policy they feel is in the best
interest of the City, taking into consideration liability, cost,
etc. Jim Hitt, Police Department, seconded the motion.
With no further discussion the meeting was adjourned at 10:00 a.m.
Respectfully submitted,
