June 20, 1996 To: Mayor Winder and City Council Members From: Chuck Ward Re: Bylaw changes for the Community Services Board In our June meeting, we discussed the proposed bylaw changes concerning our board. As a board, we unanimously felt that taking the "golf" and "cemetery" out of our bylaws was a prudent move. Neither of these entities are really under our areas of influence, hence taking them officially out of our bylaws is wise. We do feel differently, however, about removing the "community service director" out of the bylaws and/or city ordinance(s). The present city administration has chosen not to fill the position. We are not convinced that this is the best way to operate, nor are we of the opinion that it is not the way to operate. At this time, we feel that the "community service director" should a � � remain as is in our bylaws and city ordinance(s), until a time when this board and the community we represent has had the time to truly test this present system. At our council/board workshop in the spring, the council and the mayor suggested that we as a board make more recommendations to the present department heads. We are planning to take you up on this offer; it was a good suggestion. We need time to make recommendations and to see if our department heads can adequately meet the challenges ahead. As a board, we unanimously feel that eliminating this position at this time is not in the best interest of the community. Let's leave it as is, unfilled, for the time being. If, down the line, we make this situation work, then we can take it (comm. serv. dir.) out of the city ordinance(s) and our bylaws. If this organizational set up does not work, we have another option in place. Another area of interest to our board is an old idea of Chuck Houchins. We are interested in implementing user fees. What is the legality of implementing user fees, at registrations when appropriate, for all users of city fields, gymnasiums and the event center? This is money that could be collected and set aside for the building of new parks, ball fields and/or gymnasium/rec. facilities. We as a board feel that the city MUST begin planning for future development of recreational facilities. Moneys need to be available for the purchasing of land for parks. New facilities will cost money and are important to the livelihood of our community. Hence, we ask that the mayor and the council set aside moneys from this year's budget into a"land acquisition" fund. There is never a"goo d time" to do this as money is always at a minimum. We as a community cannot wait any longer; more green space is a must. We would also ask that Rita Earl, our council liaison, talk to the board about the possibilities of impact fees. This appears to be a great opportunity that we need to take advantage of soon. Thank you for considering our recommendations. cc: Mayor Winder Rita Earl Community Service Board Members
