Call to Order Jan Boles, Chairman, called the meeting to order at 6:07 p.m. II. Roil CaIL• Members Present: Jan Boles, Chairman; Elaine Carpenter, Tom Ensley, Joey Masar, Chuck Randoiph, Ken Feaster-Eytchison and Steve Maughan. Members Absent: Betty Jo Keller, Anita Shore, Elaine Leppert and City Council Liaison Rick Wells. City Staff: Owing to circumstances, no city staff were able to be in attendance. Chairman Boles served as secretary in lieu of staff. Approval of Agenda Motion/Elaine Carpenter Second/Ken Feaster-Eytchison. Accept the agenda as amended. Carried III. Approval of Minutes: Motion/Tom Ensley Second/Joey Masar. Accept minutes of November 12, 2004 with noted corrections. • VI. New Business A. Arlington District Discussion City Development Department Director Steven Hasson addressed the commission on issues raised by the plan to consider the Arlington District as a residential historic neighborhood. The crux of the matter is that the city Planning and Zoning department has this district earmarked as an Institutional Zone owing to its proximity to West Valley Medical Center. Consequently, P and Z and CHPC need to coordinate efforts in such situations (the Albertson College neighborhood is another example) to avoid working at cross purposes. Hasson cited examples of similar situations in Nampa and Boise where buffer zone efforts had been attempted. Nampa's effort has been less than satisfactory, while Boise's has been more favorable. Hasson said that there is no set time for determining either the scope or implementation of IZs in Caldwell. Hasson also discussed the issue of amending an ordinance as the need arises, the Landscape Ordinance being a case in point. Text amendments, either major or incremental, are routinely made, according to Hasson. After Hasson's presentation and departure, the commission decided to continue discussion of the Arlington District. Given the obvious need for coordination between P and Z and CHPC, the conclusion was that an overview/master plan was needed for the proposed study. Specifically, relevant to the concept of Institutional Zones, we should widen the focus to include attitudes of owners/residents, as well as an inventory of structures. Chairman Boles ruled that the question be continued to the � January, 2004 meeting. He will contact ISHPO to see if any analogous situations have been noted in other ldaho municipalities. • Similarly, on the issues Hasson raised in his presentation as well as additional concerns, Chairman Boles (following a motion by Commissioner Randolph, second � by E. Carpenter, approved unanimously) was instructed to write a letter to Hasson. Topics to be included: 1. A request for clarification of procedures to follow regarding text amendments to ordinances; 2. A request for parallel language in the Landscaping Ordinance and the application for a Certificate of Appropriateness regarding the Gateway Street concept; 3. Our concern that C of A applications be complete before being placed on the CHPC agenda; 4. Our concern that a C of A application receive CHPC approval before being placed on the P and Z agenda; 5. A request that should a CHPC decision be appealed, timely notice be made to CHPC; 6. And finally, a request for clarification of these questions regarding approved C of A applications (1) Who monitors progress on such projects? (2) Are there scheduled inspections, and who conducts them? (3) Should there be an expiration date on approved C of A applications? B. Certificate of Appropriateness Interview (CA-14-03): (Paul Nelson — City Forester) - C of A for neighborhood tree maintenance Paul Nelson, City Forester, presented the request for a blanket C of A for neighborhood tree maintenance in the Steunenberg Historical District. MOTION/Steve Maughan SECOND/Tom Ensley. Approve the Certificate of • Appropriateness for the neighborhood tree maintenance, with the added notation that there would be a two year review. Passed: Unanimous roll call vote. C. Comprehensive Plan Hearings Chairman Boles confirmed that he would represent CHPC at the Comprehensive Plan Hearings scheduled for January 20, 2004. D. Historic Preservation Month - May 2004 (See attached) ➢ Idaho State Historical Society meeting event listing by February 2004 See (2) under Old Business, above, for discussion of Historic Preservation Month, May, 2004. E. Other Discussion There was an announcement that a memorial service for the late Carol Mclver, a long-time resident of the Steunenberg Historic neighborhood, was scheduled for Saturday, December 13, 2003, at 10 a.m. at the Caldwell Public Library in the Community Room. V. Old Business A. Downtown Plaza and Parking Grant Application The Chairman noted receipt of staff interim reports on the status of the Downtown � Plaza and Parking Grant application. An updated report on this project will be forthcoming. � . B. Historic District Signs--locations to be determined • Commissioner Randolph reported that his committee's work this past month to find locations for signs in the Steunenberg Residential Historic District was much more productive than before. The commission agreed that the completed signage project would provide a good theme for the annual historic preservation month observances this coming May. C. CLG/Update Award The Chairman noted receipt of staff interim reports on the status of the revised timing/amount of the CLG award. An updated report on this project will be forthcoming. D. Steunenberg Neighborhood Association It was noted that since the organizational meeting of the Steunenberg Residential Historic District Neighborhood Association, Joey Masar has decided not to serve as that group's secretary.
