HISTORIC PRESERVATION COMMISSION
MINUTES
. July 10, 2002
Caldwell Public Library
L Call to Order
Jan Boles, Chairman, called the meeting to order at 7:00 p.m.
II. Roll Call
Members Present: Jan Boles, Chairman; Chuck Randolph, Tom Ensley, Josephine
Masar, Steve Maughan, Anita Shore, Elaine Leppert, Elaine Carpenter
Member Absent: Rick Wells, Debbie Geyer, Betty Jo Keller, and Liz Yeary.
City Staff: Janet Howard
III. Approval of Agenda:
Meeting agenda was approved by consensus of the members.
IV. Approval of Minutes:
Minutes of June 12, 2002 were approved by consensus of inembers.
V. Old Business
A. Update on Historic District
• Janet Howard reported on the presentation of the proposed Landscape and Tree
Ordinance [Bill No. 24, Ordinance No. 2428] before the Caldwell Planning and
Zoning Commission, June 20, 2002. The question was continued to the July 20 P&Z
meeting owing to confusion caused by alteration of the text (by Caldwell
Development OfFice staf� subsequent to the publication of the Public Notice version.
Chairman Jan Boles, who with Com. Randolph had attended the June 20 meeting,
raised the question of the change in 10.07.17 (G) regarding the composition of the
Design Review Panel. CHPC has supported the previous language, whereby the
panel appointed by the Mayor would include a representative of CHPC. As it
stands, the present language fails to specify the inclusion of a CHPC representative
on the Design Review Panel.
After discussion, it was agreed that CHPC would submit testimony at the July 20
P&Z meeting urging the substitution of the original paragraph (which see], with the
panel comprising at least three members.
Janet also presented copies of the finalized Bill No. 18, Ordinance No. 2422 [which
defines and empowers CHPC], passed by the Caldwell City Council and approved by
Mayor Garret Nancolas July 1, 2002.
B. Timetable for Ordinances:
The timetable was reviewed for passage of the historic overlay ordinance, Bill No. 32,
Ordinance No. 2436, which will create Steunenberg Residential Historic District. As
the timetable presented in the agenda still stands, Chmn Boles urged all
. commissioners to attend the scheduled meetings to show the strength of our support
of the measure. Janet reported that her mother, a resident of the proposed local
district, used her neighborhood's phone tree to rally support of the SRHD.
All commissioners were urged to do likewise. The addition to the bill of section 10-
,

02-12 (4) and (5), covering the exclusion of manufactured and modular
construction from an historic district, was noted.
• C. Design Review Guidelines: (EXHIBIT A)
Janet discussed publication the SRHD Design Review Guidelines Booklet. She is
now working on matters regarding the airport and would like to complete the booklet.
Changes were discussed. Page numbers will be added. Chmn Boles will seek
an additional line drawing of the Craftsman Bungalow style to be included in the
Eclectic Houses section. At Com. Tom Ensley's suggestion,to avoid confusion, the
paragraph beginning "Site Improvements..." will be struck from the "Residential
Historic District Requirements" section.
Chmn Boles presented a photograph of the Claassen-Brown home, 1823 Fillmore,
for discussion as a"test case" of Design Review. It was concluded that if new gables
match the pitch of the existing roof, proposed modifications would comply with
the intent of design review and a certificate of appropriateness would be issued.
D. Update on Plaques:
Com. Anita Shore reported that four additional plaques had been delivered, bringing
the total on hand to eight. These were brought to the Library for storage until the
order is complete and installation plans can be finalized.
E. Oregon Trail Update:
Regarding the Oregon Trail Project, Com Ensley reported that Bill Gigray's group
would like to acquire relevant property for the City of Caldwell. Representative Butch
Otter's acreage on Canyon Hilf is an example of such property.
• VI. New Business
A. CLG Grant Projects for 2003 Funding:
Concerning CLG grant applications for FY 2003, Chmn Boles reviewed the
interpretive signage project idea moved and approved at June's meeting,and
eventually distributed copies of the email on the subject from Ann Swanson of the
State Historic Preservation Office. He will determine what is required to meet the
� September deadline and act accordingly. It was noted that available funds have been
slashed. Chmn Boles also will begin research on T-21 grant possibilities for FY
2004.
Com and Vice-Chmn Elaine Carpenter volunteered to contact the Idaho Heritage
Trust to explore the possibility of an application for funds for interpretive signage as
an addition to The Hat project at Albertson College of Idaho. This may still be
possible in the current granting period.
B. Commission Membership Vacancy
Regarding the vacancy on CHPC created by the resignation of Com. Liz Yeary, who
will soon be moving with her family to Little Rock, Arkansas. Com. Carpenter
provided a card of thanks to be sent to Liz, which was signed and personalized by
all present.
Joe Masar will contact Ken Feaster-Eytchison (sp?)and Steve Feaster-Eytchison,
owners of 1223 Cleveland, to see if one of them would be interested in the
� appointment. Joe also will add the guidelines booklet materials to the website he is
constructing. A link of this page to the Caldwell City website is pending.
C. Trolley Booklet

Elaine Leppert showed copies of the Caldwell Trolley Booklet just published by
blackcanyoncommunications.com. Copies of the attractive and informative piece are
� $12.00 each.
VI. Adjournment
Chmn Boles adjourned the meeting soon after 9:00 p.m. so that refreshments could
be served. The purchase of cake and ice cream was underwritten by Carole
Blakely's P.E.O. Chapter, who sent an unsolicited stipend of $25 for Chmn
Boles' program on the SRHD presented to that group in May.
Productive informal discussion ensued regarding Com. Chuck Randolph's reflection
on the challenge facing CHPC: assuming the passage of Bill No. 32, what should be
our enforcement strategy? How stringently should we apply the Secretary of
the Interior's guidelines?
Answers to these apt questions generally followed the overview of using our
educational function to foster an attitude of voluntary compliance within the district.
The importance of precedent-setting decisions will require a thoughtful
selection of critical enforcement issues.
