I. Call to Oriter —Chairperson Jakobson called the meeting to order for the public hearing
at 7:U4 p.m.

Review of Proceeding — Chairperson Jakobson announced the procedures for the public hearing.

A. Approve minutes of October 13, 2009 meeting as signed by Acting-Chairperson
Runsvold on November 2, 2009.

IV. NEW I3USINESS
A. Case Number OA-119-09 a request by the Planning and Zoning Department to amend
the City of Caldwell Comprehensive Plan and the City of Caldwell Comprehensive
Plan Map. THIS CASE HAS BEEN CONTINUED TO FEBRUARY 9, 2010.

B. Case Number SUP 328-09 a request by Gloria Easteppe and Gene Dillon for a special
use permit for a duplex in an R-1 Low Density Residential zone located at 2601
Hillcrest.
'1'estimony:
1) Anne Marie Skinner, Senior Planner/Community Development Coordinator,
presented the staff report with a correction to condition 8.10 changing south to
north and adding LID information. She also presented an aerial map of the site
labeled as exhibit PZ-1000.
2) Valarie Hruza, applicant's representative, signed in favor of the application and
provided supporting testimony.

3) Gene Dillon, applicant, signed in favor of the application but did not wish to
speak.
4) Ed Doty-Pomoransky signed in favor of the application but did not wish to
speak. �

Commissioner Sanchez. The Cammission voted unanimously to Approve witli tl�e conditions as
listed in the staff re�port with the correction to 8.10 from south to north aa�d adding LID
inforulation.
Commissioner Jakobson called a S-minvte recess.
C. Case Number OA-116-09 a request by the Planning and Zoning Department to amend
the City of Caldwell Parks and Recreation Master Plan.
Testimony:
1) Brian Billingsley, Planning & Zoning Director, presented the staff report and
submitted a map labeled as exhibit PZ-1000.
2) The Commissioners discussed at length the location of the proposed parks,
implementatior� schedule and impact fees with Mr. Billingsley.

the PaYhways and F3ike Routes Master Plau.
Testi moi�y:
3) Brian Billingsley, Planning & Zoning Director, presented the staff report and
submitted a map labeled as exhibit PZ-1000.
4) The Commissioners discussed at length the location and width of the proposed
pathways, bike routes, and the possibility of adding a pathway connecting the
Boise River Pathway to the Caldwell Airport with Mr. Billingsley.

following condition:
• Condition 6.2 to amend the map to add the pathway connecting the Boise River Pathway
Corridor to the Caldwell Airport.
