POLICY STATEMENT
The Caldwell Public Library will give special library cards to students who do
not live within the city limits of Caldwell but who do live within the
boundaries of the Caldwell School District and who are enrolled in the Caldwell
School District. These cards are for the use of the student for his or her
school work and personal reading. Books borrowed on these cards must be only
for the use of the student. As with all library cards the card may not be
loaned to other family members.
This is a one-year experiment in cooperation with the Caldwell School District.
Al1 student project cards will expire on October 1, 1994.
PROCEDURE
1) After confirming applicant lives outside city limits but inside school
district, explain project. That it is
a) one-year project, expires October 1994.
b) only applies to school-age children; can't be used to replace a
family card.
2) Issue a card per usual, require proof of address, parent's signature,
etc.
EXCEPTION: Be more lenient with class visits; give student a copy of
form to take home for signature if necessary.
3) Write Student Card across top; cover with tape so it won't rub off.
4) Note what school student attends.
5) Add expiration date 10/1/94
6) Note name, school and card number on separate sheet (sample attached).
We will use it as the basis to bill periodically the school district.

We will be examining several issues relating to this expansion of service,
including:
A. Family relations - how will parents and other siblings react to some
members of the family getting a card and others not, and what abuse
will we see.
B. Other public relation issues.
C. Impact on non-resident fees.
D. Confusion among staff on boundaries, qualifications, etc.
So, please keep me informed about reactions, etc.
