'� TRAFFIC COMMISSION MEETING
June 27, 1990
The Traffic Commission held their meeting on Wednesday, June 27,
1990, at City Hall. Those present: Bob Sobba, Wally Cory,
Charles Gray, Mike Gable and Schuyler Enochs. Absent: Gary
Vezzoso and Grant Gibbons. Members attending constituted a
quorum.
1. Greg Koller from the College of Idaho requested permission to
place college directional signs in strategic places
throughout the city, identification signs at the campus and
support for ldaho Department of Transportation i
signs on I-84. The Commission concurred on the request. The
College of Idaho will procure the signs and the City of
Caldwell will erect them.
2. The Idaho Migrant Council requested that eight on-street
parking spaces be designated as low-use parking spaces and
thus eligible for use by the Idaho P�ligrant Council employees.
The spaces are located on the east side of Kimball Avenue,
north of Main Street (3) and the north side of Main Street,
east of Kimball Avenue (5). The Commission agreed to the
designation on a temporary basis until the end of 1990 unless
the City regains control of the parking lot between the Idaho
Migrant Council building at the corner of Main and Kimball
and the railroad tracks to the north prior to 12/31/90 and
the designation will be lifted at that time.
3. The Commission recommended removing the "residential parking
only" signs from the vicinity of the Senior Citizens Center.
4. The Commission reviewed the parking on Kimball Street between
Blaine and Cleveland. It was recommended that the yellow "no
parking" stripe be removed from the east side of Kimball.
5. The Greyhound Bus Lines is moving its terminal to the north
side of Arthur between lOth & llth Avenues. Upon
recommendation of Chief Sobba, the Commission approved the
establishment of a bus stop there. Greyhound will confirm
with Chief Sobba who will in turn notify Public Works to
install a bus stop sign.
b. A request was received to establish a 4-way stop at the
intersection of 14th & Dearborn. The Commission denied the
request since traffic volume is quite low at this
intersection.
7. Chief Sobba requested action on a number of speed limit and
traffic control signs. Following is a summary of the
recommendations:

a) Remove 35 m.p.h sign on Cleveland Boulevard heading east
near Simplot Boulevard and replace with 25 m.p.h. sign
to be consistent with Cleveland Boulevard speed limit.
b) Post the entire length of lOth Avenue from south city
limits to Uvalde as 35 m.p.h.
c) Post 5th Avenue, Paynter to Frontage Road as 30 m.p.h.
d) Place additional 30 m.p.h. speed limit signs on Kimball
Avenue facing north near Dearborn and facing south near
Chicago.
e) Post additional 30 m.p.h. sign on Paynter. One facing
north near Crookham's and one facing south near Grant
Street.
f) Replace the yield sign at East Chicago Street and
Franklin Road with a stop sign.
8. The Commission was informed regarding the following:
a) Request by the City of Caldwell to Idaho Department of
Transportation to change the functional classification
of certain streets.
b) Application to the State of Idaho for $155,000 in grant
funding to signalize the Linden Road railroad crossing.
c) Emergency repair of the Dixie Drain Crossing on Linden
Street.
d) Overlay package presently out for bid. Bids to be
opened at 11:00 a.m. on July 12th.
As there was no further business, the meeting adjourned at 9:20
a.m.
