Chairman Cooper called the meeting to order and took the ro11 call
1) CHAIRMAN'S REPORT
Cooper introduced Mrs. Faye Washburn to the board. She had asked for a few minutes
t�me to address the board. Cooper told the board that Mrs. Washburn had an
unpleasant experience at Fairview Golf Course where an employee told her that she
was inappropriately dressed and therefore could not play. Mrs. Washburn was
embarrassed and humiliated even though she was told later she could go ahead and
play. She wrote a letter to the Caldwell Mayor explaining what happened to her and
saying that the city needed to get both courses unified in their policy because she
had played at Purple Sage in the same outfit without any problem. The Mayor asked
Lenny to write a letter of apoloqy to Mrs. Washburn. Cooper read the letter to the
board (copy attached). Cooper then asked Mrs. Washburn if she would like to address
the board. Mrs. Washburn thanked the board for the opportunity to speak to them and
• said she had received Lenny's letter and that she accepted the apology. Mrs.
Washburn said she had golfed at all of the area gol.f courses without any problem.
Cooper thanked her for coming to the meeting. Mrs. Washburn left the meeting.
• Cooper said the board would now discuss the dress code policy. He asked Lenny for
his comments. Lenny said that unfortunately he was not in the shop when the
incident happened. He said his employee had evidently not been very tactful. Lenny
took exception to a couple of Mrs. Washburn's statements. He said they do not ask
every person for a drivers license when they rent a cart. Lenny said a sign with
the d�ess code is posted in the clubhouse. IL states that men must have on shirts
with sleeves, no tank tops allowed. The sign says women must have on an appropriate
top. I
Cooper told the board that he had read back minutes since 19°4 looking for
references to a dress code. He only found twc places where a dress code was
discussed. Ceoper said these references te a dress code were pretty vague, and no
votes were taken. He asked the board for comtr.ents.
Lenny said he knew that it had been decided that men's shirts must have sleeves, no
tank tops allowed. Most of the board me:nbers agreed that this was the way they
remember the code.
Cooper asked John Watson for his comments. Cooper said that Mrs. Washburn said she
playecl at Purple Sage in the same attire �s the one she wore at Fairview and nothing
was said about it not being appropriate. John said he was very interested in
enforcing the rules He said that they always address any complaints made about the
way people are dressed.
Dan Rowell said to John that it was his recollection that we didn't want to set any
rules as rigid as some country clubs have. He said he thought we decided that men's
• shirts must have sleeves. He said that John had said that we shouldn't set any hard
and fast rules as far as women were concerned and that he would police it out there.
Dan asked John if we had a dress code sicn at Purple Sage . John said that we have
a sign that says almost exactly what Mr. Cooper just read, that shirts were required
� at all times. Dan Rowell said or_e fellow in his league has always worn tank tops.
He wondered why John has allowed this. �ohn said some tank tops are not as
offensive as others are. Dan said that a tank top is a tank top and if we are going
to ban them it includes all of Lhem.
Cooper asked how many young people come to play in tank tops.
Shirley Akagi said in defense of Lenny's employee, John Stein was there and said
that it was handled professionally. He said that in his opinion, Mrs. Washburn was
not dressed appropriately. He said she had on a spaghetti strap top. Shirley said
that River Bend is going to have the same policy as the Caldwell courses have for
next year. Shirley said she saw :Lenny tell a young girl in spaghetti top and her
boy friend in a tank top that they could not play dressed that way. They went to
their car and returned with shirts on.
E1vin Simpson said he saw some young fellows playing without shirts on at Fairview.
Lenny said they have to tell young fellows to put their shirts on all the time.
Dan Rowell asked Zach Wagoner, Purple Sage employee, how many people tried to play
in tank tops. Zach said just a handful. Cooper asked Zach if had seen Mrs.
Washburn at Purple Sage. Zach said he had and they felt she was dressed O>K>.
John and Lenny said they have found a source for obtaining cheap T-shirts. The cost
• is just a little over one dollar. They want to buy a supply of these shirts and
give them to people who do not have proper shirts.

motior. that men must wear shirts with sleeves, no tank tops allowed, and that we
have T-shirts available to give people who are not dress up to this ccde. Shirl2y
Akagi seconded the motion. Dan said he didn't know what to say about the ladies
wear. Loraine Navis said she tnought the ladies should be the same as the men
because we shouldn't discriminate. Shirley Akagi said that low cut spaghetti s�rap
tanK tops shoulci be totaily banneci. i
John Watson asked if this is legal, John said he didr.'t know if he could tell a
lady to but on a bra if she wasn't wearing one.
E1Jay Waite says the city of Caldwell has a dress code that does not tell people
what thev can wear, but if it offends other people they take issue with it anci ask
that person to make a correction.
John G7atson said that if we are going te make a policy, it needs to be such that we
can post it and everyone kr.ows exactly what it is. It can't be some vague policy
since there are thousands of different types of teps that ladies can wear. Semehow
you're going to have to spell that out so we're not left hanging.
Lenny said that this issue is going te draw out too long, and suggested that we
table the issue until next meeting. In the meantime he and John Watson will survey
around the vGlley from Ontario to Mt. Home and see what other courses are doing for
a dress code. Maybe we don't need one. Maybe we just leave it wide onen and do as
the city does. If we see a person that we feel is nct dressed apprepria*ely we give
them a T-shirt and te11 the, that next time they srould dress correctly.
• Dan Ro�aell said he had a motion on the floor a_�d he thought we should vote on it.
The motion had been made by Dan and seconded by S��irley that we adopt a poiicy thaL
absclutely no tank tops can be worn by men. Shirts must have sleeves. The r.lotion
carried by unanimous vote. The dress code for ladies is put or_ hold until next
meeting.
Elvin Simpson made a motion, seconded by Dan Rowell that we let the pro shops buy T-
shirts to give to people who are inappropriately dressed. The motion carried by
unanimous vote. Ceoper told the beard that Lenny wanted to discuss the rental cart
situation. He said that Lenny didn't think Purple Sage was enforcing the policy
that you have to be 16 to drive a cart. John Watson said that he didn't rent carts
to anyone who isn't 16. He said adults often let children drive the carts once
they are out of sight of the clubhousz. John said he thought this was more of a
private cart issue. Cooper said Jeff Osqood had told him that his 13-year son
drives his personal cart. Jeff said that he had a large personal liability policy
that protects him. ElJay said he would check with the city attorney and see what
the city policy should be.
Cooper said that Dan Rowell, at the last meeting, had asked if E1Jay would attend
the next meeting and give a report on the financial situation of the golf fund.
ElJay said that when all the expense projections are made for the next 5 years he
would bring a new report to the board.
2) REPORT FROM JOHN WATSON
John said that we are still 1$ down for the year but he thinks we still will end up
ahead Dan Rowell asked if he could get a copy of John's financial report. Cooper
. told John that after the meeting he could go down to the city clerk's office an�

they would make copies of the report and :e could give cne to Dan and anyone else
. who wanted one.
3) REpORT FROM LENNY STROUP
Lenny said that people tell him that Pur�_e Saqe does not enforce the no children
under six can be on the course rule. Jo:z said they do try to enforce the policy.
He said people sometimes lie about a chi_d's age.
Lenny said he had a letter from Gayle Zec�an asking fo= a refund on her golf pass
which her husband gave her for Christmas. She has not used the pass and her doctor
tells her she will not be able to play ac�in. It was decided to give her a refund.
Lenny is to take care of this.
Lenny said Fairview was down a bit in revenue for July and is still down slightly
for the year.
4) REPORT FROM GORDY CROCKETT
The new restroom is under construction ar.� hopefully wi11 be finished in the next
month.
Gordy said the new irrigation system at r�=�view has really helped keep the course
green.
5) NEW BUSINESS
• Dan Rowell suggested that we write a letter to the men and women's associations and
ask for their help in picking up trash a_���nd the clubhouse and on the course. He
said he thought it would make a great di�=erence if all our members made an effor�
to keep the course clean. Dan also said �:at the ball w�shers snould to be refilled
with water more often.
No more business, meeting was adjourned.

Dear Mrs. Washburn,
Regarding your letter of August 4, 2001 sent to Mayor Nancolas.
Please accept my sincere apology for the inconvenience and embarrassment you suffered
on Tuesday, July 31, by an unfortunate interpretation of the dress code policy of the
Caidwell golf courses.
The Caldwell Golf Board has set a policy to be foliowed by both golf courses.
Unfortunately this is not always equally enforced because of the different individuals
involved. What is appropriate attire can vary in the eyes of different people. It puts a
burden on the people working in the pro shops to have to make this judgement. To err is
human and sometimes they make the wrong call.
The Caldwell Goif Board meets the third Wednesday nf each month. The next meeting will
be Wednesday, August 15 The pubiic is wefcome to attend these meetings. if you
should desire to discuss this incident further please feel welcome to attend and present
. your views to the board. A review of the dress code po(icy wiii be on the business agenda.
Again, please accept my apology for this unfortunate incident. I hope this can be put to
rest without any further hard feelings. I hope you will golf with us again at Fairview as we
do value your patronage.
