Chairman Cooper calied the meeting to order and took rall call.
1) CHAIRMAN'S R��O�t�
Cooper welcomed Mayor Nancolas to the meeting. Nancolas thanked the board members
for their service and said that the City was grateful for the time the board members give to
the community.

Gooper told the haard that the old business of clarifying our refund policy needs to be
• completed. Cooper read the board the refund policy that had been adopted in 1994.
Cooper said that we have not been following this plan but have been judging each case on
it's own merits. A discussion followed on the policy. It was moved by Elvin Simpson and
seconded by Georgia Hersh that we continue to use the 1994 policy except that we add
credit along with refund. Motion passed unanimously.
Georgia Hersh presented the board with a refund request from Jean Bennett of Parma.
Cooper read the board Jean's letter. The board rejected her request because our policy
does not allow any refunds or credits for transactions this old.
2) REPORT FROM JOHN WATSON
John, at the request of EIJay Waite, brought a current policy list that he had put
together. The board went over the list of policy rules. These included: tee times, hours
of operation, frost delay, dress code, refunds, private golf cart usage, children. A
discussion was held on the liability that could occur to the city by children driving
private golf carts. Mayor Nancolas said he would have the city attorney research this
problem. A discussion was held on the frost delay policy. John Watson explained the
way it has been done in the past year. Pat Inglis said we should not let people play if
frost is present. The golf course superintendent is the one who makes this decision.
Cooper asked Mayor Nancolas what the status is in regard to a new superintendent.
Nancolas said that the city is working with an interim superintendent. Vinton is the
• interim superintendent. Glen Kushlan is in charge of the day to day operation. Cooper
said he asked Kushlan to came to the meeting but he didn't come. Cooper said we need
the greenskeeper to be at the meeting. Nancolas said would be okay if Kushlan attends
the meetings.
John gave the board a financial report. He said we are up 13% over last year. This is
about $29,000 dollars. It would be even better if it hadn't rained so much
EIJay said that we are receiving the fees from the school's golf teams that are using our
courses.
3) REPORT FROM LENNY STROUP
Lenny said that he had three requests for refunds or credits.
A motion was made by Pat Inglis and seconded by Shirley Akagi that we amend the refund
policy to advance the dates by one month so the beginning month will be April. Motion
passed unanimously.
Adam Lillie has a shoulder problem and can't play. His wife asked if he could have a credit
for next year. He will receive a 75% credit for next year, as wi�l Mui Stowe and Bill Moore's
wife will receive a 75 J refund. Moore died shortly after buying his season senior pass. She
will also receive a refund on trail fee and cart storage rental if it meets the policy
requirements.

. Stroup said that business has been good at Fairview. Overall revenue is up a small amount.
Lenny said that the twilight green fee is heiping to increase play.
4) REPORT FROM EL JAY WAITE
EIJay said that new marshals have been hired. Ken McGee is the head marshal.
5) NEW OR OLD BUSINESS
Cooper said he wouid like to see some pians to raise funds to purchase the defibrillators for
Purple Sage and Fairview.
Shirley Akagi said Golf South Idaho has contacted her. Shirley was told to go ahead and get
the ads put together for the Golf South Idaho brochure,

� REFUND OR CREDIT POLICY
Adopted 1994 and amended April 2003 by the Caldwell Golf Board of
Control as their recommendation regarding pre-paid golf fees (season
passes).
Refunds or credits will be granted only for death or serious illness and shall be granted
only upon the proper application to the City of Caldwell by the season golf ticket holder.
In the case of the death of the ticket holder, the surviving spouse or other neut of kin may
make application for refund.
If an application for refund or credit is made on a man and wife ticket, and only one party
has died or had a serious illness, then the refund or credit for that party, whether man or
woman, shall only apply to that portion of the fee which is above the single adult rate.
A. A proper application made after purchase, but prior to April ls shail receive a
refund or credit of a maximum of 75 J of the pre-paid fee.
B. An application made after April ist but before May ls of the current year shall
receive refund ar credit of 60 j of their pre-paid fee. '
C. An apptication made after May lst but before June ls of the current ear shall
receive refund or credit of 50J af their pre-paid fee. y
D. After June ls of the current year no refunds or credits will be granted.
� Cart storage fees will only be refundable if another person is waiting for storage and will
pay #he refundabfe portion of the storage fee. Refunds or credits will be granted for the
same reasons and amounts as for the golf fees outlined above.
