Chairman Cooper called the meeting to order and took roil call.
1) CHAIRMAN'S REPORT
Coaper tald the board th�ai he had picked up a list af the sea�on ticket safes irom Susan at
City Hali. He said he took the list and broke them down into the different categories. He
then multiplied the price per ticket and came up with a total of $293,036.04. Total number
of tickets sold is 762.

Pat Inglis said the number seemed iow to him. Cooper said that more tickets could have
• been sold but not posted to the list yet. Cooper said that EIJay Waite told him that he
would be at the meeting. Cooper said that Waite might show up later.
Cooper pointed out a cauple of interesting things that he discovered while going over the
lis#. He noted that tickets listed on the Mayors scholarship fund are noted as being a
benefit and evidently these are not paid for because the amount is not listed. He asked Jeff
Osgood if his wife Renee had received one of these. Jeff said yes, that they bought the
ticket at an auctian ta benefit the mayor's schofarship fund.
Cooper noted that Be#ty Jo Keller, retired City Clerk, had been given a season pass for no
charge. Cooper said he didn't have any problem with this because Betty Jo deserves it, but
he noted that the golf board had asked the City Council to give Gordy Crockett a lifetime
pass for his 40 years of service. The council turned down this request saying they didn't
want to set a preceden�. Cooper said that if Keller deserves a free pass so does Crockett.
Cooper said that EfJay Waite had given him a copy of the Idaho Statute that refers to the
requirements that must be met to have a defibrillator on premise. Cooper read the statute
to the board. (Copy attached). Cooper said tha# EIJay was supposed to be at the meeting to
talk about this.
Pat fnglis said that the effort is on hold to try and raise the money for the defibrillators
because EIJay told him that we need to meet the requirements of #he statute.
• 2) REPQRT FROM JOHN WATSON
John said that they had a good May. We are up 12% in May which gives us a 9% gain for
the year.
John said that Glen Kushkan wants us to discuss the starting time policy. John said we
could go to sun-up plus 15 minutes but no earlier than 6:30. Glen does not want to get his
crew there at sunrise. Cooper said that we need Gien at the meeting to discuss this
problem. The board decided to leave the present policy in effect. Hopefully Glen will be at
the next meeting.
Cooper said that EIJay tald him that Vinton Howell from Parks and Recreation dept. is going
to be the head person over golf. E1Jay said he would tell us about this at the meeting.
Jeff Osgood asked the question, "are we not hiring a new superintendent?°
John Watson said that he got the idea that this is the direction. He said he got the
impression from Vinton Howell that this is it.
Shirley Akagi asked wno are we going to communicate with? Is it John, or Glen, or Vinton,
or EIJay? If Vinton or EtJay are not at the golf courses every day how will they know what is
going on?
Jeff Osgood said Glen has got to be at our meetings. Vinton Howel! and EIJay do nat even
play golf. We need Glen and John Shriner both at the board meetings.

Dan Rowell said that EIJay had told the board at the previous meeting that he was in charge
• of the goff courses so evidently this is the direction he wants to go.
Caoper said once again that we need EIJay at the meeting to give us an oversight and
overview as to what his clirection is, and the direction he wants to take, and hopefuliy ask us
if we agree with this direction.
At this paint the members of the board held a long discussion about the way things have
changed since Ron Wrest came and since he 1eft.
Shannon Ozuna said that sne was concerned that the golf community is too hard to get
along wi#h and if they are going to be this way that it will be hard to keep a superintendent
with the qualifications of Ran Wrest.
Pat Inglis said that Ran was moving us from a point to a point that we did not want and he
was just doing it ali on his own so that's why many people became upse�.
John Watson said that the goff board, himself, and a lot of people involved got a bad rap. It
is not necessariiy that we are the tough ones to work with. It doesn't even seem to have
been considered that he was the tough one to work with. The fact is that he came here and
he quit; he was talked into s#aying, and he quit again. He went to Weiser, He was there six
weeks and he quit. They talked him into staying and he quit again. Sounds like he might
be the tough one to get along with.
Cooper said we need to mave along with the meeting. We can talk all we want, but the Ron
Wrest thing is behind us naw. To sum it up, I think John and Jeff and Shirley and Pat are
. right. l think the situation with Ron was unfortunate. He came in as the golf course
superintendent to keep the course in good shape but he wanted to run the whole show. He
was making and setting policies without going through this board or even mentioning them
to us, so its easy to see why we got a little ticked off with what was going on. He was going
to ehange the whofe thing ta the way he wanted it ta be. We've been going on for 40 years
with Gordy Crockett as our superintendent and we didn't have any real prablems. We
operated very wefl and we kept everything above board and we made money. Now things
are going to be changed. We need E1Jay to tell us what he wants to do.
3) REPQRT FROM LENNY STROUP
Stroup said we're cfown a little in May. We've had a problem with people sneaking an the
course, starting on hole three or four.
Lenny has a letter trom a lady who purchased two junior tickets. The kids didn't play and
she would like a credit or refiund. He told her that there were no refunds made after June
1 Cooper confirmed that that was correct.
Lenny said the course is in good shape. He said that he is concerned about the lack of play.
He thinks we have overpriced the green fees at Fairview with the raise in fees. We initiated
the eight-dollar fee after six in the evening and this has helped, but sixteen dollars on the
weekend on a nine hale golf course is too much. We need to do something. Many people
only want to play nine holes and they think sixteen dollars is too much.

A discussion was heid on these fees. A motion was made by Dan Roweli and seconded by
. Shirfey Akagi tha# we change the fee schedule for July and August at Fairview to weekdays
nine dollars for 9 hoes and twelve dollars for 18 holes. Weekend nine dollars for nine holes
and fifteen dollars for 18 holes. Mation passed unanimously.
Shirley Akagi was asked to prepare an ad for the newspaper to let people know about the
lower rate.
Lenny reported that Fairview has been vandalized again with a coupie af greens being
damaged.
