Chairman Cooper called the meeting to order and took roll call.
1) CHAIRMAN'S REPORT
Cooper, in the absence of Kushlan, asked John Watson how the experiment with leaving the
tee-offs at the regular place, instead of moving them forward, was going. John said he
• didn't think any of the tees had been moved yet.

• Cooper asked Lenny Stroup if the college students had filmed the movie at Fairview. Lenny
said that they never showed up. Lenny said he was disappointed because he had imagined
that perhaps he could land one of the starring roles in the film. The board got a good laugh
out of this statement.
Cooper reminded the board that there would not be a meeting in December, (at this point
Mayor Nancolas entered the room). Cooper welcomed the mayor.
Cooper told the board that stapled to the back of the October minutes were copies of the
new amended credit and refund policy.
Cooper read a letter from Richard Carrow asking for a credit or refund on his wife's pass.
She had gotten ill after buying the pass and was never able to play. Cooper said he had
already informed Carrow that he did not qualify for a refund because he did not submit his
request on time.

2) REPORT FROM GLEN KUSHLAN
In Kushlan's absence Vinton Howell gave a report. Vinton said that they had finished air-o-
fying the fairways and were now applying fungicide to the greens. They are late on the
biowouts of the irrigation pipes.
• 3) REPORT FROM JOHN SHREINER
John said they had finished air-o-fying the fairways at Fairview. They have taken out some
dead trees (5) by the creek at the number 7 tee box. Guest Dave Martin said he had a
couple of young trees at his house that he would donate to the golf course if the city wanted
to come a take them out. John said they were putting up the Ghristmas lights on the trees
along lOt Avenue in Caldwell.
4) REPORT FROM JOHN WATSON
John passed out the financial report from Purple Sage.
John said he met with the Mayor and EIJay Waite and worked on his cantract. John
explained to the board some of the complications involved in putting together a new
contract. Mayor Nancolas said that the new contract is going to finalize with John very
shortly. The Mayor said that the City is very happy with the job John Watson is doing.
Mayor Nancolas passed out to the board members a final financial report for the fiscal year
2003. The Mayor explained some of the amounts to the board. The final bottom line shows
that the golf courses lost $14,000 for the year. Pat Inglis questioned the mayor about this
loss figure. Pat said that last month EIJay had given a report to the board that showed we
were $70,000 in the black. A long discussion followed about the accounting procedures
used by the city. The Mayor explained that the report given by EIJay probably didn't include
all of the bills that hadn't been paid and expenses that hadn't been met. Pat then asked
� about the withdrawal of two $20,000 amounts from the golf fund to go to the establishment
af a recreation park on Oregon Avenue. The Mayor said that the golf courses are part of the
� Parks and Recreation Department of the City of Caldwell. He also said that one of the
$20,000 withdrawals has not yet been used and is sitting in reserve.
5) REPORT FROM LENNY STROUP
Lenny said that his revenue is still down. A discussion was held on the affect that the new
$9.00 round is having on his revenue. It was decided to only have the 9-hole rate during the
weekdays and on weekends we will revert to our original rate, but we will still keep the
twilight rate.
Lenny told the board about some new golf card proposals that he has received. These
cards give the holders discounts at certain golf courses around the country. The board told
Lenny we are not interested in subscribing to these programs.
6) NEW OR OLD BUSINESS I
The Mayor told the board that the City of Caldwell appreeiates the good work that the golf
boa rd does.
No more business meeting adjourned.
