CALDWELL GOLF BOARD MEETING
Meeting of the Caldwell Golf Board was held Ma�ch 4,1994-8:00 a.m, at
City Hall.
MEMBERS PRESENT:Chairman Don Tolley, Bill Moad, Shirley Akagi,Lloyd Nelsen
Council-Liaison Jerry Langan.
Representing the Ladies Association: Georgia Hersh
Representing the Mens' Association : Dave Paulsen
In attendance: Supt. Gordy Crockett,
Pro. John Watson
Pro. Lenny Stroup
Community Services: Bill Schwind
MEMBERS ABSENT: Kris Inouye & Mike Garman
Copies of the February Meeting along with the Agenda and Golf Receipts
also minutes of the Irrigation Meeting held on March 1,1994 were handed
to each member.
Bob Bush of Parks & Recreation Board came to the meeting and asked Chairman
Don Tolley, if he could ask a few questions of the Golf Board pertaining
to the "Employees Free Passes".
Mr. Bush said he was told that the Board was responsible for employees
not getting anymore free golf.
The policy that the Board had was that any emplqyee hired before 1990
was to get free golf, anyone hired after 1990 was to pay half of regular
fee, also this only applied to full time employees of:_the city.
Chairman Don informed Bob that it was the Council and Mayor Dakan that
had taken this action on October 4,1993 to eliminate all free passes, the
fees were to be as follows; Full time employees hired before 1990 would
pay $70.00: Employees hired after 1990 (Full Time) would pay half of the
regular fee (370.00):
Also the Mayor and Council would have to pay this fee half of $370.00
Chairman Don told Mr. Bush that he would have to take this up with the
Council and Mayor Dick Winder.
Chairman Don Tolley, reported on the Audit of 1993 showing the amount of
$171,242.00 excess of Budget.
The Board would like to recommend again that $150,000 go to a dedicated
fund for the Sprinkler System,such as was used to pay the Clubhouse.
Motion was made by Lloyd Nelsen, seconded by Bill Moad that Council-
Liaison Jerry Langan ask Council and Mayor if they could review the 1994
Budget. Motion carried.
Council-Liaison Jerry Langan said he would see what could be arranged
then he would get in touch with Chairman To11ey,Mayor etc,then they could
meet and review some of the items.
Chairman Don said the City Engineer Gordon Law was mailing all the proper
papers to Gaylon Coates and instructions for proper bidding for City of
Caldwell.
Chairman Don said the "Sponsors Markers" were already just waiting for
Kris INouye to`get the correct names to Steve Fouts.
Council-Liaison Jerry Langan told John Watson he was sorry that he had
not gotten in touch with him as yet but that the Mayor& Bill Schwind and
he had met, in the near future they will meet with John.
Pro John Watson passed out the schedule of planned tournaments for Purple
Sage.

Pro John Watson also had three requests for tournaments:
IDAHO POWER: Sept 17- SATURDAY MORNING EARLY:This has been held for
several years.
Dave Paulsen moved that we grant this request, seconded by Shirley Akagi
vote was as follows: Bill Moad & Lloyd Nelsen opposed:
Paulsen, Akagi, Hersh & Tolley for ; Motion carried;
NAPA AUTO PARTS: May 28 about 60 players
WOOD GRAIN : October 8 or 15 th about 60 �layers
Board granted this request and told John he could handle these the way
he saw best.
John also asked if it would be possible to get two "WALK-A-TALKIES" for
the Marshal and Clubhouse,this could come out of last years budget.
Council-Liaison Jerry Langan said if they could give him some prices
he could recommend to Council.
Chairman Don asked John to check the prices then see Jim Reames so he
can give figures to Jerry, for Council approval.
Bill Moad asked if Season Tickets had been increased in fees:
He was told again that the Budget had been approved in September and that
in January when fees were discussed which was too late for "94".
When the Council received the requests suggested by Bill Moad as to the
increase in Season Tickets the Council didn't approve the fee increase.
LENNY STROUP: Lenny handed his copies of the planned tournaments for
Fairview.
Lenny also said as of yet he has no one for Marshal but perhaps he
could meet with John and discuss the Marshal, maybe between the two
courses they could use the same Marshals.
Lenny also stated that they have lost 11 Flags and six sets of tee markers
in six days.
Lenny said Mr. Murphy on #7 told him that now the school kids are going
over his fence but that won't be a problem as he will just add on more
fence to his present one and they won't be able to go over it.
Chairman Don asked Gordy if he could install some poles and a chain fence
with lock by Pump Station behind #4.to keep people from parking there
then starting on #5.
Gordy said this would be no problem then he could give a key to the
Irrigation Dept, so they could get into Pump House.
The Jr. Golf Pass came into discussion about limiting to five days a
week ; No Week-Ends but Lenny said since the tickets have already been
sold that we would have to wait until next year,but that he is having
a Jr. Golf Meeting with the parents this Wednesday (16th) he will ask
them to co-operate,that Jrs, on weekends must be accompanied with
adults,since course is so busy.
A letter to be sent to all Jrs, parents explaining the situation.
This should be done by the Jr.Golf Association Board Members.
Lenny said he has eight cart storage spaces available.
Lenny said he didn't think he had to have the Shelter extended,

The dead trees #7 at Fairview are being removed, he hopes to start on
Tee Box this next week( across the ditch on 7 at Fairview)
Yes they are installing dead bolts on the outdoor restrooms at Fairview.
The person that locks the Parks Restrooms will lock Fairview at night.
John Schriener will unlock in mornings.
SMOKE EATER: Very expensive and not that effective. Price $1200- $700.
Board told Gordy just to hold off as soon most all places will ban smoking.
Gordy said when using Chemical 2-4-D that one side will have to be
closed for at least half a day. Yes he has signs to put out when
chemicals are being used.
Discussion on how to do Fairview: Perhaps it would be best to close
course early(5:00 p.m.) to spray and not have the water come on that night.
Gordy was asked to please get signs up stating all Trailers park behind
cart sheds.,or something to that effect.
The Long Range Planning Committee will meet with Gordy next week.
Mike Garman will get in touch with Gordy by Tuesday March 15.
Discussion of carts and enforcing the rules.
Chairman Don thought a sheet of rules would really takecare of the
problem and give John something to back him up.
John Watson said he would really appreciate something like this.
Chairman Don appointed Laura and Bill Moad to get the rules , then present
them to Jerry Langan for Council approval.
The letter has to be from the City of Caldwell( City Policy)
John was asked if he had people sign sheets when they rent his carts.
He said no.
Lenny said he has people sign whenever they rent a cart.
John said he would get with Lenny and see how Lenny handles this.
It is a good policy and makes a person think when they rent a cart that
they are responsible.

No discussion by the Board.
Attached is a copy of the sheet presented.
Bill Schwind: Said the Auditors and Council insist on purchase orders
:also Requisitiori Forms for'any purchase.
Bill also stated he had a woman call him and ask if she and her son
could buy a ticket as a couple since he is living at home he informed
her of the city policy so that is no problem.
Jerry Langan complimented the Board for the way the "Irrigation Meeting'
was done.
Jerry reminded Don to make sure everything was legal on the Irrigation.
Don had already discussed this with Bill Gigray.

BILL MOAD•
Bill asked Gordy what they do with the dirt, Gordy said they
put it in the Rough such as they had on #9, then it is
smoothed out.( First they make a mound,then it is smoothed out.
Bill wanted this on record as to what they do with it etc.
Chairman Don asked Gordy if the signs are still in the cart sheds about
people are responsible for their own cart insurance.
Make sure signs are up at all cart sheds.
With no further business meeting adjourned at 9:30 a.m.
