Meeting of the Caldwell Golf Board was held at City Hall on August 11,93 in the Conference Room at 8:00 a.m. MEMBERS PRESENT: Chairman Don Tolley, Mike Garman, Kris Inouye,Bill Moad Lloyd Nelsen & Shirley Akagi. Representing the Ladies Association: Georgia Hersh Representing the Men's Association : John Houston Community Services Director: Bill Schwinn Supt. Gordy Crockett, Pro Lenny Stroup & Pro John Watson. Copies of the July Meeting along with the Agenda and Golf Receipts were handed to each member. Chairman Don Tolley had a request from Earl Brooks asking for a refund on a season pass for Mrs. Brooks who had passed away in June.The Board granted a partial refund as the pass had been used about five times.( $60.00) letter attached that was sent to Mr. Brooks. Chairman Don said there had been complaints on the Marshals hunting balls John Watson said he would speak to them and get this taken care of. Chairman Don asked if some beautification could be done around the score- board, perhaps put in some of the red rocks and some shrubs. Gordy said he would see that this is done. Chairman Don asked the Pros to make sure that the people signing with a corporate pass sign corporate name and people must sign there name along with corporate pass. The Ray Laan property was discussed that is up for sale but the Board took no action on this for the time�they are interested in getting the sprinkling system taken care of . Chairman Don asked all members if they had received the Memo regarding the August 23 work session . Lloyd Nelsen moved that we recommend # 1=Remaining as is with a contract Pro seconded by Kris Inouye, motion carried. Don reminded all members to attend the work session on August 23 from 5:00 p.m, to 6:00 p.m. COMMITTEE REPORTS Bill Schwinn: Bill stated that the City Attorney suggested it best not to install any type of siren for storms as they could result in a lawsuit also it would be ver ex ensive. Y P Chairman Don asked Bill if he would have the attorney write a letter in regard to this matter. Bill said that Mr. Canning will have the Ramp ready for the Men's Tourney this weekend. Bill said that this Fall a tree or more will be planted on # 9 on the right side by the bunker at Purple Sage. Bill said he had received a card from Gaylon Coates from Costa Rica but nothing else but was under the impression that he would be h y� � end of August. ��#� '��:_��� � � page 2 � � GORDY CROCKETT• , Gordy said to date that $4500.00 had been spent on the bunkers and sand They have done 14 and will have 13 for next year. Board members all were very pleased with the bunkers and also the new sand. Gordy said Mr. Coates was in Pocatello this week and perhaps he would come by Caldwell. KRIS INOUYE: Kris said he has no report on the granite from Steve Fouts as yet. Kris said several of the ladies have asked if a Drop Area" could be done on #1 at Purple Sage. John Watson said he and Gordy have discussed this and have decided that Lyman could give them the proper ruling on this. John to have this report for next meeting. MIKE GARMAN• Mike Garman nothing to report and said there was no point in trying to set up a date for a"Long Range Committee Meeting" until we know what is going on. BILL MOAD• Bill said he had nothing to report but did ask why John had not received a contract as yet. The Board voted in the January meeting ( January 22,1993) at the Elks to recommend to the Mayor and Council to extend his contract for two years. Don did remind the Board that we have no say about the contract but stated that we recommend the extension to the Mayor. SHIRLEY AKAGI• Shirley said there had been complaints on the outdoor restrooms at Fairview Gordy said he would talk to John Schriener and see that this is taken care of . LLOYD NELSEN: Nothing to report nothing from Gaylon Coates. GEORGIA HERSH: Nothing JOHN HOUSTON : Nothing LENNY STROUP: Lenny said there are 150 for Saturday course W�u00 be closed all day( Men's Tourney) Sunda the course would be open by : Ladies Tourney in the morning. Lenny gave his schedule of tournaments also that August 25 & 26 he will hold the JR.CLASSIC thought there would be around 60-70 entries» Lenny said he was low on scorecards that he and Gordy ar� working on the order. Lenny said people seem to be very pleased with his new Score Board as t ey can see what is planned for the whole month day by day. JOHN WATSON: John said he had a request from Witco for next year to change from 72 players to 120 to be held on a Friday with closing the course at 2:00 p.m• Board granted this request as this is for a very worthy cause. '� . � page 3 ,� JOHN HOUSTON: , John mentioned that the "ALVARO TOURNAMENT" held for the past seven years at Fairview is growing and that they would like to extend it to around 100 players and wanted to know if it could be changed to Purple after some discussion it was decided that they could go on Fivesomes but to keep the tournament at Fairview. This way they could get around 125 players. That Purple had enough tournaments on weekends and it isn't fair to the Pro. Correction in the wording of tournaments: A list of tournaments held by the Ladies and Men's associations that green fees have been waived. With no further business meeting adjourned at 9:15 a,m, Next meeting to be held September 8, 1993 at 8:00 a.m. City Hall Respectfully submitted, ���� ��� Don To11ey,Chairman Caldwell Golf Board � .� T0: HONORA•BLE MAYOR, CITY COUNCIL, AND GOLF BOARD r FROM: CITY OF CA�DWELL EMPLOYEES RE: GOLF PASSES FOR EMPLOYEES WORRING PRIOR 1991 As you are aware, the employee golf passes were part of an employee benefit package given during Al McClusky's Maporal term. This included both the golf pass for fulltime/permanent employees and swimming pool and minature golf passes for employees and their families. Council members, appointed officials, and our Mayors have also received these benefits. These recreational passes have been a great morale booster and a good way for the employees in different departments to become better acquainted. As these are benefits, not all employees take advantage of them. Approaimately 50 employees pick un a golf pass each year. Manp emplopees and family members use the pool pass each year. These benefits cost the city nothing out of budget funds. Around 20 emplopees use their golf pass on a regular basis. Others use it occasionally. Almost everyone brings others (friends, relatives) to the golf course and these people do pay for green fees. Many of the emplopees who have passes are members of the Golf Association and have helped support the course. Without the pass some employees would not be able to afford to use our city recreational facilities. Some of the employees pay for trail fees and cart storage to the city. As this is a benefit some employees choose not to take advantage of it. The employees who do not take advantage of the pool pass are not complaining. Some employees do not have the time to participate in the Wellness pro�ram, but they have not been complaining. We feel that it is not ethical to take awaq a benefit given to an employee. Please consider the loss of income and loss of morale by rescinding these benefits. Would a better solution be to allow the dedicated employees use of their benefits as long as they remain employed by the City of Caldwell? Thus recreational passes given to employess would be resolved by attrition. Thank you for your consideration of this ma�te=. Respectfullp
