FEBRUARY 6,1991
Meeting of the Caldwell Golf Board was held February 6,1991 at 8:00 a.m.
at City Hall.
Members Present: Mayor Dakan, Council-Liaison Bob Jarboe, Supt.Gordy-
Crockett, Pro John Watson, Pro Troy Vitek,Bob Sower
Kris Inouye, Rick Sweaney, Don Tolley, Laura Gamboa
� Bill Moad representing men's association.
Shirley Akagi representing ladies asssociation.
Also in attendance : Jim McGarvin ( cart storage) Gene Enebo( Gazebo Plans)
Members Absent: Jim Guy ( in California)
Copies of the January 8,1991 meeting were handed to each member.
Laura introduced Don Tolley as the new Board Member.
Jim McGarvin handed a copy of the cart storage letter that he had at
both courses, also Jim submitted eight names that were interested in
qettin space in the new cart storage.

The cost would be $1500. for six years out of that $300. per each space
would be turned over to the City.
Don Tolley asked how much liability does the City have to accept it,Jim
accepts liability until building is complete when it is done the City takes
over.
Rick Sweaney moved that we accept Jim's proposal regarding the cart storage
seconded by Don Tolley, motion carried.
Jim McGarvin asked what about those that have paid for the storage in the
old storage shed, could they pay him and he in turn pay the City $100.
Mayor Dakan said he could talk to Betty Jo Keller and they could work it out.
Jim said he would start on this by the first of March.
Jim had three names that would be interested at Fairview but at this time
the plans are to add on at Fairview in 1992.
More on Fairview cart storage at a later date.
Gene Enebo had the plans for the Gazebo" at Fairview that Larry and Tom had
worked on but the cost was much more then the Board had planned,($13,000
to $15,000).
We wanted something like at the Sage , Gordy said this could be scaled
down.
Troy said all he wanted was a covered score board with a Barbecue so
people could have a place after a tournament, etc.
John Watson said all we need is something very simple,
Bob Jarboe stated that perhaps they could drop back and make a different
type of drawing since we only have $2700 from the Caldwell Community.
Troy and Gene will get together and try to decide where is the best spot
� for the Gazebo, also change plans where we can afford to build it.
Will have plans and information for the March 13 meeting.
BYRLE C. MORSE DAY TOURNAMENT:
A copy of the new Amenments was given to every member with their minutes.
Stating that this tournament shall come under the jurisdication of the
City of Caldwell Golf Board.
Mayor Dakan stated that Byrle didn't feel it was being promoted as he.
wanted , so Mayor Dakan thought a Charity Event for Caldwell would be
great tournament such as for Burn-Out Family etc.
This we could get started on and really promote it.
Kris Inouye asked how much money there was -$9,000 with interest.
Gordy reported that the new cart storage had been broken into but all
they took were four Chargers.
John asked if the Security checks on these and Gordy said they do.
Gordy said they are working at the clubhouse getting it all painted that
it should be done by Friday also that he will have the carpet cleaners
next week at Sage and when Sage opens then they will do Fairview carpet.
Gordy also said that we have to get some kind of maintenance schedule
every four or five years. Costs about $7,000 to paint etc.
Also that the three fans are up and it makes quite a difference in the
heating bill.
Rick Sweaney asked when Intermountain Gas is going to bring lines out
there.
Bob Sower suggested that Gordy contact Wally Kakano to check this out as
he works for them.
Laura asked Gordy who is responsible for putting up signs on each side of
the road( NO PARKING). Gordy said they said we are responsible, Mayor
Dakan said have Denny take care of it.
Laura said on the Agenda she had discussion on Purple Sage for the
reason that people put the blame on John for Sage not being open, but that
John has told the Board he would open whenever they wanted and would do
what they asked, so please don't blame John.
John said he would try to open week-ends in February but come first of
March it will be open regardless of weather.
John said he had a request for the Lyle Smith Tournament June 27,1991.
Board granted this,
Lars Haynes would like to have tournament for John McCain June 28th
Board granted this.
Bill Moad asked if June !, was O.K for the Basque Tournament, which the
Board set aside for this tournament as of last year.
Discussion on cart paths: Gordy said that Gene told him that Art Solis
(A.S.C. Asphalt Co would be returning this spring to finish the cart
• paths, at the same price .
Bob Jarboe will send him a letter along with a Corporate Pass.
John said that until the cart paths are completed that he will keep #1 as
is. When paths are completed they will reverse signs.
John also suggested that we will want to add more money to inprove #9
put in budget for next year.
Discussion on Fivesomes and same taking Mulligans: For the time being it
was decided that leave as is and the Pros. will keep an eye on this.
Troy stated that he tells all Fivesomes that they must keep up with the
group ahead.
John said that when the course is changed at Purple the back side will be
# 1 and that will give them a much better chance to watch the players.
Don Tolley suggested that perhaps it would be best to eliminate Fivesomes
on week-ends, perhaps starting in June.
Mayor Dakan stated that he met with the Commander of the Wilder Radar
that there are about 40 or 50 living in Caldwell and they would like to
have a reduced rate on the golf passes, Mayor thought perhaps the rate
of a college student( 210.00) including tax, also the add on would be what
it is for regular season ticket( 125.)
Bob Sower made motion to give Wilder Radar for 1991 College Students
rates, seconded by Kris Inouye, motoin carried.
Bob Jarboe was asked to please write a letter to the Commander with the
Boards recommendation.
Kris Inouye reported on the Sign that he is working with the Banks to
put up in the Clubhouse, the cost of sign is $3,000 made by the
Sun Valley Sign Co.,this is the layout of the course. The sign is made
of Redwood and sand blasted. Kris was quite sure he could get the
banks to pay for this.
Kris asked Gordy for a picture of the course.
Gordy said that the ditch on #3 should be covered this spring as the Co
told him they would do it, also the fence on #3 � as been fixed, but the
Chain Lin�� fence by the clubhouse is still to be taken care of.
Gordy said he would like to remove the white rocks in the parking area
replace with red cinders, the cost would be $10.00 a yard delivered.
Don Tolley said they fade out after the first year, but that they can be
repainted with an oil stain.
Gordy was told to go ahead and order them , then each year add to the
Budget to have extra to take care of these things.
Gordy said the old Score Board will be repainted that Tucker will put
in the 30x45 concrete slab, supposed to start in March.
Don Tolley made the motion to go ahead with the Red Cinders, seconded
by Bob Sower, motion carried.
Bob Jarboe said that he and John Murdock plan on talking with Dick Hurst
after the 15th of February. Bob reported that John Murdock had some good
• ideas.
The Board asked Bob Jarboe if he had discussed the Free Golf for Full
Time City Emplyees.
Bob said that they didn't have anything in relationship to free golf
for City Emplg�ees.
Rick Sweaney thought there was a time period and that it would fade out.
The understanding was that no new emplyees would get free golf.
Laura felt that for the few that play she felt we should leave as is for
1991, as the emplyees are very helpful and do anything we ask of them.
Bill Moad thinks it is a good will among all of us , also the ones that
play are interested in the course.
Board fe pt that we should go ahead with the free golf for.all full time
city emp]�rees for 1991.
Bob Jarboe said that we have been talking of some type of Fund -Raiser
to get the building paid off as soon as possible.
Perhaps a Casino -Nite,
Laura said that we would like the Men's Association to give us some
help and also the Ladies .
Don Tolley suggested a Lottery sell chances on a golf pass, also on
a golf cart, Don had several good ideas .
Laura asked Don if he would be able to help with this and Don stated he
would be pleased to help.
Rick Sweaney asked Laura if she could mail out the minutes before the
meeting so he could read them before attending a meeting.
A copy of the minutes is always handed to each member before the meeting
so they can study them, also they aren't read, but If anyone has a
correction they do speak up.
Laura said she would mail each member a copy but they had better bring
their minutes to the meeting.
Don Tolley said he was happy to be a part of the Board and hopes he will
be of some help.
Don also told Laura he liked the way she had the Agenda going back to the
minutes of things voted on to be done etc.
Laura asked Gordy if they would paint the Old Pump House as it is an
eye sore when you are teeing off on #9.
Gordy said they would paint it or knock it down as we are to get a new
Pump house.
A very long discussion on the Score Cards that Troy and John have been
waiting on since last Spring.
Troy said the City Attorney finally got a reply from them and that there
are about four advertisers that have not paid the $400.Their excuse.
They will not furnish the cards until these people pay. They also expect
us to come up with this money or else they will only furnish Fairview.
Bob Jarboe asked if there was anything in the contract that we have to
pay if they don't collect.
Don Tolley said he was one and he refused to pay until he got a contract
that he could approve and he said he never received one.
Troy said they started last year at this time and was told that the cards
would be in May 1,1990.
. Don Tolley said he would call Storebe Zine & Associates as he has called
them several times about his contract, Don will get with Troy after
� making the call.
Gordy said they sent us some temporary cards and are charging us for them
so no one is very happy with this company.
Bob Jarboe felt this should be taken care of by the City Attorney.
Troy will repo�t at next meeting.
Troy had a letter from the JR.Golf Association (I.G.A.JRS) Susan Breaux
about a tournament at Fairview July 1, John said he also had a request
from her for June 11 at Purple Sage for about 125.
Troy said he would call her and find just what they want, also John said

So John will talk with Susan about a change.
Troy said that the one coach is upset about players on the golf teams
not playing Purple Sage.
Anymore there are so many teams that the Varsity plays at Purple and the
J.V, and Girls teams are at Fairview.
The Board had asked Troy to invite the Coaches to come to the Golf Board
Meeting,
Don Tolley suggested that John & Troy meet with all the Coaches at one
time and explain everything to them, then to report to the Golf Board
in March, or if they would like a special meeting with the Board.
Rick Sweaney said he would be happy to meet with the Coaches.
Don Tolley had a question on Golf Tournaments such as Charity and how
they are taken care of.

Jume 13,1990= Honda Ride to Life" Four green Fees along with Carts
This was for an Auction (Charity)
July 13,1990= Witco Special Benefit Golf Tournament:No Green Fees
from Season Ticket Holders:
This was not discussed before tournament:
Aug. 9, 1990= Downey Chiropractic Child Abuse: Free Golf & Golf Carts
For 3 foursomes:
Sept.13,1990= Newt Carter Tournament Charity: Four Foursomes Passes:
The Board voted that all tournaments pay green fees except ones sponsored
by the Ladies & Men's Associations.
Regardless if they are Charity or not such as C of I" they pay greenfees
this includes season pass holders: reen fees including ticket passes.
Boise State , U of I: all of these# pay g
Basque Tournament pays green fees.
June 13,1990: Discussion on free green/fees to Charitable organizations:
This was meant as the above:
Sept.12,1990: So many tournaments,will have to �ake a good look at Requests

• This was to be discussed at a later date such as January, etc.
Jim Guy said that with so many tournaments held that Season Pass
Holders were complaining about not being able to play week-ends.
April 8= 1987: Elks will be charged $5.00 per head - this includes
season pass hoTders:
Nov.1988: Idaho Couples Tournament: Green Fees will be charged
to Season Ticket Holders:
Feb.10,1989: Letter to Larry Cline stating that green fees
would have to be charged;
Part of letter: We currently have several successful charity
events (including the Coyote Open run by the College of Idaho)
that are subject to the same policy.
June 14,1989: John reported that the Boise State Tournament
would be held at Purplewith Full Charge on green fees this
was with the approval of the Board.
Nov.8, 1989: John asked about the tournaments that are held
such as the C of I etc, that they wait about a month before
the green fees are paid.The Board said that the green fees
should be paid that day.
A meeting will be set up with Bob Jarboe to get this letter
written and presented to the Council so then it can be sent
tothe various schools or parties in charge of the tournaments.
This would also be for Troy at Fairview. Collect green fees
day of tournament.
Motion made by Bob Sower, seconded by Jim Guy, motion carried

With no further business meeting adjourned at 10:40 a.m.
Next meeting to be held March 13,1990, perhaps a Special Meeting to
be held about the cart storage.
