1. JIIDICIAL CONFIRMATION: PIIAPLE SAGE IRRIGATION
Mr. Tolley stated that the Golf Board had requested and received
bids for the irrigation system at Purple Sage. They had thought that
everything was in order to accept the lowest bid from Evergreen Lawn
Sprinklers, Inc of Phoenix, AZ. However, upon recommendation to the
Council to accept this bid, it was discovered that a bid bond had not
been received from each of the bidders. The City had to reject the
bids.
Funding was also an issue. All funding must be secure before
starting this project. That had not been done yet.
Mr William Gigrey, the City attorney, quoted Article 8 Section III of
the Idaho Code which states that a city can have no liability or debt
beyond 1 year which exceeds the income and revenue provided for it for
such year. Exceptions to this are 2/3rds vote by qualified electors
at election time for an ordinary and necessary expense or by revenue
bonds and judicial review. Mr. Gigrey stated that this type of expense
needs to put in the annual budget and suggested this be done as soon
as possible. He e�cplained the judicial review process and stated that
this could take 4 to 5 months. This procedure was recommended by
Council.
Members of West One Bank and Seattle Northwest Securities Corp.
were on hand to answer any of the financial questions. They also
recommended a judicial review be done. This would insure there would
be no problems later. Other options were a lease/purchase plan
renewable every year. This leaves some risk to the lender when the
asset is a permanent system. Another option is a naked lease. This is
an annual appropriation. This is done without a judical review which
makes it risky if someone wants to challenge the issue. Lenders are
leary of loaning money on this type of arrangement.

��• It was stated that the City proceed with the Judicial Review.
- This will ensure that everything goes through the proper channels with
the public. If it is granted, construct could begin in the spring.
2. FAIRVIEW SHELTER BID REPORT
Fairview Golf Course has received a grant for $1500.00 to convert
the shelter near the clubhouse into club storage area. Mr. Tolley
stated that Lenny Stroup and a friend will do the shelter enclosure
for $1500.00. This will eliminate any taxpayers money being used for
this project. The bid we had received last month was for $2523. from
J.H. Canning.
3. LETTERS SENT TO #1 CART STORAGE SPACE HOLDERS
Mr. Tolley stated that the letters concerning the cart storage #1
rental rate have been mailed to all of this years lessees.
4. MARSHALLS DIITIES
Mr. Tolley stated that the Board has received a letter from the
Mayor concerning the employment of the course marshalls. Currently,
the Marshalls are hired by the Pros but are paid by the City as '
independent contractors. Bill Schwind went on to say that the
Marshalls do not pay Workmans Compensation so the City is liable for
them if an accident were to occur. The recommendations made by the
City is to pay the Pro the Marshalls wages and the Pro would be
responsible for paying the Workmans Comp. and FICA taxes or the City
hire the marshalls as part-time employees and the City pay the
benefits. It was decided that the Pros will handle the payment to the
Marshalls. Bill Schwind will talk with John and Lenny to see if they
want to do it.
The other topic concerning the Marshalls was the duties they are
hired to do. They seem to be uncertain on who their boss is. It was
stated that the Pros and Golf Superintendent review with the Marshalls
their required duties and who has authority to request jobs done.
5. SIGN SHEETS FOR CART RENTAL
It was stated that the Golf Courses need to have a clause added
to the Cart storage contract stating that the owner is responsible and
liable for the use of that cart on the course. This can also be done
on the rental carts forms. Fairview is currently using such a form for
rentals and this can be adopted at Purple Sage.
6. TREPASSING SIGNS
It was stated that more "No Trespassing" signs are needed at
Fairview and Purple Sage. The lake and pond at Purple Sage need to
have some displayed also. It was asked if "No Bicycles" signs could be
put up.

�� 7.' REQIIEST FOR CREDIT ON SEASON PASS
A letter was presented from Donna Shines asking for a credit in
1995 on her Golf pass she purchased this year. She purchased a pass on
June 2 and broke her arm on June 4th. Her poctor stated she could not
grip the club for the remainder of the year. She had not used the ,
pass to this point. Lloyd Nelson moved to credit her for 1995; Shirley
Akagi seconded the motion. Motion passed unamiously. A letter will be
sent to Shines giving her credit for next year.
8. PIIRPLE SAGE 18 HOLE FEE
It was stated that some people are paying green fees for 18 holes
of golf on one particular day and are coming back on the course later
in the day and playing another 18 without paying green fees. It was
clearly expressed that a$14.00 green fee for 18 holes of golf was all
that person was entitled to - 18 HOLES OF GOLF. If a person wanted to
play 9 in the morning and 9 in the evening then they could do that as
long as it was a total of 18 for the day. Some suggestions from the
Board was to offer a cheaper rate for the second round of golf or to
develop an all day price. Bill Moad was asked to look into this.
9. LONG RANGE PLANNING: FENCING AT PIIItPLE SAGE AND FAIRVEIW
It was stated that the Board consider fencing around Purple
Sage and Fairview. Georgia suggested a rail fencing which would keep
the bicycles out. She stated this may be cheaper then chain link
fsncing.
10. MAINTENANCE AT PIIRPLE SAGE: PATIO, FI%TIIRES, BIIILDING
It was said that the wood on the patio at the clubhouse needs to
be stained and sealed. Also the cobwebs on the light fi�ctures and the
exterior of the building needs to be hosed off. Janitors are there on
a daily basis but they do not do the exterior of the building. Gordy
was asked to do this. However, the Janitors are not filling towel
dispensers in the ladies restrooms.
Mr. Tolley said that the air conditioner in the basement was
installed 2 years ago and didn't seem to be working. After doing some
checking, they found that the unit was never hooked to electricity. He
asked Gordy to check and see if this has now been done. Gordy said
that Charley Chadwick was doing this.
11. ANNOIINCEMENTS/ADJOIIRNMENT
The open hours of the golf courses was discussed. It was said
that the help wanted to know some exact hours. It has traditionally
been sunrise to sunset. It was said that the Pros were ta set the
hours.
Bill Schwind stated that George Weitz has been into his office
expressing opposition to the Purple Sage sprinkler system. His
concern is that we will be using more water than we are entitled to

beCause of the new pumping system. He said that all the farmers are
� having to cut back on water and he doesn't think we should be getting
more. Gordy said that we are allocated 144 inches of water and are
currently using only 45 to 50 inches. However, according to
calculations Mr. Weitz has done, we are pumping 1300 gallons per
minute; with the new system, it will be 2200 gallons per minute. It ,
was said that the lake which will be pumped from has millions of
gallons and we also have access to the wells.
Bill stated that a representative selling yellow page ads had
approached him on putting in an ad on the golf page. The ad will be on
the bottom of the Caldwell/Nampa page ad. The cost is $115.50 per
month. Board members all agreed this was to much. Bill said another
brochure type magazine would like to advertise the golf courses for a
one time fee of $35.00. These brochures are in stores, restaurants and
reststops. Bill Moad made the motion to purchase this advertisement.
