Minutes of April 2008 Airport Commission Meeting Motion was made and seconded to accept the April 2008 Minutes. (May 2008 Commission Meeting was cancelled.) Motion passed. • 2. Seattle FAA Meeting, and Sun Valley, Idaho Airport Managers Meeting Curt reported on the Seattle Meeting. They met with the FAA about the Caldwell Airport. The FAA wants Caldwell to do a master plan before building on the other side of the airport. Chuck Sundby stated that the first thing needed is to get a Master Plan Consultant. Curt stated that at the conference they found it would be hard to find a faster growing general aviation airport in the Northwest than the Caldwell Airport. Chuck Sundby stated that their main goal at the meeting was to get the new people in Seattle familiar with the Caldwell Airport. They gave a power-point presentation to show the changes in the airport. He also stated that the FAA's priority for Caldwell is the development of a master plan. He said the FAA is supportive and interested in the first phase of the development on the north side of the Airport. Bob McGee reported on the Sun Valley meeting. He stated that much of what they heard in Seattle was repeated in Sun Valley. However, he did learn during the Homeland Security Session, that in the future the FAA would most likely require pilots to have a photo on their pilot's license. 3. New Terminal Workshop Report — Phil Fouts Phil Fouts reported on the workshop for the new terminal. He stated that the city is • hopeful we will get funding for all three phases of the building plan. The main focus of t��'s .���c��� ��� � � � ���i�w��:�°. �"���;.,� t§;r,�:������� � ���`�-� the discussion was on how to deal with the canal. Since it was deemed too expensive to immediately move the canal, the plans were redrawn, moving the terminal building back about 80ft. The canal will continue to run in front of the terminal. The ramp area • will be on the other side of canal from the terminal. There is a proposed bridge to handle vehicle traffic. They are hoping to have bid packages ready by mid August, and construction to start in September. Rob Oates stated that funding looks real promising for all three phases at once. Everyone at city hall is very positive regarding the new terminal, recognizing the economic benefit of the airport to the community. 4. 2009 Budget Discussion Curt stated that the new budget has been proposed. It has been sent to Larry Osgood, Interim Public Works Director. He said they had requested funding for the new road construction, new his & hers bathrooms on the end of the terminal building, a couple of more portable restrooms, caller-id for the airport office, and an increase in the snow removal budget of $500. 5. Tower at Pickle Butte — issue tabled from last meeting This proposal was rescinded. The FAA has declared this radio tower as a safety hazard. Therefore, no further discussion is required on this matter. 6. Caldwell Air Show — Doug Bergner � Doug Bergner, the organizer for the Festival of Flight Air Show at the Caldwell Airport, gave a brief presentation on this year's air show, which will be on Saturday, June 7rn 2008. This is the second year for the air-show, and will include three aerobatic acts, each flying twice during the air-show. Doug stated that the standard footprint for an air-show has been used, including vendors and food booths. A pancake breakfast will be from 8-11 am, and the first act of the air show will begin at 10am. No admission will be charged for spectators, however there will be a donation bucket to help an aviation charity, which flies and funds humanitarian missions. Also, a car show will be included with the air show. A$10 donation will be requested for display of a car. Holbrook Maslen will be displaying some items, as well. In order to minimize the disruption of air traffic and airport business, the first half of every hour between 10am & 3pm, the airspace will be waived (available for air show traffic only), and the second half of every hour the airspace will be open. Jag Rental will donate a man-lift for use as a temporary tower. 7. Instrument Approaches — Chris Pomeroy Chris Pomeroy from Toothman-Orton Engineering Company advised the Commission that the FAA would be publishing improved instrument approaches at the airport on Sept. 25, 2008. The new instrument approaches will provide Localizer Performance with Vertical Guidance (LPV) minima at the airport. The LPV is a GPS approach which � utilizes the Wide Area Augmentation System (WAAS) navigational technology that the FAA has been working on for the past several years. ��, , ;�t�'��; ��� £`��� `�"�it�t,�?;�� � �irt�zi ��;��"����}�� ? ���°<:� , ►., � When published, Runway 30 is expected to have a minimum of 255'-decision height and 1-mile visibility, and Runway 12 a minimum of 269'-decision height and 1-mile visibility. There will be no need for ground based equipment at the airport, however • aircraft will need to be equipped with certified WAAS equipment and the pilots certified to fly instrument approaches. This airborne equipment is relatively inexpensive. Per the FAA Flight Procedures Office, visibility minimums of less than 1 mile may be achieved if the airport had an approach lighting system. This and other means to improve the airport's instrument approach capabilities will be a good element to research when the airport updates its Airport Master Plan. Rob Oates stated that we might want to determine the cost of this lighting system in the master plan. 8. Fred Ochoa - Proposal Fred Ochoa presented his proposal for modifying the current plan for the development of the commercial area Rows HH & II, to include smaller hangars. Under his proposal, the future road access would be turned into a taxi-lane, and they would bring in the utilities and build the taxi-lane. Lessees would still pay commercial rates, but there would be no public access. A motorized gate would be on the taxi-lane that would only be operational through gate cards or codes. He stated that the key factor would be that they could get more hangars at commercial rates. The utilities would be metered. He stated that he had taken the plans to the City and they had no problems with the plans, with the addition of some fire-hydrants and a storm drain system. • Bob McGee asked how this plan fits into the new airport ordinance. Fred Ochoa stated that these would be smaller commercial hangars, but would be inaccessible to the public. Rob Oates asked if the plan conforms to FAA requirements. It was stated that the FAA would need to be approached for approval. In response to concerns that traffic on taxiways would be increased, Fred Ochoa stated that motorized gates would minimize traffic. Curt Hawkins stated that this plan would not increase traffic any more than the other plan. Curt stated that both the FAA and City Engineering would need to be approached for approval. He stated that the up side of this plan is that the city would not have to pay for the road, and land would be build-able right away, instead of having to wait until the city could fund the road. The question was asked as to how the potential lessees (whose names were in blue, stating intention to lease said land) felt about this proposal. Of those in blue, Calvin Tabor is on-board with this plan, and the other person is Fred Ochoa, who is making the proposal. Bob McGee suggested that we file the forms for FAA approval. It was agreed that this issue be tabled until next month, so the Commission members may consider the proposal. It will be included in next month's agenda. a Because the 1 Thursday in July falls one day prior to July 4 the next Airport Commission Meeting will be Thursday Julv 10 2008.
