Chairman Cooper called the meeting to order. (1) CHAIRMANS REPORT Chairman Cooper acknowledged Lenny Stroup who had a guest to introduce to � � the Board. Mr. Ernie Deakens is the inventor of the soft spikes for golf shoes, who now works as sales representative for the company that makes the spikes. Because both of the Caldwell courses will be goino "spikeless" in 1997 Mr. Deakens made a proposal to the board that his company wiil provide 250 sets of free Soft Spikes for every nine holes of golf course and we would in return purchase a like amount plus the cordless drill unit for installation of the spikes. Our total cost for this would be $2100.00 for 750 sets of spikes and two drill sets. At this point Lenny Stroup ' interjected that he had not understood that we were to be obiigated to match the number of free sets of spikes with a purchase. He understood that if we agreed to rromote�and sell soft spikes we would be given the free spikes, no strings attached. Mr. Deakens then agreed that he would arrange for us to have the free spikes with no obligation to purchase more. . The free soft spikes will be installed free to golfers wishing to change from metai spikes. There wiil however be a nominal installation fee. After the first set has been changed for free, there will be a charge for any future soft spikes needed by the golfer. After Mr. Deakens left the meeting the board members discussed the program. It was moved by Dave Paulsen and seconded by Bob Burns that we buy two drill sets at a cost of $300.00 to install the soft spikes. The motion passed unanimous(y. Lenny said we would need a City of Caldwel! letterhead stationary with a note signed by chairman Cooper to the effect that the two Caldwell Courses would be spikeless in 1997. This would be given to Mr. Deakens for him to send to his company in support of the request to send 750 sets of soft spikes free to the Ca(dwell golf courses. Mr. Cooper said he would do this. Chairman Cooper reported that LeRoy Inglis and Darrel Deide, who are the developers of the new townhouse project at Purple Sage, have approached the city council with a request to build a bridge across the canal for cart access to the Purple Sage course. The council said they have no objection if the golf board gave their approval. A discussion followed. It was decided that Inglis should give each tenant a letter and a map showing them the route they should take to get to the cfubhouse. It was moved by Korinne Sword and seconded by Dave Paulsen that we allow the bridge easement for the Ingiis development. The motion passed unanimous(y. Mr. Cooper explained to the board why the golf rates were not changed for 1997. This was due to the board not getting their recommendations into the city council in time for the budget hearings. In order to make any changes in the 1998 rates the proposaf will need to be given to the council by June. 1997. Some of them are marked with the wrong colors. Gordy said he would see that they are colored and marked correctly this spring II REPORT FROM JOHN WATSON � Absent ill REPORT FROM LENNY STROUP Lenny apologized to the board for missing the last two meetings he had nothing new to report. IV REPORT FROM GORDY CROCKETT Gordy reports that the new fence is now compiete on number four fairway at Fairview. The fence has been repaired on number seven V NEW BUSINESS Dave Paulsen said he woul� like to go on record to Mayor Winder and the City Council that he thought it showed a lack of respect for the time and work put in by the golf board members not to be given their passes at a discount rate. Mr. Paulsen said he would like his remarks to be reflected in the minutes of the meeting. Mr. Cooper said he would be sure and include them. Councilman Langan said that the rationale of the council was that there a couple of hundred peopie assigned to various boards and commissions who put in a lot of work and they afso receive no remuneration for their efforts. Mr. Cooper adjourned the meeting at 9:15. � •
