ELECT NEW CHAIRMAN Boyd Cooper was elected as new chairman out of 3 nominees for the position. Also elected were Shirley Akagi as Vice Chairman and Loraine Navis as Secretary. Both passed unanimously. Mr. Cooper took the opportunity to thank the Board for their confidence in him. He stated that he has been a resident of Caldwell for 48 years, operating Garber Shoe Store. He has since retired and is very involved in golf. Mr. Cooper named several positions he has held for various organizations. Mayor Winder congratulated Mr. Cooper on his nomination and stated that he fully supports the Golf Board. He stated that he would like to see more control be given to the Board through the Chairman. If there is a problem, report this to the Chairman and he can then take the concerns to either Gordy or the Pros. If policy needs to be addressed, the Chairman must be sure to get the information to the Mayor and Council. Mayor Winder handed out a policy and job description pamphlet explaining procedures and duties of the Board. He also explained the Open Meeting laws. Basically all meetings must be made known to the public at least 5 days in advance and the agenda posted at least 48 hours in advance. III. JUDICIAL CONFIRMATION REGARDING PURPLE SAGE IRRIGATION Mr. Tolley notified the Board that the public hearing on the Irrigation system will be held at the Council meeting on January 17. He asked that all Board Member try to be there to help answer questions on the project. . I1• REQUEST FOR SEASON TICKET CREDIT - RECEIVED LAST NOVEMBER Mr. Tolley read a letter received from Alta Bish requesting - a refund on a season ticket purchased last year. Apparently Mrs. Bish 2ad to undergo surgery and did not fully recover last year. Subsequently, she did not use her pass. The Board questioned why this letter was not sent earlier than November, when the season was over. However, referring to the present policy, Shirley Akagi made the motion to deny the refund and Loraine Navis seconded. Motion passed unanimously. 7• ANNOUNCEMENTS/ADJOURNMENT Bill Moad brought up several issues that needed addressed. The first issue concerned the #12 tee box and the easement next to it in which they are putting in a road. He would like to see a new fence put in when the old one is removed. However, there may not be funds to do this. Bill asked about early opening at Purple Sage this year? It was said that someone will have the course open on February 1 if there is no snow. The question was asked about a policy handbook being compiled. Currently, there is not one and policies such as the one concerning refunds have had to be found in the minutes over the past years. It was asked if someone could research this, possibly Laura Gamboa. It was mentioned that the sign at Purple Sage needs to be repainted. Gordy stated that vandals have broken the sign and it needs to be replaced. It was mentioned that the long range planning committee has not met in awhile. Mr. Moad suggested that they get together soon. Another idea was to invite the youth leaders for the Junior Golf program to this committee so they also can help with the long range planning. Concern was expressed about vehicles being driven on the courses when snow is on the ground. Fairview had someone ruin the #4 and #6 holes by driving on the grass. A fence is the solution although the Board does not have the funds at this time to construct one. Discussion was held on the day and time in which the golf board meets. After some discussion, it was decided that they would meet the second Tuesday of each month at 8:00 a.m. Meeting adjourned 9:00 a.m.
