I. CHAIRMAN'S REPORT
Mr. Cooper called the meeting to order at 8:00 am. Mr. Cooper introduced Mr.
Rich Spengier who had an advertising proposal for the Board. Mr. Spengler has been
involved in a number of publication endeavors in the Boise area. He is currently
working on a brochure called Golf Greater Boise. It is to be a 32 page brochure which
will list all the golf courses in Boise, Caldwell and Nampa. It will also contain courses
in McCall and Sun Valley. It will contain editorial comment on each course, including
tips from the course Pro on the best way to play his course and how to tackle the most
dangerous holes. Mr. Spengler said that all of the courses he has contacted so far,
with the possible exception of Hillcrest Country Club have agree� to be in the
brochure. He expects to print about 15,000 copies and they will be distributed to the
Ada County Realtors Association and the Innkeepers Association. The advertisers will
also receive a number of copies. Each course will be give the opportunity to purchase
an ad adjacent to their courses editorial copy. The rate run $900.00 for a full color and
and $700.00 for black & white. Advertisers who take the full page ad will be given
space gratis to advertise their Pro Shops. The brochure will be in circulation May 25th.
Mr. Spengler said that advertising is strictly optionally and the editorial copy will be
given without placing an ad.
Shirley Akagi asked if the brochures would be in the Caldwell motels. Spengler
indicated that if we participate, he would see that they were place in the local motels.
Bob Burns suggested that they also be provided to the Chamber of Commerce.
Spengler agree that this was a good place for them. Mr. Cooper thanked Mr. Spengler
for his presentation and stated that the Board would get back to him with their
advertising decision early next week. Mr. Spengler then left the meeting.
Mr. Cooper told the Board that John Hanson had given the City a 60 day
extension on their option to buy agreement on his property. This give the City time to
talk to the Machens about their property. Mr. Cooper then introduced Mr. Myron
Tucker to the Board. Mayor Winder has asked Tucker to do a preliminary design for an
18-hole golf course on the property the City is trying to acquire. Mr. Tucker brought
maps and drawings of several different course layouts for the Board to look at. A
general discussion between Tucker and the Board followed about the pros and cons
of the different fayouts. Mr. Tucker showed the Board why it is important to acquire
some the the Machen property because without it, there is not enough land for a full 18
hole course. Tucker indicated that it takes approximately 8 acres per hole on an
average course. Most Board members \favored the layout bordered by Purple Sage
Road on the North; Highway 30 on the West; Willis Road on the South and EI Paso
Road on the East. Mr. Cooper thank Mr. Tucker, who then left the meeting.
Mr. Cooper read a refund request letter from Ron West of Boise. Mr. West had
open heart surgery and lost part of the year's play. He intends to buy a pass again
and would like a discount on next season's pass. A discussion followed. It was
moved by Shirley Akagi and seconded by Bob Burns that Mr. West be given a$75.00
credit toward his 1996 season pass. The motion passed with one dissenting vote.

' II. REPORT FROM JOHN WATSON
John asked the Board if we were going to continue with the cheaper green's
fees this Spring, like we did last Fall, while the irrigation construction keeps the course
from being completely playable. It was agreed that the discount rate would continue
until the construction is done. John said he would reopen the course on February
15th. The snow is finally gone from the fairways. Gordy Crockett said they will keep
the carts on the paths.
John said the Snake River chapter of the PGA wanted to have an event at
Purple Sage in mid-October, a match play tourney. The Board gave permission for
this event as it will not close the course to the general public.
III. REPORT FROM LENNY STROUP
Lenny said he had been approached by the local Hispanic community to have
the Cinco de Mayo golf event at Fairview. Last year they held it at Purple Sage, but
they missed convenience of the City Park near Fairview. The Board gave permission
for this event. Lenny said that the Caldwell - Vallivue scramble to raise money for the
high school teams would be split this year. Vallivue is going to Purple Sage and
Caldwell will stay at Fairview. This will be an 5:00 am shotgun on Saturday, April 6th.
John said that this could be a problem because a Saturday in April is a hard time to
close the course. He said he would try to work something out with them.
IV. REP4RT FROM GORDY CROCKETT
Gordy said the construction was beginning again today on the irrigation system.
Shirley Akagi told Gordy that Loraine Navis wanted her to report that the fairways at
Fairview had lots of bare spots and needed attention. Loraine was out of town and
could not make the meeting. Lenny Stroup indicated that we are still having lots of
vandalism at Fairview. Three hole marker signs have been destroyed and will have to
be replaced.
V. NEW BUSINESS
Discussion of Mr. Spengler's proposal was conducted. Shirley Akagi said she
thought it was too expensive for only 15,000 copies, mostly going to Boise realtors
and motels. Most of the Board agreed. It was moved by Dave Paulsen and seconded
by Shirley Akagi that we participate in the brochure, but not advertise. The motion
passed unanimously.
