1) Discussion of golf fees for 1999
Chairman Cooper called the meeting to order
Mr. Cooper reminded the members that the purpose of this meeting
is to discuss and recommend the golf fee structure for 1999 and to hold
the discussion to that order of business.
Cooper introduced Mr. E1Jay Waite tc the board. Mr. Waite is the
city financial director. Mr. Waite reported to the board that the golf
revenues are pretty much on track as budgeted. He does not have the
latest green fee results so is not able to tell how much the adverse
weather conditions have affected play and revenue. He says we need to
collect $230,000 in green fees by the l�` of October to stay even with
last year.
Cooper thanked Mr. Waite for his �eport. Mr. Waite said he would
stay ard sit in on the rest of the meeting.
A discussion followed on whether we need to increase the fees.
Mr. Waite told the board that the city empleyees would be receiving a
3'= wage increase and this would affect the cost of maintaining the golf
courses. He suggested that a small increase is in order to keep up
with this kind of inflationary demand. After some discussion the
following increases were recommended on adult season passes:
Under 65 years of age:
From To
Single $415.00 $435.00
Spouse add-on 137.00 140.00
Husband and wife 552.00 575.00
Over 65 years of age:
Single 315.00 330.00
Spouse add-on 115.00 120.00
Husband and wife 430.00 450.00
It was noted, by Cooper that these rates are the lowest season
Ticket prices in the Va11ey.
Cooper asked the board what they want to do about the daily
Green fee structure. John Watson said he thinks we need to keep the
green fees very competitive.
Lenny Stroup said that the one price daily rate for week-ends and
holidays has been great. This one rate allows a golfer to 9, 18, or
all day if he wants. Lenny said he would like to have a one day rate
price for weekdays also. John Watson said he did need a 9 hole rate at
Purple Sage because of the evening league play.
After some discussion the following schedule was set:
Green fees Fairview:
Daily rate weekdays $10.00
Week-end and Holidays 13.00
Green Fees Purple Sage:
9 Holes 10.00
18 Holes week days 14.00
Weekend and Holidays 16.00
It was decided to leave the city employee season ticket at
$50.00.
Other fees:
Room rental at Purple Sage $100.00
Full time college student From $237.00 to $248.00
Trail fees per year From i32.00 to 138.00
Trail Fees daily 8.00
John Watson and Lenny Stroup both said they think the cart storage
should not include the trail fee, as it does now. The Trail fee and
Cart storage fee combined has been a policy since before either John or
Lenny came to the Caldwell courses.
After discussion, it was decided to increase the cart storage.
Cart Storage fee:
Cart storage From $2i5.00 to $225.00 per year

Cooper introduced the subject of the Junior fee structure.
Cooper asked Lenny Stroup to give his opinion on the Junior golf
fees. Lennv said that at $55.00 and $94.00, we have the lowest fees in
the valley by far and that we are being inundated with juniors. Indian
Lakes in Boise has two categories; 12 and under $120.00, 13 thru high
school $260.00. Warm Springs in Boise; 18 and under $276.00, plus tax.
Daily fee $8.00. Ridgecrest in Nampa; 17 and under $150.00 plus tax
and restricted to week days only. Centennial in Nampa; 18 and under
$175.00 restricted to Monday thru Thursday. Eagle Hills in Eagle; 18
and under $350.00 Monday thru Friday and $550.00 for seven days a week.
River Bend in Marsinq; 6 thru 13 $60.00 but must be accompanied by an
adult at all times. 14 thru 18, $100.00. Shadow Valley and Quail
Hollow and Foxtail have no junior passes.
Lenny says we have a strong junior program with about 150 members
in the Caldwell Junior Go1f Association. These members are required to
buy the $55.00 junior season pass. $94.00 gives them both Fairview and
Purple Sage privileges.
A lengthy discussion about the junior program and possible fee
structure changes followed Lenny's report. In order to facilitate the
crowded condition on Fairview and sti11 accommodate the junior golfer,
it was suggested that the junior pass permit open play on Monday thru
Thursday, and restrict play for juniors to after 3pm only on Friday
thru Sunday and holidays.
According to city code, any increase in fees over 5� must be
discussed in an open public hearing. ElJay Waite told the board that
the Junior fees need to be increased by a greater percentage than this
even if we have to have a public hearing. He said h.e would research
the procedure for the public hearing and report back to the board at �
the next meeting.
The board agreed to meet again on July 15,in another special
session, to finalize the fee and terms of the Junior pass.
The meeting was adjourned.
