Chairman Gooper called the meeting to order
Chairman's Report
Mr. Coaper tolci the board that Larry Haney wanted to talk to the board
about the junior qolf for 1999. Mr. Cooper then told the board that on
the day before th�.s meeting, he was given a letter written to the board
by Mr. Haney, and would read it to them. (copV attached).
After reading the letter Mr. Cooper told Mr. Haney that he thouqht the
letter was a little hard cn t�e intent 3f the boarcl members. He
reminded Mr. Haney that all of the board members were volunteers and
tried hard tc do a good job for the entire golf communit uf Caldwell.
He said that the board recagnizes that the junior golf program is very
impbrtant to the success of the Caldwell Golf proqram. He also said
that the last thing any member of the board wanted to do was to hurt
the junior program. He said many members, himself included, had
children who had gone through the Caldwell Jr. Golf program. Cooper
said that the board wct�ld defend their clecisions but if a mistake has
been �ade, t�ey �ii� rectify it. Cooper then invited M�. �aney te
address t�e board.
It was noted by boar� member Pete Cowles that attorney Richard Harris
was oresent and he asked Mr. Haney if he was here to advise him. �r-
Haney said "yes".
Mr. Hane� told the board that he was coneerned about ��Saturda and
restriction that keeps juniors from playing on Friday,

� He saicl he thought they should be able to pl�y with-their
parents at these times on the Jr. pass. He said that there were not
enough juniors playing on wezkends Hrith their parents to make much
difference as far as crowdinq the course is concerned. Mr. Haney said
he thou�ht that the junior golf program should be represented with a
member on the board. Cooper said thatuneony �orOam�hbdtdthataigowould

be a good idea, when a spot becomes open, to get a person who is
involved in the junior program on the board. Elvin Simpson said that
when he made the motion to restrict play on the junior passes on
weeken�s, he did not intand that it would affect children playinq with
their parents. After further discussion it was decided that the board
�3i�1 not intencl to restrict junior play on Friday, Saturday.e�4rdolder�
holidays if they are accompanied by an adult 21 years of ag
Children cannot play on the junior pass at these times if they are not
w�th an adult. Mr. Haney said this would make the parents of junior
�olfezs happy. Mr, Giardin� and Mr. Huston aqreed. At this time
Haney, Giardina, and Huston along with Mr. Harris, left the meeting.
Mr. Coaper introduced Jim McGartrin to thE board. McGarvin built the
bridge at purple sage between #2 green and #6 tee and on the billing he
�iec3ucte� green fees f�r himself and his v�ife, fees fc�r #1 �nd #2 ��r�
storaqe spaces in cart shed R and $500 for miscellaneous green fees to
be applied durinq the year. McGarvin said that these arrangements had
caused some confusion at the golf courses. ElJay Waite said the city
was qoinq to reimburse McGarvin the money and he could use it far green
fees.
Nir. McGarvin said that the new cart starage plan was going forwaxd but
it would not be finished until thy firstc �l�he Cooper thanked
payments to begin on the regular early y
for attending the m�eting.
� Cooper said �hat Al Strickland from Nampa hacl purchased a season
pass and then suffered a stroke. He asked if could use the pass next

John reported that the Labor Day Tournament was a sucbe�s�1endotwin the
Gordy Crackett finished bi�die, par, birdie, birdie,
championship by one stroke.

Lenny said he was sad to see that George Sweet had passed away. He was
a regular in th� Fairview clubhouse.
Lenny reports that he is havin� trouble with his alarm system. ElJay
sai� the city would 1,aok into it.
Lenny saicl that he has a two months trial subscription to the golf
channel on T.V. The cost is 534.95 a month. He said that he would
like to keep it and will be willing to pay half the fee. Larry Rick
sai� he would see if the Men's a,ssociation would like to go the other
half.
4) REPORT FROM GORDY CROCKETT
Gordy reported that the greens at Purple Sage have been punched and
th�t w�rk Qn-the fairwaps saill �egin next week.
NEW BUSINESS;
Shirley Akagi asked if the people in the neta condas near the number 9
fairway at Purple Sage have been given a route that they should take to
s�et to the clubhause. John said he would talk to the cando own-ers.

]t has c�tne to rtiy sttention that the board has decided to discriminate against the youth of our
community by not aIlowing arty juniors under tlic age af 14 t� �lay during �rime weekend playin�
time even if they are accompacved by their parents. This comes at a tirne when we shoulci be
finding more opgottunities for our youth to be �olfin�. S�me parents, myself i�ctuded, spend
quality time an the weekendg �laying golf with their children. Caldwell has approximately 3U
serious junior golfers who com�ete and win on the state 1eveL Playing with t.heir pxtents c�n
weekends is i�portant in dt'der for these kids to st�y ccst��petitive. A larbe mmiber c�f these junior
goifers play better and fsster than m�ny adults. The �alne selfish pe�ple whn would limit yauth
golF�ctivities would be the ftrst and loudest to cry out if these same kids get into trouble r�viz4� thc
1nw.
If we have too many peaple playing on weekends, why do we choase to penalize tf�e yc7ung
peopl� of our t�wn cotnmunity. Just what we need is mpre Nampa, EVleridian, Boisc and Eagle
adults playing on our courses. I can see the headline in the ldaho Press '1'ribune, "Galdwetl Golf
Courses Make Room For Nampa Adults At 'I'he Expense (�i'Our Uwn Y�uth", this r�vill not �c�
aver welt from a political point of view. We sh�uld consider building the t�ew cc�urse and raising
the rate that a!t �olfers pay for season passes to limit weekend play,
inst�ad pf diseriminating against the youth c�f our convnunity we might consider limiting the play
of setlior players who ca�n play all week. We shotild also not allc�w anyone wh� can't play 18
holes iri 3 hpurs �td 30 minutes to pl�y. We should even eonsider nc�t �Ilc�wing peopte with �;reen
eyes to play on weekends. But seriously we should limit the play ofi peoplc who do n�?t tive in uiir
community before we penalize our �wn youth,
Caldwell has always allowed the yauth of our community to pl�y fc�r a very reasor►able rate. 'r'his
rate may be too cheap for weekend play, An alternRtive rat� may be needed for those juniors who
desire to play t�n we�k�nds but to exclude them from prime weekend �layin� time is wron� and it
is discrimirt�tory.
Caldwell Junior C�olf had 173 members in 1998 and are not represented an the Caldwell C;olf
Board,
Not �llpwing juniors under ]4 to play on weekends may be li�zvting tl�eir abilit,y t� earn and
reeeive college s�holarships. Both of my daughters have been ranlced in the top five �f'tl�eir agc
groups by the IJGA the past two years. Both are under age ] 4.
Eaeh and every member of the bo�rd should seriously consider all ramificatians of a decision that.
discriminates against the youth of our onmmunity. If a p�or decision is madc, l will be forced to
bring le$a] action against the City and the Golf Board on behalf of the junior galfers
