Chairman Cooper called the meeting to order and took the roll call
1) CHAIRMAN'S REPORT
Cooper said he would like the staff inembers to give their regular reports
before qoing into the dues discussion.
2) REPORT FROM JOHN WATSON .
John reports that April revenues at Purple Sage are up about $2,000.
John says he has two requests for tournaments in September. We have a policy
of no new tournaments before Labor Day, however both of these would fall after that
, date. U.S. West and the Meridian Police Association have requested to have
tourneys. They each would bring out about 150 players on a Saturday or Sunday.
When asked his opinion, John indicated that as a moneymaker it would be a good idea
because both would be for full greens fees. When asked for his thoughts, Larry Rick

voiced no opposition as long as the course would not be closed all day. Since
greens will be aerated the Tuesday and Wednesday after Labor Day, it was decided to
offer the dates of September 9 and the 24�' as the only dates open to them.
John brought a copy of a letter from Bruce Nicholes to an individual whose
errant golf ball broke the windshield on the Nicholes golf cart. In the letter
Nicholes sugqests that this person be refused play on the local courses until he
pays damages to Nicholes. The board agrees that this is a problem for Nicholes to
work out with the person who did the damaqe.
REPORT FROM LENNy STROUP
Lenny reports that the problems he has had with the �aintenance crew at
Fairview have been resolved. Play has been good in April and people are favorably
impressed with the new look at Fairview. Lenny mentioned the nice write up in
the Statesman newspaper about Fairview being highlighted in the old historic
courses in the State.

3) REPCIR7.' FROM GORDY CROCRETT _
Gordy detailed discussions with the company that is going to put the
pipeline through the fairways at Fairview. The pipeline will go through number
one, across nine, along eighth green and across number seven. This work will be
done in September/October.
Cooper complimented new white rock around the clubhouse at Purple Sage,
saying that it "looks really good".
4) NEW BUSINESS
Cooper said that the dues structure for 2001 needs to be addressed so that
it can be put into the city budget process.
Cooper first outlined the options regarding the spouse add-on ticket price:
1) We can leave it the way it is
2) We can eliminate the special rate for add on and charge the same as a
regular ticket
3) We can phase the add-on special rate out over a 5-year period, raising
it gradually until it is the same as the regular priced ticket.
Cooper then handed out a proposed fee schedule for the years 2001 through
2006 as prepared by E1Jay Waite.
A long discussion was held on the policy of selling the add-on ticket at a
reduced rate, thus charging a spouse much less than a single person pays, which
Cooper says is not fair to sing�e folks. It was noted that other courses in the
area have spouse add-on ticket prices, but that they are much higher than the
Caldwell courses fee.
Jeff Osgood asked that if any increase in fees could be designated toward
the new golf course. He said that the tickets are so cheap in Caldwell compared
to the other courses that they are real bargains.

Fran Craeger, women's association representative said she would like to see
some of the money in the youth fund used for golf programs or scholarships.
Cooper said he thinks the golfers will be much more receptive to the youth
program subsidy if they are assured that junior golf will be included as one of
the qualifying youth activities.
Cooper asked Eljay if raising the price of the add-on ticket by more than
5$ could be done without a public hearing. Eljay said that it would have to go
to a pub�ic hearing which the city has every year. He said that usually no one
shows up to object.
Jeff Osgood aqain stated his opinion that Caldwell has the best golf rates
of any course in the Valley. Cooper agreed with this saying "this is true, and
this is the way we want to keep it. We want to keeg golf affordable for as maPiy
of the citizens of Caldwell as possible.°

Shirley Akaqi said that the fee of $600 for a regular adult ticket by 2006
as proposed in the fee schedule, sounds pretty high. Elvin Simpson reminded her
that witli inflation that might not seem so much in six years.
Cooper reminded the board that the schedule was only a proposal. The board
will still have the option to set new fees each year, and that fees do not have
to be increased if it seems that there is not a need to do so.
Cooper then brought up the subject of greens fees and asked the pros, John
and .Lenny, how they feel about an increase in greens fees. They both feel a
small increase is justified.
Elvin Simpson made the motion that we recommend to the council that the
City adop� the proposed schedule of fees for 2001-2006, as is, with our having
the prerogative not to raise fees any given year down the line. And that the
junior golf fees be dedicated to a program for youth activities and that Caldwell
Junior Golf be part of that program. A1so 50$ of the annul increase in adult
season pass revenues over the 1999 price be dedicated to a golf course
construction fund. A1so that the 18 hole greens fees at both courses be
increased by one dollar for 2001. Also that the rent on the community room in
the basement of Purple Sage clubhouse he increased to $200.
Loraine Navis seconded the motion and it was pass�d unanimously.
Shirley Akagi reports that Richard Spengler says that all the.Golf South
Idaho brochures are now distributed.
No more business, the meeting was adjourned.
