Chairman Bob McGee called the meeting to order at 11:59 PM.
1. Minutes of January 2009 Airport Commission Meeting
. Motion was made and seconded to accept the January 2009 Minutes. Motion
passed.
2. TSA (Transportation Security Administration)
Curt stated that TSA has mandated that our airport, among others, have high
security. Passengers on airplanes weighing more than 12,500 pounds would need
to be screened. Tom Lemenager stated that this is still in the works. He stated
that we need to be preparing for something down the line, but he is unsure of what
the definite requirements will be.
Hoyt Fleming suggested that a tetter by city attorney be sent, explaining the city's
inability to fund this. It was stated by Curt that he thought the time for comment
has passed.
Tom suggested that if they in fact do require this, they should provide the money
to accomplish this.
3. IAMA Meeting
Curt informed the Commission Members of the upcoming IAMA Meeting in McCall,
Idaho, May 14 & 15, 2009. This meeting is for Airport Managers and anyone else
who wants to attend. He stated that they will be staying at the Shore Lodge in
McCall.
Tom Lemenager stated that IAMA would like to get smaller GA's involved. He
encouraged the Commissioner Members to come to the meeting and get involved.

4. FAANorthwest Mountain Region Airport Conference
Curt Hawkins will be attending this conference March 16 _ 18 2009 He will
then be on vacation, so he will be out of the office from March 16 through April
3 Due to his absence, the April 2009 Air�art Commission Meeting will be held
the second Thursday of the month, Aprif 9 , 2009.
5. New Terminal Update
The contract has been awarded to Stocks Construction Company. Curt reported
that Ken Frazee stated there would be a preconstruction meeting by the16 and
construction should begin by the middle of this month.
6. Update from Tom Lemenager (Kimley-Horn)
Tom Lemenager stated that the FAA has been resistant to giving us state
apportionment money for the terminal & taxiway, because the Master Plan is not
complete. He stated that, therefore, the city has to front the bill. He presented
diagrams of the new ramp, showing what can be done with existing funding, vs.
what is needed.
Tom said they've come up with designs for finro different ramp sizes -150x150 or
150x300, and that most likely we will get the smaller sized ramp, due to funds
availability. In that design, one issue we're running into is that there would only be
room for 1 or 2 aircraft on the ramp at a time. Tom suggested the Commission
should start thinking about how to handle the ramp, should funds not become
available for a larger one; perhaps we could consider allowing only one aircraft on
the ramp at a time.
Rob Oates suggested this runway project be submitted as a stimulus project for
City of Caldwell.
7. Election of Commission ChairmanNice Chairman for 2009
Mike Reed nominated Bob McGee as Chairman, and motion was seconded.
Marty Koch nominated Phil Fouts as Vice Chairman, and motion was seconded.
Both motions passed unanimously.
8. Stacey Budell — Airport Tenant
Stacey Budell brought up the matter of a need for more security here at the airport,
such as cameras, etc., due to recent thefts and break-ins here in the terminal
building.
In response to a Commission Member's question, Curt stated that the walk-
through gate is cfosed/locked at night, and the pilot's lounge can only be accessed
via a code.
Mike Reed suggested to her the option of putting cameras up in her office, such as
a video system with a hard drive. These would need to be installed at Stacy's
expense. Curt stated that we are in tough economic times and there are not any
funds in the Airport budget for cameras.
Myron Tucker suggested a silent alarm. Hoyt Fleming suggested putting a portable
restroom outside the terminal, and locking the terminal door after hours.

9. DuVVaine Emmons — Pilot on tMe Caldwel! �►irport
This is a totally separate issue from the large airpfane directive from TSA
previously discussed. Mr. Emmons stated that Caldwell Airport, as a designated
reliever airport for Boise Airport, has received a direction from TSA that every pilot
who has access to the airport would be required to have a background check, and '
be badged. This security badge would only be good for the airport where the pilot
received the badge. The city wil� be required to administer this program.
Curt asked if there is anything that we can do now to keep this from happening.
Since the verbiage was very brief, and specifics are unknown at this time, it was
suggested that all that can be done is to wait and see. However, Mr. Emmons
suggested having the City Attorney write a letter.
Hoyt Fleming asked if we had the option to give up our reliever status to Boise
Airport. Rob Oates stated that this could be considered.
10. Doug Bergner — Update on 3 Annual Festival of Flight
Doug Bergner, organizer for the Festival of Flight presented an update to the
Airport Commission Members on this year's festival, which will be held on
Saturday, June 6 2009, here at the Caldwell Airport.
He stated that the artwork is done for the flyer and presented a sample. He stated
that plans are moving forward for air show routines, etc. He has the timeline
figured out. This year the airspace waver will be in one block, unlike last year
when it was broken up every half hour. Sponsorship money is starting to come in.
Rob Oates suggested that an article on the Festival be included in the next Airport
Newsletter, encouraging local airport tenant participation. Doug will meet with Cur�
regarding this article.
11, Rob Oates
Rob Oates addressed the Commission Members regarding his inability to always
attend the Commission meetings. He wanted to assure the members that he is
the airport's biggest cheerleader at City Council. He also stated that he is happy
to speak with any of the members on any matters of concern, whether he is at the
meeting or not.
Next Airport Commission Meeting: Thursdav, April 9 2009.*
*Please note the April Commission Meeting has been postponed to the second
Thursday of the month.
