Minutes of June 2009 Airport Commission Meeting Motion was made and seconded to accept the June 2009 Minutes. Motion passed. 2. New Terminal Update Toby Epler, of Kimley-Horn, reported the closure of the runway will be required for 4 hours and then the threshold will be displaced for 16 days. This has not yet been scheduled, but at that time a NOTAM will be filed. The Master Plan contract still needs to be negotiated with City Engineering. The question was asked as to what we can do to expedite the process. The general consensus was that it is out of the Commission's hands. 3. Driving Plan Curt reported that we developed a proposed driving plan, which was then sent to our attorney for approval, and then to the FAA, who are looking at it right now. As far as we can tell, there is no other non-carrier airport in the Northwest that has a driving plan. Mack Kreizenbeck asked to go on record as opposing the driving plan. Mike Reed brought up the question of how to enforce this driving plan. After discussion on the subject, Hoyt Fleming volunteered to prepare a"freedom of information request" to find out who wrote the letter of complaint to the FAA that precipitated the FAA request of the driving plan. 08_Aug_09 �EA Minute� - fin�i 811112009 1 of 2 _ � ,4. Non-Aeronautical Usage Curt read a letter from the FAA regarding various non-aeronautical usages on the airport, and commented on various inaccurate statements in that letter which will need to be clarified. Curt also mentioned land on the opposite side of Aviation Way, and FAA disallowance of non-aeronautical usage. FAA stated that we can allow non- aeronautical usage with the prevision to vacate within 6 months, if it should be needed for aeronautical usage. 5. Accessing Hangars Curt reported that we are sending out letters to hangar owners to call the office and make an appointment to access their hangars for inspection, per a mandate from City Hall. Curt stated that he is currently inspecting hangars, as calls come in. 6. Festival of Flight Air Show Curt reported on a debriefing meeting following the air show. He is uncertain whether they would close Linden Road next year, as the cost may not be worth it. He stated that this air show is not listed as a City sponsored event, as is the rodeo. This may be a possibility, so the police department could do the roadblock. 7. Jan Peterson — Airport Condo Association When the Airport Condos were first leased in 1994, the lease did not state that it was renewable after 20 years. In 2014 this lease comes due. The question was asked as to who will make the decision of whether the lease will be renewable at that time. This makes it difficult to sell the hangar, as prospective owners are wary. Hoyt Fleming suggested doing a new lease now using our currently used format, and terminating the old lease by mutual agreement. Curt will check with the attorney on this matter. Another option that was suggested is to have the Condo Association disband and then have each hangar owner have their own lease. Hoyt Fleming made a motion for the Caldwell Airport Condominium Association be allowed to execute the currently used & approved version of our Airport Lease Agreement, which includes a 20 year term with automatic renewal of another 20 years, within the next thirty days. Mack Kreizenbeck seconded the motion. Motion passed. 8. Rob Oates introduced Tracey Spencer to the Commission as the new Mayor's Youth Council representative. 9. 10.
