Chairman Bob McGee called the meeting to order at 12:01 PM.
1. Minutes of April 2010 Airport Commission Meeting
Motion was made and seconded to accept the April 2010 Minutes. Motion passed.
2. New Terminal
Curt Hawkins stated that the Ribbon Cutting and dedication for the new terminal
building has been scheduled for June 3� 2010, 11 am. Following this will be the
monthly Commission Meeting, at noon.
Brent Orton stated that the contractor is getting close to completion, but is not
done yet.
3. IAA Meeting — Wayne Thiel
On April 10 the IAA met in the new terminal building with rented tables and
chairs. Wayne reported there were great comments about the new facility, and
there were five ptanes parked in the new apron area.
4. Spitfire
Curt Hawkins reported that a donation has been made of a model Spitfire with a
five-foot wingspan, by Brad Brooks. The intention is to hang the model in the new
terminal building.
5. Alarm Systems
Curt stated that new wireless alarm systems are now available, at a reasonable
price, from several companies in the valley. He stated that these would be useful
for the airport hangars, and encouraged individuals needing security to check out
this new technology. If anyone would like more information on these new wireless
alarms, contact Curt Hawkins in the Airport Manager's Office.

6. �AA (�onference — Brent Orton
Brent Orton, Public Works Director, reported on the Conference in Seattle which
he recently attended with Mayor Nancolas.
He stated that they met the National Compliance Manager, Kevin Willis, from
Washington, D.C. The Director of Region 10 attended the meeting, as well as
Carol Keyes, Airport District Office & the Regional Manager.
He reported that the FAA presented a grim picture for funding, and they
encouraged working with other airports to share entitlement funding.
There was significant talk at the conference about Next-Gen — i.e. - Airport's GIS,
(geographical information systems); new technology ADSB (automatic
dependence surveillance broadcast); interface between ADSB & radar, with radar
becoming the backup system; the possibility of ADSB becoming standard by 2020
in all aircraft. Mark Peterson explained that ADSB is GPS-based, and is currently
in use. Brent also reported on other Next-Gen plans and technologies.
Brent stated that Boeing made a presentation about maximizing the size of
aircraft, pushing limits as far as acceptable, to maximize profit. They are also
researching the possibility of core testing runways to see if there could be a
possible increase in runway load capabilities. Toby Epler of Kimley-Horn
explained the load strength design of runways according to FAA standards.
Brent also stated that the FAA addressed driving plans and other TSA
requirements.
Brent opened the floor to questions, and Marty Koch asked whether the airport
received any more funding. Brent replied that we would probably not receive any
more funding until we are able to meet compliance on the non-aviation use issues.
These are currently being worked on.
Brent stated that a lease agreement, with the 20 year term/20 year renewal option,
has been drafted and will be provided to the Commission Members for review.
Marty Koch asked where the sign proposal was in the process. Brent stated that
this has been work-shopped with the City Council, and he will pursue further
information on this issue.
7. Air Show — Mark Peterson — Airport Closure for Most of Day, Sat., June 5th
Mark Peterson, the Air Show Coordinator, reported on the progress of plans for
the upcoming air show. He stated that a notice to all airport tenants will be
delivered this week, with information as to how to get tickets, airport closure times,
etc. He said that an extensive parking plan has been crafted, using buses to
transport people from parking areas on Smeed Parkway to the airport grounds.
Mark stated that they are currently working on an unexpected Idaho
Transportation Department application for special events, which they were just
recently informed was necessary, due to the close proximity to the Interstate.

w Curt Hawkins gave a commendation to Mark and his team on the air show
planning, and asked Mark if any roads would be closed for the air show. Mark
responded that Smeed Parkway would be closed, with restricted traffic on Aviation
Way.
The meeting was adjourned at 1:19 PM.
