Chairman Bob McGee called the meeting to order at 12:01 PM.
1. Minutes of February 2012 Airport Commission Meeting
Motion was made and seconded to accept the February 2012 Minutes. Motion
passed.
2. Airport Improvement Plan/Seal Coat Phasing Options — Toby Epler
Toby Epler of Kimley-Horn presented several different phasing plaras for the seal-
coating and rehabilitation project for the pavement on the entire west side of the
airport, except the runway, parallel taxiway "A" and their connectors. This project
is necessary to maintain the integrity of the existing pavement and prevent
deterioration.
The plans Toby presented included a three-phase option, which would complete
portions of the airport over a three week period, with each portion closed for four
and a half days. He also presented an option that would be more invasive, but the
entire project would be completed in only two weeks. This two-phase option would
close half the airport for six days and the other half the next week for six days.
Discussion ensued. Barry Everett suggested the option with the least hindrance to
businesses would be best. Another member stated that Friday, Saturday; and
Sunday closures are least desirable.
Toby Epler stated that the least possible amount of days closed per area would be
three days, but that option would be the most expensive.
With some modifications to allow for better access, it was agreed that the three-
phase option would work best. Toby will work up the phases with the suggested
modifications, and the airport office will distribute a pdf of the plari to airport
tenants for comment and input.
The timing of this project is still under discussion, but will be planned when it is
least disruptive to airport traffic and businesses. Toby stated that the bidding on
this project should begin in April or May of 2012.

3. F2u�es & Regulations / Minimum Standards — Rob Oates
Rob reported that the Rules & Regulations and Minimum Standards passed City
Council unanimously, and they are now in force. The signed documents are
posted on the airport page of the city website.
4. Visitor Parking Designation Update — Rob Oates
Rob stated that he is in the process of arranging for the new transient parking
spots to be painted onto the pavement, per discussion at last month's meeting.
5. Announcements — Rob Oates
Rob informed the members that the insurance sub-committee has met regarding
insurance certificate requirements, per our lease. A meeting is planned with the
City Attorney's team, and a report will be made in the near future.
Rob reported that the Caldwell Police have moved into one of the offices in the
terminal, and it will be used as an "outposY' for report writing, etc., thus keeping the
officers closer to the area they patrol.
There has been no news on the stolen pickup, but a used pickup from the water
department will be transferred to the airport to replace the stolen one.
Spring spraying for weeds began earlier this week. Notice will soon be going out
to tenants regarding upcoming spraying around the hangar areas.
The Airport has recently purchased a rodent extermination tool to be used for
gopher and rodent control. This will be put in service soon.
Rob reported that the sail-plane team from Nampa is considering moving to the
Caldwell Airport. For the most part, their flying season runs from March to August.
Brent Orton and Rob Oates will be meeting with the FAA in Seattle on March 7'
2012, and will report to the members at the next Commission meeting.
6. Canal Move — Brent Orton
In response to a question from one of the members on the canal move, Brent
Orton reported that, because we have not received comment from Pioneer
Irrigation for approval of the plans, there is no longer time to complete the project
before the irrigation season starts. He stated that the city is anticipating the move
will not occur until next fall. He said that work on the canal could start during the
irrigation season, and then be finished after the irrigation season i� complete.
