Caldwell Traffic Commission (TC) Minutes �.��`�1 L`

Present: Brent Orton, Brian Billingsley, Robb MacDonald, Chief Allgood, Henry Busse, Chief

Old Business —
1. Concerned that Fairview Avenue is too restricted by parked vehicles for
Emergency vehicle to get through — Dr. Robin King
Feb - Dr. King has a Chiropractic office at 1523 Fairview Avenue. Dr King voiced concern regarding
the congestion caused from week day parking on both sides of Fairview Avenue from Logan Street to
Mead Street. Dr King is concerned that if an emergency vehicle needed to get down that section of
Fairview that there would not be enough room for safe passage.

2. Request Left turn collectors at Linden and S Georgia — Paul Alldredge
Engineering presented a concept drawing that eliminates the fog litie on the North
side of Linden to allow room to add in a turn lane in both directions and still maintain
a 4' bicycle lane on the South side. The turn lane will be modified to better
accommodate turns into the convenience store. The Street department will modify
stripping at this intersection to add left turn lanes according to the drawings presented
as soon as weather permits. Drawings are available for review in the Engineering
department.
Action: Gordon & Robb Engineering and Street department work together to
implement the above plan.
3. Request McDonalds entrance on Linden — Paul Alldredge
Along with his above request for left turn collectors, Mr. Alldredge would also like to
see the entries to McDonald's on eastbound Linden and Cleveland Boulevard
modified.
Engineering presented a concept drawing that would increase the width of the turn
lane on Linden into McDonalds. The drawings propose to shift the center lane over 4'
and add additional asphalt to allow traffic to safely and legally get around cars
waiting to turn into McDonalds. This plan also includes posting "No Parking" signs
along that section of Linden. The above plan will be implemented as soon as weather
allows. A motion was made and Traffic Commission agreed unanimously to go with
the above plan for now and further investigate solutions for the turn land coming off
the Blvd. into McDonalds. Drawings are available for review in the Engineering
department.
Action: Gordon & Robb Engineering and Street department work together to
implement the above plan.
4. Request fix for view obstruction at Locust & Georgia intersection (New Juvenile
Bldg) - Surrounding Neighbors petition
March - The motion was made and Traffic Commission agreed unanimously to not
allow parking on the backside of the State Juvenile Probation Office on Georgia. The
Street department will paint the curbing Red. This will hopefully encourage patrons
to use the available parking lot. �

5. Request "No Parking" signs on Homedale, lO to Montana — Sheryl & Chris
Morris
March - The motion was made and Traffic Commission agreed ur�animously to
Have Engineering create a striping plan on Homedale, l O to Montana, to include a
center turn lane and utilize the entire available road width, thereby eliminating room
for on street parking. If more measures are needed in the future the request will be
revisited at that time

6. Homedale & Indiana Intersection, Raised reflectors — Brent
Brent Orton suggests, as an interim solution, installing raised reflectars along both sides of the
centerline in all directions at the Homedale Rd and Indiana Avenue intersection. Canyon Highway
district has utilized the same reflectors at popular intersections and they have helped to slow traffic and
bring awareness of the intersection to drivers. The concept is that the reflectors create an illusion of
narrowing that captures the drivers' attention and slows traffic. In addition Brent would suggest
installing flashing lights at the same intersection, Red flashing on Homedale Rd. and Yellow flashing
on lndiana Avenue. These would be interim solutions until a more permanent solution can be
implemented such as redesign of the intersection or a Roundabout.
The motion was made and Traffic Commission agreed unanimously to add the reflectors in all
directions at the intersection of Homedale Rd and Indiana Avenue contingent on there being available
street width to do so.

March — Engineering has determined the 85% speed at this intersection is 51 mph.
Engineering has applied for a grant to improve 4 intersections on Homedale Rd. due
to high rate of accidents this intersection being one of them.

Paul's Market and at Freeport Street.
3. White stop bar be painted at the intersection of N Michigan Ave and Lincoln Street. 1,Vlust
wait until Spring weather permitting
