SPECIAL TRAFFIC COMMISSION MEETING
FEBRUARY 2, 1994
Meeting was called to order at 7:00 a.m.
Present: Gordon Law, Schuyler Enochs, Bob Sobba, Mike Gable, Gary
Vezosso, Gene Enebo and Rick Fitzsimons
Absent: Jack Raymond
Gary Vezzoso read a letter from the Caldwell School Administration
about getting a cross-walk at Jefferson School and lOth Avenue.
There was discussion about parking in right-of-way next to
Jefferson. The Commission will study the request and investigate
further. Also, Mr. Johnson, Principal of Jefferson Jr. High and
Mr. Moore, Assistant School Superintendent, will be invited to the
next Traffic meeting.
Sarah Earl wrote a letter to the Commission about the dangers of
students crossing the street at Wilson School and lOth Avenue with
no crossings or warning signs posted. It was determined that
research needs to be done on the situation and contact made with
Sarah to let her know what is being done. There will be more
discussion on the problem at the next meeting.
A letter was presented from Ralph Little, Canyon Highway District
4, about the desire for an on-off ramp at Middleton Road to access
the freeway. Mr. Little stated that the County gave their
support. Mike Gable made a motion and it was seconded by Schuyler
Enochs, to accept the recommendation for the exchange to be moved
from Karcher Road to Middleton Road. It was passed unanimously.
The City Engineer sent a letter to Mr. Little stating that "given
a choice between Middleton Road and Karcher Road as sites for a new
freeway access, we much prefer Middleton". Schuyler asked if the
Mayor could be present at Road and Streets the following Monday.
Mike Gable started discussion on the Regional Transportation Study
for Canyon County and Caldwell. Combining the County, Highway
District, Middleton, Nampa and Caldwell to study traffic was an
option. All members present voiced a positive need for more County
wide focus on planning needs. They felt Nampa might not want to
join due to the Middleton Exchange issue. Mike Gable suggested
that it might be a good idea to go through Nampa's Chamber of
Commerce to gain their support of the study. At the present time
the State is dictating traffic flows and roads to improve. The
issues will be reviewed and there will be more discussion on the
plan at the next meeting.
A request was made for a follow-up on The Downtown Traffic Study to
see if changes made have improved traffic flows. Also, more
traffic counts in the downtown area are needed.

Bob Sobba suggested some measures that might help the congestion at
21st and Blaine, because he said it was the most dangerous
intersection in town:
1. Paint stop bars and right turn lanes;
2. Install larger stop sign.
Bob made a motion and it was seconded by Rick Fitzsimons to make
the necessary changes. The motion was carried unanimously.
The Chief also stated that he would like to see the stop signs at
Hillcrest and Florida removed. He asked the members to view and
drive the area and present their information at the next meeting.
A written request was made by Greg Brown, First Security Bank, to
move the existing entry and exit on the property next to the bank
in the event they purchase it for parking. The Commission will
invite Mr. Brown to the next meeting and ask him to present a
drawing of the proposed parking lot.
Bob Sobba made a motion to adjourn and it was seconded by Rick
Fitzsimons. Motion carried.
