TRAFFIC COMMISSION MEETING
APRIL 27, 1994
Meeting was called to order at 7:00 a.m. by Mike Gable
Present: Gordon Law, Bob Sobba, Mike Gable, Gene Enebo, Jack
Raymond, Schuyler Enochs, and Rick Fitzsimons.
Absent: Gary Vezzoso
Motion was made by Gable to approve minutes from last meeting.
Motion carried.
Old Business: Mike Gable went over the observations that Gordon
and Gene made after they looked at concerns brought before the
Commission during the March meeting. The Commission agreed to the
following:
* Hole in One Donut Shop (Floyd's Donuts) - Write a letter
to the owner e�laining lack of sufficient road width to
safely allow 10 minute parking in front of his business.
* Lube Shop - Gordon and Gene had suggested the possibility
of widening the entrance at 5th. Jack Raymond mentioned
the fact that Mr. Patterson's fence in the vision
triangle might be the biggest contributor to traffic
problems. He stated that alleys are two-way all over
town. No decision was made pending further
investigation.
* Hamburger Connection - The 10-minute parking is in the
vision triangle, but space could be moved about 10 feet
North. It was the Commission's suggestion to notify the
owner of the problem, e�cplain the possible solution, and
get his response. They also felt if he wanted the sign
moved, it should be at City expense.
New Business: Mike Gable read a letter from Eva Marie Crooks
concerning the danger of the intersection at 9th and Arthur since
the removal of the two stop signs on Arthur. Schuyler said he
thought people were super-cautious at the intersection and Jack
felt it was the safest and most fluid it had ever been. The
Commission decided to site traffic accident data as a basis for
their decision.
The mention was made of the traffic liqht at Rimball and Arthur not
working and only f lashing red on Arthur and yellow on Kimball . The
group thought it would be of value to switch the colors until it
could be fixed to see what impact it made on downtown traffic. The
suggestion was made to do the same at Kimball and Main. All were
of the opinion it seemed a waste of time to wait for a light to
change when there was little or no traffic.

A letter was read from Tom Glaver expressing a desire to have
double yellow solid lines throuqhout Canyon Hill neiqhborhoods.
His concern was motorists passing in residential areas. Rick
Fitzsimons and Schuyler Enochs felt the lines would not prevent
passing. Bob Sobba said he would send an officer to the area and
talk to Mr. Glover.
- Bob Sobba mentioned a diqital radar waqon on wheels that is placed
in neighborhoods or areas where speeding is a problem. The wagon
is locked in place so no man-power is needed to operate it. It
flashes the speed limit and how fast a car is going. The device has
shown to be very effective in reducing speed. The cost of the
equipment is approximately $9,000. and Jack Raymond suggested the
Commission address the Council about the possiblity of budgeting
f or one .
Bob Sobba presented a study that was done by one of his officers on
the intersection at Sth and Chicaqo. Because 5th St. is a wide
street and was originally a through street many motorists fail to
stop. In the last 1�8 months the officer documented 12 accidents.
It was moved and seconded to: Put in a larger stop siqn and -
paint 12" stop bar lines on the Street.
A motion was made and seconded to make angle parking along the
south side of Arthur Street between 7th and Rimball.
Gordon Law mentioned to the Commission that the Cleveland Boulevard
issue and donation of right-of-way needed to be discussed at the
May Traffic Commission Meeting.
Bob Sobba is going to have one of the officers suggest to the
manager of Albertsons to put next year's greenhouse on the other
end of the parking lot to prevent obscuring vision at Sth and
Cleveland.
Jack Raymond told the Commission that the Council was very
concerned with the intersections of Rimball and Loqan and Rimball
and Linden. He said the new housing developments on Logan have
contributed to an increase in traffic as will the Manchester
development on Linden. Mike Gable assured Jack that the problem
would be addressed shortly, because those intersections were on
their list of priorities.
Mike made reference to the dangerous intersection at 21st and
Cleveland and the possible alligning of 21st with College Ave. It
was stated that more cars traveled 21st than any other street in
Caldwell with the exception of lOth Ave.
A complaint was made of a motor home being parked on the corner of
Main St. and 12th Ave. in the vision triangle. Th owner, Leo
Holmes, will be notified of the problem and �rsk d to find�another
place to park the vehicle. ;
