Meeting was called to order at 7:00 a.m. by Mike Gable
Present: Gordon Law, Bob Sobba, Mike Gable, Gene Enebo and guest; Kenny Patterson
(Lube Shop)
Absent: Jack Ra.ymond, Rick Fitzsimons, Schuyler Enochs and Gary Vezzoso
Motion was made by Gable to approve minutes from last meeting. Motion carried.
Mike Gable introduced Kenny Patterson from the Lube Shop. Mr. Patterson explained to
the Cornnussion that he had designed his lube shop on Sth and Blaine with traffic to enter
and e�t from the alley behind the business. He said he had black-topped the alley area
behind his building. He conveyed that the alley had always been a dead end because it
stops at Indian Creek. During the last two months Cliffs Produce has opened a new
business in the middle of the block on Blaine and the customers are exiting behind the
building toward the Lube Shop's entrance. Mr. Patterson voiced his concern about possible
collisions and felt that the produce customers could tum around and e�t onto Blaine rather
that use the alley. Kenny's request was to make the alley a one-way alley.
Mike Gable mentioned the fact that alleys are not private property. After discussion among
the Commission, they decided to delay a decision until there could be more input from the
staff.
A complaint was read regarding the 10-miaute parking in front of Hamburger Connection,
423 South lOth, being in the vision triangle. Mike Gable stated the parking could be
eliminated, but would probably not solve the problem because the road widens at 10th
which causes a problem. Before taking away some already limited parking the Commission
wanted to review the issues and check to see if there had been any accidents in the area.
Also Gordon Law preferred to first have the business owner informed of the problem, and
get their input before making any decision.
A letter from Leo Holmes was read requesting a no bicyle siga be placed on the sidewalk
on the 12th side of his house. The sidewalk is used heavily, because 12th is the only
means of crossing the railroad tracks for severa.l blocks. Mike stated that the Commission's
position is that added signage is detrimental to the beautification of Caldwell. Bob Sobba
voiced the concern that young people don't always read signs and though he is concemed
about public safery he did not want to see kids forced into the street. Mike suggested a
letter be written to Mr. Holmes explaining the Commission's concerns.

Claude Brumfield requested a dead-end sign be relocated at 824 Joliet. It was placed to
keep people from entering, but was set back so far that it wasn't helping. Gordon said it
seemed to be a Street Department problem and to forward the request to Dennie.
Gene related a request by the owner of the Hole-In-One Donut Shop ( So. 10th between
Blaine and Arthur) for 2-10 Minute Parking signs or a Loadi.ng Zone sign to be placed
in front of the shop. At the present time there is a no parking sign and t�ie parking he does
have is inconvenient to customers in a hurry to come in and out for donuts. Mike said it
would be very difficult to safely allow parking, because lOth is wider at the beginning of
the block, but narrows at the store. Parking was allowed in the 60's and 70's, but there is
alot more traffic now. The Commission agreed to wait on a decision until they had more
input from members.
Mike had Gordon give a short report on the District III Meeting that was held regarding
Counry Wide Transportation.
Gene reported the cross-walks that had been painted at the Courthouse.
The meeting was adjourned at 7:50.
