MAY 25, 1994
Meeting was called to order at 7:00 a.m. by Mike Gable
Present: Bob Sobba, Mike Gable, Gene Enebo, and Rick Fitzsimmons.
Absent: Gary Vezzoso, Gordon Law, Schuyler Enochs
and Jack Raymond
Motion was made by Gable to approve minutes from last meeting.
Motion carried.
old Business:
* Mrs. Crook's Concerns at 9th and Arthur - After reviewing
the accident reports at that intersection, the Commission
felt there had been very few problems and further
observations did not warrant changing the intersection to
a 4-way stop. A letter will be written to Mrs. Crooks.
* Jefferson/�ilson - Paintinq and Stripinq - Two letters
had been written to the Commission in January requesting
that the intersections on lOth Ave. by Wilson School and
Jefferson School be painted and striped to allow safer
student crossing. A follow-up will be made to make sure
that the project is on the list and can be done as soon
as possible. A letter will be sent to Ms. Earl thanking
here for her concerns and apologizing for not contacting
her sooner, due to a change in Commission chair persons.
* Lube Shop - After much review and discussion the
Commission will send a letter to Kenny Patterson
regarding the alley behind his business. It is their
feeling that the alley should not be preserved as private
access and cannot be made into a one-way alley leading no
where. If customer safety is his major concern, they
suggest he move his fence and expand driveway on his
property; thus widening the alley to allow two-way
traffic.
New Business:
* Intersection at Rimball and Ustick - The Commission
discussed the removal of the stop sign on Ustick and
making Kimball a tee intersection with stop sign. Not
only would this force the traffic back onto Farmway Rd.,
but it would preserve the Ustick corridor and slow
traffic on Kimball. It was agreed to write a letter to
Council with a diagram of the intended changes and
request that the Council write a letter to the Highway
District suggesting these changes.
* Siqnalization at Intersections. The Commission has
studied the following intersections for traffic signals,
listing them according to what they felt were the
priorities.
1) Blaine an8 21st - 41 accidents from 1/18/88 to
12/31/93. (See realignment of 21st)
2) lOth and Linden - Major route into Caldwell, three
schools in the immediate area, and preservation of
traffic flow.
3) Linden and Rimball - Increased traffic due to
subdivisions in the area and also proposed housing
developments.
4) Rimball and Loqan - Congestion and traffic back-up
due to new senior housing developments on Logan and
location of Circle K gas pumps. Gene to provide
accident report at next meeting.
5) lOth and Loqan - Congestion due to heavy traffic on
lOth and Logan.
* Realiqnment of 21st with 20th - Signalization of 21st and
Blaine is scheduled with the State. Gene said it was not
however full-funded and the City share would be 50/50. Mike
felt putting in the signals would not alleviate the problems
and suggested consideration be made to aligning 21st Ave. with
20th Ave.(College). He stressed that this change should not
create more traffic on College, but would rather, facilitate
getting from point "A" to point "B". Bob Sobba said 21st and
Blaine was the worst and most dangerous intersection in town.
The Commission agreed that the public should be made as safe
as possible. A cover letter will be sent to the Council
seeking their approval of the relocation and Mike Gable and
Rick Fitzsimmons will attend the Council meeting to answer any
questions.
* 24th and Cleveland - Liz Yeary wrote a memo that approaching
Cleveland from the south on 24th to cross to Indiana from
Blaine is a"nightmare" since parking is permitted both in the
right-of-way and the sidewalk area in front of Six Star.
Motion was passed to paint the curb in front of Six Star in
the vision triangle. It was also mentioned that if parking is
not stopped in this area, the store owner will be notified of
the liability. (Northwest corner of intersection of Cleveland
and 24th)
* 5th and Cleveland - Motion was passed to paint northwest curb
on Cleveland in the vision triangle to restrict parking near
the intersection.
* Request for Diaqonal Parkinq West Side of 7th between Blaine
and Arthur. All Commissioners agreed to allow diagonal
parking in front of Jensen Realty after he has sidewalks re-
done. The parking would then align with 7th between Main and
Arthur.
* Diqital Radar Waqon - Bob Sobba reported that he had made an
addendum to his budget requesting a radar wagon. He will
draft a letter of recommendation to the Council from the
Traffic Commission.
