TRAFFIC COMMISSION MEETING
JIILY 27, 1994
Meeting was called to order at 7:00 a.m. by Mike Gable
Present: Mike Gable, Schuyler Enochs, Jack Raymond, Gordon Law,
Mayor Dick Winder, Jim Reames, Bob Sobba, and Dennis
Crooks. Guests: Mrs. W. H. Tucker and Ms. June Gipson.

Absent: Rick Fitzsimons, John Pilote and Gene Enebo
MOVED by Gable to approve minutes from last meeting.
MOTION CARRIED
Old Business:
* Nampa/Caldwell Boulevard Wideninq - Gordon Law related to
the Commission that some progress had been made on
descriptions, but no legals had been done and he had
heard nothing from the State.
* Removal of Stop Siqn on IIstick and Makinq Rimball a Tee
Intersection with Stop Siqn - Mike read a letter from Sid
Bright, stating the County's approval. There was
discussion on whether a public hearing was necessary in
order to proceed with the change or if it was even in the
jurisdiction of the City. Bob reflected that the
complaints received were from City people. Gordon
mentioned the Fire Chief's concern over shortened
response time if a stop sign were placed on Kimball.
Mike gave background information supporting the
Commission's opinion in slowing traffic and providing
more safety. Jack said he would like to see a turn lane
on in-bound traffic to facilitate flow. Mike said the
issue would be discussed further at the Roads and Street
Meeting on Monday.
* Intersection - Linden/Ri.mball and Airport/Beech - Gordon
introduced Mrs. Tucker (2524 Airport) and Mrs. Gipson
(2504 Airport). Gordon explained that some of their
issues could be addressed by the Commission while others
couldn't. Mrs. Tucker stated she had lived on Airport
for years and there were problems with:
1) Numerous accidents at Kimball and Linden
intersection;
2) Poor visibility on corner because of shrubs;
'� 3) Cars parking in front of new house on corner;
4) Increased traffic from Manchester Subdivision;
5) Excessive speed on Airport.
Mrs. Gipson also stated that dust was a severe problem
because Airport was not paved and people did not obey the

speed limit. Mike explained that the speed limit in the
area was 20 mph unless otherwise posted and that he knew
of other residential areas that had speed limit signs
posted.
MOVED by Bob and seconded by Schuyler to put a 20 mile
per hour sign on Airport south of Linden and on Airport
north of Beech.

Roll call vote. Those voting yes: Gable, Raymond, Law,
Sobba, Enochs and Crooks. Those voting no: None.
Absent and not voting: Fitzsimons, Enebo and Pilote.
MOTION CARRIED
Chief Sobba said he would send a Neighborhood Police
Off icer to visit with Mrs. Gipson and Mrs. Tucker
about forming a Neighborhood Watch Program.
� Gordon stated that he fely a 4-Way Stop at the
Kimball/Linden intersection would solve some of the
traffic problems at that location. He said the Fire
Chief felt the stop signs would slow response in the
event of a fire, but that Chief Allcott did prefer that
particular location over others. Gordon said there had
been 1 accident on Kimball/Beech, 16 on Kimball/Linden
and 14 at Kimball/Logan in the last 5 years. Without
stop signs Mike was concerned with getting the kids on
bikes across the intersection. He stated that Jim Oates
on the corner of intersection, was amiable about removing
vegetation to open up visibility. Dennis felt left turn
pockets would improve traffic flow immensely. Schuyler
felt the over-growth in the right of way was a major
problem. Bob said that hopefully a 4-way stop would
help, but many citizens did not like to be slowed down
and stops reduce problem at that corner, but often create
them at others. He said it was a"six-of-one and a half-
dozen of the other" situation. In place of a 4-way stop
Mike would like to see the right-of-way cleared and left-
turn lanes painted. Schuyler did not want to hinder
people getting to downtown businesses and felt
improvement in visibility would be beneficial. The Mayor
said impatient drivers are the biggest problem, but said
something should be done before the commencement of the
school year.
MOVED by Gordon and seconded by Crooks to recommend that
Council approve the installation of a 4-way stop at
.
Kimball and Linden before school starts.
Roll call vote. Those voting yes: Gable, Raymond, Law,
Sobba and Crooks. Those voting no: Enochs. Absent and
not voting: Fitzsimons, Enebo and Pilote.

* Intersection at Sth and Chicaqo - Jim Reames suggested in
addition to the larger stop signs there needed to be a
turning lane onto Chicago. Jack said because of the
width of 5th it appeared to be a through street. Bob
agreed and said because it was a through street f or years
habits were hard to break. Mike said to check to see if
white bars had been painted on street and the issue would
be discussed at next meeting.
* Beech/Airport Intersection - Crooks stated that people
living on corner were in violation of the vision triangle
and that the need for pruning had been brought to their
attention by the Code Enforcement officer. Because of
the rapid changes in the area, the City offered to help
the owner's alleviate the problem. Gordon stated that
Airport will eventually be a through connector, but the
change in elevation going onto Linden increases the
problem. The intersection will be on August's agenda,
for more discussion.
* Sears Buildinq Request for Diaqonal Parkinq - Gordon
conveyed Council felt if adequate space were available
and the Fire, Police and Engineering were in agreement,
diagonal parking would be allowed on Dearborn, 5th and
6th upon approval of design.
* Golden Rule Auto Mall - Street crew has been notified to
place no parking signs in front of business.
New Business
* State Statutes Reqardinq Open Meetinq Law - Mike asked
the Mayor if the Commission was complying by posting the
Agenda within 48 hours of the meeting. The Mayor felt
they were, but would also like to have both the radio and
the press notified of the agenda. He wanted more public
input and broader community participation.
Bob Sobba reinstated his desire for the radar traffic control
device that had been requested during prior meetings. Boise has
purchased 2 of these stations and he said they would be valuable
tools in taking care of the traffic problems mentioned earlier.
The Mayor suggested he come to the Council Budget Workshop tonight
and enlighten the members on the advantages of the unit.
Mayor Winder informed the Commission that he had asked the City
Attorney to review pedestrian crossinqs because�of e lack of
r�gard by some motorists to slow down when ople a e c ssing the
street. .
