HomeMy WebLinkAbout10-04-2000 TRAFFIC COMMISSION MINUTES . i TRAFFIC COMMISSION MEETING MINUTES OCTOBER 4, 2000 ATTENDING: MAYOR NANCOLAS, GORDON LAW, BOB SOBBA, LINDA JAMES AND BRUCE ALLCOTT. Old Business 1. Reviewed assignments from the August 3 and July 26 meetings. All items not listed under old business this meeting were completed. 2. Request by Like-Nu Car Wash to vacate 4 parking spaces on Arthur in front of the Old Caldwell Auto Parts store. Plans were reviewed and seemed appropriate. ACTION: Approved, Linda to inform applicant. 3. Request to make changes to l O and Arthur intersection due to large number of accidents at that intersection by CPD. Linda needed more direction on who to involve besides the local businesses at that location ACTION: Linda will schedule a meeting and will invite the Downtown Caldwell Association to participate. 4. Request to vacate the sidewalk on the south side of Albany at the l O St. overpass by Carpenters. The members had reviewed the location and felt that while the sidewalk doesn't go anywhere, it was unclear just exactly what Carpenters wanted to have done. ACTION: Gordon will request specific information on what they would like to have done. 5. Parking space issues on the City parking lots at Railroad. ACTION: Gordon will see that the spaces are assigned and painted with numbers. Bob and the Mayor will work on ordinance to allow enforcement of parking rules in City controlled parking lots. 6. Request for sign on N: Illinois directing traffic back to Centennial freeway entrance. ACTION: Gordon to verify that the sign was placed with his dept. New Business 1. Request for diagonal parking along Main and 5` and Arthur at new police station. Plans . were reviewed and seemed to be appropriate. Consistent with being in the downtown core area and had proper protection with "Bull-nose" protection for parked cars. ACTION: Approved and Chief Sobba to notify architects. 2. Request for diagonal parking along the 6` Ave. side of the old Sears building. Plans looked appropriate and on a street that has relatively low traffic flow. ACTION: Approved pending Gordon's approval of the final "Bull-nose" protection being provided. Mayor Nancolas to notify the architect submitting the request. 3. Request for Stop sign on Airport Ave. & Beech St. This is an intersection of two Collectors and traffic is increasing with development in that area. ACTION: STEP team to check this out and provide a report to us at the next meeting. � 4. Request for No Senior Parking on Everett across from the Senior Center. This is somewhat of and ongoing concern with neighbors about seniors parking in front of their homes. It is public right-of way and we cannot restrict pazking for some and allow others to use it. ACTION: Deny request and inform them that we will encourage seniors to use the newly finished parking area east of the facility. Mayor will respond to the requestor. , � � 5. Request to review obstructed vision problem with the exit from Wal-Mart that enters Ustick. Due to an"out parcel" that has different with of road at that point, it is impossible for exiting traffic to see traffic approaching from the west on Ustick. Options are limited. ACTION: Bruce will try to provide scale diagram of the location, including an option to move the stop sign at the exit out to a point that allows proper vision for our next meeting. 6. Request by STEP team for trial painting of speed limits on roadway on Cleveland and Blaine. Discussed at length, but felt that it would require considerable maintenance and would not look good for long. ACTION: Deny request, Bob to relay information to STEP. 7. Review accident history at 21 S ` and Chicago. We looked at the figures and there has been a significant increase there over the last 3 years. Turn pockets have been approved for 21 and will be installed soon. It was unclear as to what the cause of the accidents was at this time. ACTION: Bob will have the STEP team review the accidents for causes and report back at the next meeting. 8. Review of article on use of "Children at Play" signs. This issue comes to us on occasion and this article confirmed what our perspective had been. It indicated that in studies, there was no reduction in speed or pedestrian accidents with the signs, and that the signs seem to send a message to parents that they don't have to be as concerned with their children playing in the streets. It concludes that this is not groductive. No action required. 9. Proliferation of basketball standazds being placed on public sidewalks facing the public streets and thus putting kids in the street to play. Bruce presented photos of a number of these around in newer subdivisions. There may be some potential concerns for the City from the perspective of the obstruction of City property and potential concerns with liability for injuries because of this. This demonstrates the need for more places in local park areas for basketball courts as well and will need to be considered in development plans. ACTION: Bob will check to see if this violates current City codes and report back at the next meeting. Bruce will check with our insurance carriers to see if they see any issues with this and will report back at next meeting. This item is a long-range issue to be considered.
