TRAFFIC COMMITTEE MEETING MINUTES
JULY 26, 2000
ATTENDING: MAYOR NANCOLAS, GORDON LAW, BOB SOBBA, BRUCE
ALLCOTT.
l. Downtown parking issues — Chief Sobba reported on his meetings with the
downtown business people and the ongoing concerns with parking in the
downtown area. We discussed the option of numbering the parking spaces in the
Depot Parking area and assigning those to specific persons who have rented
spaces. ACTION: approved numbering the spaces and working with Betty Jo to
work that into the rental system. ACTION: also approved Mayor Nancolas will
pursue changes in the City Code to allow the police dept. to issue citations for
parking in City controlled parking lots. Cliief Sobba will follow up on the other
� issues to do with ticketing for parking in the downtown area.
2. Request for speed limit signs on Sunset Ave. — Request by Rose Wilson for
posting of speed limit signs on Sunset Ave. due to traffic increases from Parkview
apartments. ACTION: Chief Sobba will make contact and offer them the option
to purchase the signs requested if they like and will also have the speed limit radar
trailer placed in that area for further reinforcement.
3. Request for Diagonal parking on Dearborn at Kimball — Request by Glen Koch to
change the parking at the old Pioneer Title building to diagonal from the current
parallel parking. ACTION: Chief Allcott will notify that the request was denied,
based on concerns with visibility and the fact that we have only allowed this in
the care downtown area. It also doesn't typically create that much more parking.
4. Request for 20 mph. Speed limit signs on Elm and Carol. ACTION: Chief Sobba
will contact and offer them the option to purchase the signs if they wish to and we
will install them.
5. Request to vacate sidewalks on either side of l O Street overpass, as they don't go
anywhere. — ACTION: defer to next meeting and everyone will need to view the
site so we can understand the request.
6. Request for sign to direct traffic from N. Illinois back to the Centennial
interchange to eliminate lost trucks ending up in the residential area on Canyon
Hill. — ACTION: Engineering will install appropriate signs to direct traffic.
7. Request for No Parking signs in the 2700 Block of Arlington by Linda Barnhart —
concerns with parking blocking access to this area due to spectators for sports at
Wilson School. ACTION: Deny request as it is not justified based on street
width etc., however, Police will enforce other parking regulations, such as double
parking and diagonal parking that obstruct access. Chief Sobba to follow up on
this issue.
8. Request for curb modification? at 4 and Cleveland for Blind person. — This
reqtiiest was unclear as to specifically what the need was and the Mayor will direct
Susan to call and get additional information on what is needed and why.
The meeting was adjourned due to time constraints and the remaining agenda will be
covered at the Aug. 3 meeting.

ATTENDING: MAYOR NANCOLAS, GORDON LAW, BOB SOBBA, LINDA
JAMES, AND BRUCE ALLCOTT
1. Request by Like-Nu Car Wash to vacate 4 parking spaces on Arthur in front of
their business: Discussed this and felt that there was insufficient information in
the request to act on. ACTION: Linda James will request site plan of proposed
changes and we wi11 reconsider this at a future meeting.
2. Request for speed bumps on Ray in the 3200 block area, Sandie Schaumburg:
Discussed concerns with traffic in this area and options to look at. ACTION:
Chief Allcott will respond that speed bumps are not an option due to response
issues with emergency services responses. Wi11 offer the option of the residents
purchasing speed limit signs and/or "children at play" signs to be posted in that
area.
3. Request for speed bump in the 2600 block of N. Montana: discussed the traffic
issues on this short stretch of N. Montana and reviewed the requesting letter.
ACTION: Chief Sobba will follow-up on this and inform them that speed bumps
are not an alternative due to emergency services response issues and will review
other legal options with respect to speed limit enforcements and use of the radar
trailer.
4. Request to vacate sidewalks under the lO Ave. overpass: due to short time since
last meeting, not all members had been able to visit the site and this item was
tabled until the next meeting.
5. Review of History of accidents at l O and Arthur: We reviewed information
presented by Officer Johnson of CPD with respect to options on dealing with the
high volume of accidents at this intersection. ACTION: Linda James will work
to schedule a public meeting with specific invitations to affected businesses near
this intersection to seek input as to the best solution to this problem. The number
of accidents is exceptionally high for this intersection and changes appear to be
needed.
