JULY 10,1998
MEMBERS ATTENDING: MAYOR NANCOLAS, GORDON LAW, CAPTAIN
MAYBON, and CHIEF ALLCOTT.
1. Request to remove "No right turn on red" signs on Blain and 10` — Discussed
the reasons this was originally done and how it impacts access to l O th on
Arthur and Belmont. DECISION: Leave as is and Gordon Law will inform
requesting party.
2. Emergency vehicle access on Stocktrail Drive: Discussed the concerns the
Fire Chief has with access along this street if parking is allowed on both sides.
Chief Allcott requests that at least one side be posted and painted for no
parking so that there are two lanes available for passing traffic. DECISION:
Mayor Nancolas will discuss issue with Keith Allcott of Caldwell Night
Rodeo and with Larry Silver of the Fair Board A.S.A.P. and we will proceed
to resolve this issue so that any marking can be done prior to the Fair
beginning.
3. Access to Pete Cowles property at N. Montana and Wilson: Discussed
whether Wilson is public right-of-way or not. Gordon informed us that it is
not because of some language recorded by the previous property owner that if
Wilson is not open clear through, it would not be public property.
DECISION: Gordon will confer with Linda James and confirm this and
Linda will send a letter to Mr. Cowles explaining the situation.
4. S.T.E.P. team requests: a) Discussed the concerns raised at last meeting with
vision triangle obstruction at 10` and Elm caused by parked cars near the
intersection. DECISION: STEP team will communicate with the occupants of
the offices on Elm that the City will be painting the curb in the 40' vision
triangle and there will be no parking in that area. The STEP team will notify
Gordon Law and he will see that the area is marked.
b) Discussed posting the crosswalks at the County Courthouse. There was a
complaint that pedestrians are not being yielded to by auto at 12`" and Albany,
mid-block on Albany between 11` and 12 and on 11` north of Albany.
Request by STEP team to post signs stating "Stop for Pedestrians" at these
locations. DECISION: Captain Maybon will contact Chief Deputy Al
Showalter at CCSO to confirm the plan and then let Gordon Law know
whether to proceed with signing.
5. Request for speed limit signs in the neighborhood on Willowbrook: Capt.
Maybon had received a request by some neighbors for a sign to help remind
visiting people what the speed limit is. DECISION: Capt. Maybon will
inform them that if they would like to pay for the signs, the City would install
them.
