HomeMy WebLinkAbout06-15-1999 TRAFFIC COMMISSION MINUTES � .�I C�` � MINUTES OF TRAFFIC COMMITTEE MEETING JUNE 15,1999 ATTENDING: MAYOR NANCOLAS, LINDA JAMES, GARY MAYBON, GORDON LAW AND BRUCE ALLCOTT The following issues were discussed and acted upon: 1. Letter from Concepcion Perez of 503 N. l l Ave. with respect to VanBuren school employees parking in front of her home and thus causing her to park a distance away and this has led to her falling while walking home. She requested to be able to reserve one parking space in front of her home, while acknowledging that it is public right of way. The decision of the committee was that we cannot reserve parking, but rather Chief Allcott will request the schools cooperation in a letter with Ms. Perez' letter attached. 2. Request by Marjorie Chance of 5502 Hawk to have 20 mph. signs posted in her residential neighborhood to reduce the speed of contractors and residents from speeding in the area with a lot of children. Capt. Maybon was assigned to inform them of the policy of them being able to purchase the signs and we would install them. He will also have the Step team put the speed trailer there and work on enforcement of speed limit. 3. Request from Don Lane on Starlight to place speed bumps on some through streets in his neighborhood on Starlight in anticipation of traffic from the new Country Estates subdivision. The committee directed Chief Alicott to inform him that we won't put speed bumps in and we will do what else we can to address his concerns if they � materialize. 4. Request by Street Dept. to remove signs in the area of 9 and Elgin that denote a school zone since the school has moved. Gordon thought they had been removed and if not will have them removed. 5. Request forwarded from public by Officer Spagnola for 20 mph. signs to be posted on a short section of Arlington in the area of Poplar. Capt. Maybon to have the Step team handle this and if needed, the requesting person can purchase signs to be installed. 6. Request by Katie Buckley in behalf of the Beechwood Homeowners Assoc. to � purchase two signs for "Slow children at play" to be placed on Beech St. This is in keeping with our policy and Gordon will follow-up to help them get this done. 7. Discussion on concerns with traffic safety at l O and Arthur. We discussed the concerns with making left turns onto l O or crossing l O This is a larger problem than just at that intersection and is impacted by traffic control patterns at lO and Cleveland and 10`" and Blaine and 10` and Chicago. There is no simple solution. One suggestion that was discussed was making it impossible to cross l O but when we did that last time we received a petition from many downtown businessmen requesting that we not do that as it was perceived to reduce access to downtown. After much discussion, it was determined that Gordon would study the issue and explore options with Idaho Transportation Dept. We may then need to do a Warrant r► .+� a Study and look at re-evaluating the sequencing of the signals as well. We also discussed some options for through traffic on l O at Cleveland. 8. Parking on Stocktrail Dr. — the Fire dept. requested that we post no parking signs on the north side of Stocktrail to allow emergency access during events. This was approved and Gordon will see that signs are posted. We will also advise the F�odeo board and Fair board.. 9. Emergency incident access during fair and rodeo type events. Chief Allcott advised that there is a plan in the event of a significant emergency at the Events Center during the fair that we would need barricades available at key intersections to block access to Blaine in front of the Fair grounds. This was agreed to if needed. 10. Request for stop signs on Parkhurst at Sunset. This request was denied based on determination that the traffic at this location does not meet the requirements. Capt. Maybon will communicate this to the requesting party. There being no further business, the meeting was adjourned.
