December 13, 1999
Attending: Mayor Nancolas, Chief Sobba, Chief Allcott, Linda James, and Gordon Law.
1. Minutes of last meeting were reviewed and Gordon was to follow-up on one issue
with regard to placement of Sign near the crosswalk on Chicago.
2. Caldwell High School zone issues — we discussed the concerns with the speedlimit
and school zone on Indiana. It was the decision of the commission that the School
Zone should begin at or just before the school property on the south side of the
school. The recommendation was to place the 30-mph. sign at that location and to
place a"reduced speed ahead/school zone" sign north of Ustick. There would also be
a 50-mph sign placed for southbound traffic just south of the 30-mph sign. It was felt
that this would give vehicles time to slow down prior to getting to the school and give
them some warning of the reduction in speed. Gordon will see that signage is done
after council approval.
3. Change of signs on Oregon near Ustick — we discussed the need to change the private
road sign and remove the dead end sign. We also discussed the need to have stop
signs at Idaho and Washington south of Ustick. Gordon to follow up after council
approval.
4. Request for turn pockets on Chicago and 21 — Directed the Engineering dept. to look
at the intersection to see if there was room to safely do this and to direct a letter to the
requesting party explaining the process.
5. Centennial Speed limit — request to increase to 45 mph. We had discussed this at
previous meetings and were going to evaluate accident records for the area. The
highway district provided a traffic analysis that indicated that the average speed was
about 40 mph and that the 85% speed was 45, which is sometimes used to set
speedlimits. Chief Sobba will evaluate traffic accidents to see if speed was the major
contributing factor and report back at the next meeting.
6. Discussion on proposed improvement projects on Cleveland a.nd Blaine between lO
and Hwy 19. We will also ask them to consider improvements to the gutters and
curbs and to deal with the major dips at cross streets. Gordon was also directed to
discuss the potential to change the movements at l O th and Cleveland to allow north
and south bound traffic to move at the same time. He will continue to work with
Idaho Transportation Dept. on that issue.
