TRAFFIC COMMISSION MEETING MINUTES
MARCH 28, 2000
10:30 A.M.
ATTENDING: MAYOR NANCOLAS, GORDON LAW, LINDA JAMES, BOB
SOBBA AND BRUCE ALLCOTT.
OLD BUSINESS:
1. Follow up on request for turn pockets at 21 and Chicago — This is in the
works, and there will be a public hearing in the near future.
2. Follow up on request for change of speed limit from 35 mph to 45 mph on
Centennial from Hwy. 19 to the I-84 Interchange. After reviewing accident
statistics and discussing this issue, the motion was made and passed that we
proceed with a resolution from City Council to the Idaho Transportation Dept.
to increase the speed limit from 35 mph to 45 mph. from Hwy. 19 to just west
of the Eastbound On ramp and Off ramp. Chief Allcott will prepare resolution
for Council consideration, along with the minutes of this meeting.
NEW BUSINESS:
1. Request for turn pockets at 21 and Chicago — this was already in progress as
noted in #1 of old business.
2. Request for re-installation of speed limit signs on Marble Front east of Illinois
Ave. — apparently the speed limit signs in this area were removed during the
construction process and not replaced. Gordon will see that the appropriate
speed limit signs for this collector street are installed.
3. Request to move center line on Illinois Ave. in the area of Sacajawea School —
There was a request to move this because southbound traffic has to cross the
center line to pass vehicle parked on the west side of Illinois in this area, while
it appears that there is much more room on the east side of the centerline and
that the center line could be moved and eliminate this problem. Motion to
have engineering evaluate this and if appropriate to make the change was
made and passed.
4. Request by STEP team for 67 additional2 hr. parking limit signs for
downtown — This was discussed and it was felt that this issue should be
brought up by the Caldwell P.D. with the downtown businesses prior to
anything being done with this to review this issue. It is usually a tough issue
and we need their cooperation. Motion to have Bob take this back for further
review and consideration.
5. Request for changes to the intersection of Indiana and Cleveland by STEP
team — this was discussed and it was pointed out the there is already a project
being worked on by engineering with respect to traffic lights and rights-of-
way at this location and therefor it is not necessary for any action at this time.
6. Request for temporary barrier at lO and Arthur to prevent through traffic on
Arthur or left turns from Arthur onto l O th Ave. by STEP team — It was
discussed that it had been that way once and we had been petitioned by many
businessmen to change it to the current configuration. It was moved that Bob

discuss this with the downtown businesses when they meet to discuss the
parking issue and then we would reconsider this issue, with not action taken at
this time.
7. Request to relocate speed limit and stop signs at 12 and Blaine by STEP
team — we discussed the issues raised with accidents at this intersection. Most
were as a result of failing to yield the right-of-way. Motion made to move the
25 mph. signs from 12 to the west side of 13 Ave. and to add "reduced
speed ahead" signs at the west side of 14 Ave. Gordon will follow through
on this. Second motion to have the STEP team get with engineering and
determine if the Stop sign placement needed to be modified and if so to
proceed with that. !
8. Request for sign that says cross traffic does not stop on Georgia at Cleveland
— discussed that the issue is people simply not yielding from a Stop sign and
we're not sure that this sign was needed. This was tabled until Bob could
review the STEP team to further clarify.
9. Request by STEP team for changes at Franklin and I-84 — it was felt that with
the plans being developed now for signalization of both the on and off ramps
that it is not necessary for this item to be addressed by us at this time.
10. Request for "no wide turns" at 24 and Cleveland and Blaine — it was felt that
this was already being addressed by the plans to signalize those intersections
and no further action was needed at this time by us.
11. Request for striping of lanes at 21 and Franklin — we were informed that the
annual striping will be started soon and Gordon will see that this area is a
priority.
12. Request by STEP team for school zone signage around Lincoln School —
Motion to have Gordon identify the limits of the zone and provide signage
consistent with the other school zones recently done was passed.
13. Request to know if Stop signs are needed at this time in the development of
Beech and Airport by Engineering — it was moved and passed that at this time
no signage is necessary and this will be considered as further development
takes place.
14. Request by Chief Allcott to evaluate the street width and centerline issues on
Montana Ave. between Cherry and Larch — Gordon was asked to see if we
need to do anything in this area with the location of the centerline due to the
west part of Montana in this area not being developed. There seem to be
areas where parking on the east side of Montana creates a narrow passage
from the centerline for northbound traffic.
