� TRAFFIC COMMISSION MEETING
APRIL 5, 2001
(corrected version 4-9-01)
ATTENDING: MAYOR NANCOLAS, GORDON LAW, BOB SOBBA AND BRUCE
ALLCOTT.
The following items were considered at this meeting:
1. Signal Warrant Analysis for KimbalUArthur and Kimball/Main by JLTB Engineering.
Conclusion was that neither intersection warrants a signal light and recommends that they be
changed to 2 way stops on Arthur and on Main. Also recommends public process to get to
that point. Motion to accept and follow the recommendations was approved. ACTION:
Gordon to follow up on the process.
2. Request by Mark Ernest for "no parking" in alley between 14 and 15 between Arthur and
Blaine. Parking is already not allowed and this appears to be an enforcement issue.
ACTION: Chief Sobba to follow up with code enforcement officer.
3. Request to review AUTOZONE store access to streets. Plans appeared to be acceptable.
ACTION: Mayor Nancolas to convey our approval.
4. Request by Engineering to postpone the reconstruction of the bridge on North 14 and post a
load restriction . This bridge is failing and needs to be replaced, however, there is not time to
do it before irrigation water is in the ditch and this would result in flooding of properties
• below this. This request is to postpone repairs until imgation season is over. This will
necessitate restricting the use of the bridge by trucks until such time. ACTION: approved
and Gordon will follow up with BFI on how they can provide service to those above the
bridge.
5. Request from Jensen Real Estate to confirm the Record of Survey on the lot at Hannibal and
Kimball. This lot has a 20' restriction on building and the request is to remove part of it and
leave a 10' setback coincidental with an irrigation easement. This is a State Transportation
approval and we are merely concurring that the City has no needed interest in this restriction.
�i�TION: Approved, iVlayor to communicate this to J ensen� s and the recommendation is
that the City Council agree to recognize the Record of Survey as presented, maintaining the
10' easement shown as an irrigation easement.
6. Request by Chief Sobba for the Police Dept. to take over the issuing of parking permits for
the Depot parking lots to reduce the confusion on who is to park where and to facilitate
controlling the illegal parking in the area. ACTION: Approved, Chief Sobba to follow up
on getting it done.
7. Request for declaration of School Zone on Washington from Logan to Linden and request for
Children At Play signage. This section of road is currently posted for 30 MPH. Recent radar
trailer results on 2 separate dates showed the average speed for approximately 1300 cars was
about 22 mph. This does not dictate a change in the speed at this time. This area is too far
from the schools to be included in a School Zone. ACTION: Chief Allcott to send letter
denying School Zone and offering Children at Play signs to be installed if the residents want

� to purchase the signs for about $80 each. Police will continue to patrol and run radar in the
area.
8. Request in Fairoaks subdivision for Children at Play signs and 20 mph signs. ACTION:
Chief Sobba to inform them that it is okay and they had already offered to buy the signs.
9. Chief Allcott requested that we begin to consider how to transition Ustick to a more through
arterial as called for in the street plan, as this will be more of an issue when we open a second
fire station on Ustick. ACTION: Gordon will follow up with Canyon Highway District
who currently control this to see what their perspective is and how best to proceed. He will
request time for Gordon and the Mayor to meet with them.
