��" CALDWELL TRAFFIC COMMISSION MEETING MINUTES
� NOVEMBER 12, 2001
ATTENDING: MAYOR NANCOLAS, CHIEF SOBBA, CHIEF ALLCOTT,
GORDON LAW, AND STEVE HASSON.
REVIEW MINUTES OF SEPTEMBER 4, 2001:
We reviewed the minutes of the previous meeting and determined that all
assignments had been completed or were in process.
NEW BUSINESS:
l. Request for parallel parking to be marked on south side of Arthur in the 400
block and request for signs limiting parking in front of Caxton's on Arthur to
1 hour. We discussed this and felt that there is more parking there now with
the new Police Station and that the problems identified have not manifested
themselves at this time and the requested actions are not necessary and are
contrary to what we have done to this point. Action: Chief Sobba will meet
with Dave Gipson of Caxton's to let him know and to monitor the situation.
2. Request by Don Bottoms for stop signs at College and Spruce. It was not
clear what was intended by this request and would require further
investigation. Action: Tabled for further discussion and investigation.
3. Request for stop signs on Ross Lane and Brian and Ross Lane and Ray Ave.
� and for speed limit signs. We discussed this and Gordon will review the stop
sign issue on Ray and Ross where they enter Stonegate Subdivision. Action:
Bruce will write a letter and offer the speed limit signs at cost to the
neighbors and we will also do enforcement with the radar trailer. Stop sign at
Brian is not warranted at this time.
4. Request for Stop sign at on Talon St. at Hawk Ave. in Falconridge
subdivision. This was requested to slow traffic, but since this is at an
intersection where the traffic has to turn anyway to get out of the subdivision,
it is not warranted by the traffic at this time. Action: Gordon will get letter to
them. He will also develop a form letter to address this type of situation since
this is a common request with similar actions.
5. Traffic Signal Warrant study by Six Mile Engineering. A traffic study was
done at the City's request and the results indicate that a signal is warranted at
both intersections studied. This will be considered in future planning.
6. Request from Mayor to look into getting the crosswalks repainted in some of .
the high traffic areas, such ad Cleveland, 10` Ave. since they are all faded
out. Action: Gordon will look into this and he is also looking into a way to
improve the life span of the painting. Since the lead-based paints were taken
out of use, the longevity of the painting has suffered.
7. Chief Allcott had received a complaint from concerned citizen about parking
in front of fire hydrants particularly in the area of VanBuren School. We
discussed this as well as the inconsistency of not enforcing the 40' vision
• triangle in the downtown area where parking is allowed right up to the

crosswalks. We also discussed whether we should be painting the curb near
• hydrants. This becomes a big maintenance issue. By Idaho Code, 49-660 it is
illegal to park within 15 feet of a fire hydrant. Chief Sobba was asked to have
his folks watch that.
