JANUARY 23, 2004
ATTENDING: MAYOR NANCOLAS, GORDON LAW, STEVEN HASSON, CHIEF
SOBBA, CHIEF ALLCOTT.
NEW BUSINESS:
1. Request by Rich Sweaney to review site plan for 919 Blaine — Discussed at length the
needs for the commercial building at this site to accommodate some new tenants.
The main issue was the driveway cuts that are currently there are not up to the
standards we would impose for new construction. We reviewed several different
aptians and issues and tke foliowing are ihe ones approved by the commission:
a. The parking lot on the Westside of the building will access off Blaine and be
one-way in at the entrance and the exit will be throuh the a11ey access.
b. The alley will be signed as "one-way" westbound only. This will make the
entrance off of l O Ave. entrance only to the property.
c. To eliminate the conflict of the short distance from the intersection of 10`' and
Blaine to the exit from the parking on the eastside of the building, a request
will need to be made by the owner to the ITD to place a bulb-out in the north
lane on Blaine at the corner to prevent right turning traffic from 10` onto
Blaine from entering the north lane and allow the traffic exiting from the east
• parking lot to enter Blaine with reduceci likelihood of collision. The curb cut
on the Blaine side will be moved as far as possible to the west and still allow
egress from the eastside parking lot. .
d. Any parking configuration for the eastside paxking lot must make sure that
parking is not allowed in the vision triangle and the appropriate landscaping is
done as well.
Gordon will help the owner with working with the State Transportation Dept. on
that part of the process.
2. Request to consider lowering speed limit on 1 O Ave. south of Ustick Rd. —
Discussed the need to lower the speed limit from 45 mph in this area to 35. Action:
Gordon will have traffic count and speed study done at that location to dete?_m?ne
what the appropriate speed should be and we will consider this at a future meeting.
