TRAFFIC COMMISSION MEETING MINUTES
JANUARY 30, 2004

NEW BUSINESS:
Request by Home Federal Bank to modify approach limitations from Tenth Avenue into
the alley behind their Tenth Avenue facility. Specifically, the Traffic Commission had
earlier approved a right-in:right-out approach at the alley and the bank wanted it further
restricted to right-in only. Basis for the request was that right-in traffic has to cross
over the path of right-out traffic to get to the drive-up windows creating a hazardous
condition.
The Commission recommended the following by unanimous vote:
1. Direct all access to the alley from Tenth Avenue to be right-in only with any
signage contrary to this to be removed.
2. Direct all traffic exiting the alley toward Ninth Avenue, specifically:
a. Home Federal install a one-way sign toward Ninth at their parking lot
approach to the alley.
b. City install one-way signs toward Ninth at other parking lot entrances
to the alley.
� c. City install "No Entrance, One Way" on the alley approach into
• Ninth.
3. Engineering Department to notify all properties adjacent to the alley that may
be affected by the change and invite comment before the matter goes to
CounciL
After notification of affected property owners, Mr. Bill Hurst commented that his parking
lot did not exit onto the alley but received traffic from the alley. His business fronts on
Ninth Avenue and his customers access his parking lot from there. He requested the alley
not be made "one-way". The commission reconvened February 6, 2004 at 2:00 pm and
after discussion, voted unanimously to modify the recommendations to read as follows:
1. Direct all access to the alley from Tenth Avenue to be right-in only with any
signage contrary to this to be removed.
2. Direct all traffic exiting the alley toward Ninth Avenue, specifically: �
a. Home Federal install an EXIT sign and arrow toward Ninth at their
parking lot entrance to the alley.
b. City install EXIT signs and arrows toward Ninth at other parking lot
entrances to the alley. This would not include the Hurst parking lot
since it does not "enter" the alley.

task of re-notifying affected property owners. No further business was discussed and the
meeting was adjourned.
