1. Request to define the intersection and add signage at Specht � Franklin.
The City received a letter from Tina Haines, Manager, Cancer Care Center, addressing
traffic congestion at the intersection of Specht & Franklin. The Traffic Commission discussed
the intersection noting previously received complaints regarding the intersection. The
Commission acknowledged traffic congestion issues associated with this intersection and
also noted that until the larger problem of Exit 29 is addressed, the City is limited in its ability
to correct the problem. Also noted was that currently the City has spent 40K for interim fixes
until the Exit 29 upgrade occurs, projected 2006.
The motion was made and the Traffic Commission agreed unanimously to have Chief
Wendelsdort visit the location, review the intersection for traffic flow designators and existing
signage and report his findings at the next Traffic Commission meeting, November 8' While
on-location Chief Wendelsdorf will also contact Tina Haines to better understand her request
and insure she is aware of City's efforts to date in addressing the above situation.

2. Request for Traffic light at 10 Ave. � Ustick.
Traffic Commission received two letters (Caldwell Transportation & Brown Bus Company)
requesting a traffic light be installed at the intersection of 10 Ave & Ustick Rd. due to high
and increasing traffic volume. Gordon Law shared the following information; previous
warrant studies identified 10' & Linden as needing a traffic signal, which has been
submitted to ITD and accepted for Federal funding. 10' & Logan also qualified for a signal,
has been submitted to ITD but has not yet been accepted. 10' & Ustick was just recently
annexed into the City and no warrant study has been perFormed at that intersection. The
motion was made and the Traffic Commission agreed unanimously to conduct a warrant
study at 10 & Ustick to determine if signals are warranted and if the City should proceed to
submit the project to ITD. Gordon Law also suggested replies be sent to both companies
informing them of the Traffic Commissions decision.

3. Request for Speed Limit sign.
Patti Moylan submitted a request for speed limit signs in her neighborhood citing that rapid
growth over the past few years has greatly increased the amount and speed at which traffic
travels through her neighborhood. The motion was made and the Traffic Commission
agreed unanimously to respond to this request consistent with past commission policy, i.e.
inform Ms. Moylan that signs can be purchased and that the police department can
temporaril�r step up patrols in the neighborhood.

� 4. Traffic Light timing at 10 & Cleveland.
Traffic Commission received a letter from Timothy Garza regarding traffic light timing at 10
& Cleveland. After review and discussion of the letter, it was presumed there is an
equipment malfunction occurring at the above mentioned intersection. The motion was
made and the Traffic Commission agreed unanimously to refer the situation to the Street
Dept. for correction. .

5. Request to paint the curbs at Poplar � Indiana.
Curb painting has been requested by Mr. Dean Penner due to "parking all the way to the
corner" at the comer of Poplar and Indiana by employees of Cascade Care Center. Mr.
Penner is concemed by the combination of increased cross traffic and the diminished ability
to see cross traffic due to cars parking too near the comer. The motion was made and the
Traffic Commission agreed unanimously to investigate the situation in terms of code
enforcement and the possibility of painting the curbing. If no reason is found not to paint the
curbing, curbing will then be painted.

Prior to publication of these minutes, Steve Hasson spoke with Shane of Cascade Care
Center and reported the following: Cascade Care did not realize there was a concern and
will request employees park in Cascade Care parking provided; Cascade Care does have
parking available and room to expand parking for employees. Steve Hasson faxed Shane a
copy of the City Ordinance and a copy of the letter received by the Traffic Commission to aid
him in requesting additional parking development.
