Caldwell City Traffic Commission Minutes
� September 6, 2005, 10:30 AM
Present: Chairman Gordon Law, Mayor Nancolas, Chief Mark Wendelsdorf, Gian Paolo
Mammone, Chief Sobba
Old Business
• Previous Meeting minutes were reviewed
• Chief Wendelsdorf reviewed findings on Roundabouts
• Mayor moved and Commission agreed to support Engineering's decision to remove
Stop sign on Georgia, agreeing the Stop should be on Griffith coming into Georgia.
• Chairman Gordon Law reviewed actions taken with signage at Sage Middle School.

New Business
1. Parking on Elm Street
VWMC requested painting red curb on the North side of Elm Street befinreen Arlington & 10'
Avenue. Chief Sobba noted that curb painting will not eliminate but instead cause the
problem to relocate. In addition, curb painting remains long term. In place of curb painting,
Chief Sobba moved to put up "No Parking" signs that can eventually be removed as
designated parking lots are made available and send letters of notification to adjacent
property owners and WVMC.
• The motion was made and the Traffic Commission agreed unanimousfy to approve the
motion.

and notify Chief Sobba of the date signs are to be erected.

2. "Speed Limit" — Starlight Subdivision.
Patti Moylan requested a Speed Limit sign for her neighborhood, Starlight Subdivision. The
Traffic Commission reviewed the request and motioned to treat as "normal". Normal
procedure is for the individual to purchase the sign and the City to install it. In addition Chief
Sobba will request_set-up of the Speed Wagon in Ms. Moylan's neighborhood.

3. Request to review dangerous driving conditions on Marble Front Road.
A citizen living on Marble Front Road feels the section of Marble Front Road from the top of
the hill to the valley floor is particularly narrow and dangerous to maneuver. Mr. Kaplan
would like to see that section of road widened and straightened. The section of road in
question was familiar to the Traffic Commission and the Commission believes the curve in
that section of road actually aids in the slowing of traffic. To determine if the request is
warranted Chief Sobba will research accident incidents on Marble Front from Georgia to the
entrance of Marble Valley subdivision.

• 4. Ustick Road and Middleton Road Intersection.
Traffic Commission received complaints regarding traffic flow and safety at the above
mentioned intersection. Jurisdiction of Ustick/ Middleton intersection is shared by Canyon
Hwy District, Nampa Hwy District and the City of Caldwell. The addition of Sage Middle
School near this intersection created a major change in traffic. In time, traffic will
accommodate the change and drivers will adjust driving habits accordingly. Gordon Law
suggests it is necessary, before proceeding with change, to wait until said adjustment
occurs and the change is no longer an anomaly. The motion was made to delay any change
until a meeting can take place between Canyon Hwy District, Nampa Hwy District, Mayor
Nancolas and Gordon Law. Said meeting is scheduled for September 1g'
5. Request Right—of-Way for Lucky Way.
Schuyler Enoch requests vacation by the City of Caldwell of a portion of Lucky Way
between 10 Avenue and Brian Avenue I. Vacated property would become Enoch's
property upon vacation. A previous request for vacation had been made on Lucky Way 1
block NE befinreen Brian Avenue and Ray Avenue. That request was denied by the City. The
City may need Lucky Way right-of-way for future utilities. The motion was made and the
Traffic Commission agreed unanimously for Gordon Law to analyze the need for future utility
right-of-way on Lucky Way and prepare a response letter for Mr. Enoch.
