Caldwell City Traffic Commission Minutes October 3, 2005, 10:30 AM Present: Chairman Gordon Law, Mayor Nancolas, Chief Mark Wendelsdort, Chief Sobba Old Business • Previous Meeting minutes were reviewed • Mr. Kaplan of Marble Front Road requested Traffic Mirrors as a solution to his request for modification of Marble Front Road. It was the opinion of the Traffic Commission that Traffic Mirrors would not be a safe or appropriate solution. The Traffic Commission unanimously denied Mr. Kaplan's request. Mayor Nancolas noted concem for pedestrians on that portion of Marble Front and Gordon Law is suggesting the construction of an MSE wall as a possible solution to both trafFic and pedestrian concerns. • UsticW Middleton intersection. Mayor Nancolas reported on meeting with Canyon and Nampa Highway districts. All three entities agreed unanimously to utilize the afore mentioned intersection to try a Roundabout solution. All three parties have agreed to split costs evenly. Mayor Nancolas asked Gordon Law to proceed with arrangements. Bend, Oregon invited the forum to visit and allow them to share "lessons leamed" with regard to construction, design and cost phases of a similar project in their town. • New Business 1. "No Parking in Alley Sign" — Terry Wolford Mr. Terry Wolford requested a"No Parking in Alley" sign in the alley behind 1102 Arthur. It was a condition of the City that Mr. Wolford's business parking be located behind 1102 Arthur. Mr. Wolford has agreed to incur costs associated with purchase of the sign and sign post. The motion was made and the Traffic Commission agreed unanimously to approve Mr. Wolford's request. ������:;��rd�n:��iir:;�» Follow u wi � p th Street Department to initiate recommendation. 2. Proposed Project — Ben Weymouth Ben Weymouth suggested placing curb, gutter and/ or sidewalk on Ash Street from Oregon Ave. to 10 Avenue. Request "Dead End" Sign in Windsong Court. — Cpl. Heim (CPD). Cpl. Heim being the Neighborhood Watch Captain for Windsong Court Subdivision has requested a"Dead End" Sign be placed at Windsong Court to deter unnecessary tra�c. The Traffic Commission unanimously approved Cpl. Follow up with Street Department to initiate recommendation. • , . • 4. Request "One-Way" sign on Blaine — Ms. Nora Econg. Traffic Commission received a letter from Ms. Nora Econg, an out of town visitor to the City. Ms. Econg suggests a need for more directional signage in the area of "The Willows" complex on Blaine Street. Ms. Econg pulled out of the complex onto Blaine and found no indication that Blaine Street was a One-Way. Not being familiar with the City, Ms. Econg found the situation very confusing. Traffic Commission agreed that business growth has complicated traffic flow in that area and recommended a review of One-Way signage on Blaine and Cleveland. i�!�����::;�'�rKdt3ri;;�:i�Cw; � Follow up with Gordon from the Street Department to initiate :.. ..:.. .::. ..... recommendation. 5. Head Start School requesting School Zone signage. The Head Start School on Graye Lane has requested school zone signs to decrease the speed of traffic in the area. Request 25Mph Speed Limit signs on Syringa. Mayor Nancolas requested 25 Mph Speed Limit signs be placed on Syringa Lane at City expense. The Mayors reasoning is that Syringa was a quite, low volume street until development required Syringa to become a through street changing it to high volume traffic. The Mayor feels the traffic change was development driven and the cost of posting the signs should not fall to the citizens happening to live in the area prior to. The motion was made and the Traffic Commission agreed unanimously to install Sped Limit Signs on Syringa Lane '1�C���t1;:::��if�tC�€::L��F::- Follow up with Gordon from the Street De artment to initiate • .. .. . p recommendation for placement and installation of sign/s. This concluded the meeting and the meeting was adjourned. Box 1177 Galdwell, Idaho 83605 Uear Mr. Law: Further to m_y letter of September 2, 2QQ5 and previous conversation, I want to reiterarte the vital importance of improving the hazardous road conditions on the hill at the top of Marble Front Road, which sharply turns and narrows -- creating dangerous blind spots -- as it winds its way to the valley floor. In its present state, the hill road is a serious accident waiting to happen, AnyQne who consistently navels Marble Front will attest to this fact. Most wide body vehicles, SWs and trucks, cannot maintain their lane. The narrowness of the road, the potholes, the poorly paved surface and the variance of the shoulder, where dirt and earth from the adjoining land intrudes upon the road surface — on top af the scary blind spots -- force vehicles over the dividing line. The following can help allieviate the problem: • 1. Widen the road sa that it is consisYent with Marble Front from the Luby Park turnoff on 10th Ave, and the straightaway on the valley floar. It is ironic that the most dangerous part of Marble Front Road is the narrowest. 2. Place several traffic mirrors in strategic spots so that vehicles from both directions can see oncoming traffic at the blind spots. Per aur conversation and your request, I forwarded information on four companies who manufacture these convex traffic mirrors, which are not costly. 3. Remove the shoulder dirt from the road and provide means so that the road surface is not infringed upon by side earth, which compounds the narrowness. 4. Repavs the road so that the surface is smooth. S. Add signage that foreuTarns drivers of the hill, curves and blind spots. The current signage are two anows painting to the left, which indicates the road tums left, NOT that one is going DOWN a curving hill. There should also be a slower speed limit sign posted in bath directions as drivers, not knowing what they will face, frequently increase their speed to dangerous levels rather than slow down.
