Dr. Black Parking. Dr. Black's property on Elm street is zoned R1, single family dwelling. During construction of the WVMC Parking expansion, P&Z approved temporary parking at the office of Dr. Black through Nov. 1S 2005. This was to help alleviate a shortage of parking and congestion on Elm Street incited by the construction. After Nov. 1S� Dr. Black and his employees continued parking at his office. Neighboring residents have since filed lawsuit stating Dr. Blacks employees should not be allowed to continue parking near his office because it is zoned R1 not commercial. Concurrent with P&Z's allowance for temporary parking, the Traffic Commission moved to put up "No Parking" signs on the north side of Elm street to also aid in alleviating congestion caused by WVMC construction. It was assumed that said signs would eventually be removed as designated parking lots were made available and parking issues dissipated. Inadvertently, signs were installed on both the north and south side of • Elm street and portions of the curb were painted red. The motion was made and Traffic Commission agreed unanimously to correct the situation by removing "No Parking" signs as well as any red curb from the south side of Elm street. This should provide additional, legal parking for Dr. Black's employees. tl `'" Follow up with the Street department to initiate recommendation. 2. Request to remove "No Right Turn" sign east bound on Chicago at 10 Ave. Chief Sobba questioned the need for the "No Right Turn" sign in the east bound lane on Chicago at 10` Ave. After discussion by the Traffic Commission it was determined that the signage added no value at that intersection. The motion was made and Traffic Commission agreed unanimously to remove the sign. In addition, the Commission recommended checking for similar signage west bound and if found, remove also. Previously discussed by the Traffic Commission was removal of a same sign scenario at Blaine and 10 Ave. It is the recommendation of the Traffic Commission to remove Blaine and 10 si ns in con'unction with signs at Chicago and 10th ��� "° Follow up with the Street department to initiate recommendation. This concluded the meeting and the meeting was adjourned. The next Traffic Commission meeting is scheduled for January 3rd at 10:30 am •
